The Governor reviews the conflict be- tween the President and Congress in regard to the recon- struction of the Southern States, sustaining the action of Congress, and recommending the adoption of the proposed Constitutional Amendment, although he says that the people of Vermont would give a larger majority for uni- vorsal suffrage than she did for the sustenance of Congress ot the late election. In his Message he thus refers 1o the bearing of the New-Orleans massacre: To the reading and thinking I;eople of the nation, who judge by the facts and results rather than by the refinements of argu. ment, the riots at Memphis and Now-Orleans have furnished the ‘most complete and startling evidence of tho inherent error of the executive scheme, and heve written its condemnation in characters of blood. In those riots, peaceable citizens, with cireumstances of savage atrocty, were cruclly murdered by a mob, incited and led by local officials, and tuspired by an illib- eral and intense projudice agolist an inoffensive race, and by a vengeful hatred of those who dared to claim equal political and civil rights for all men; and these outbreaks have furnished melancholy proof of the danger of committing unrestrained political and civil power to men recently Rebels, and are signifi- cant commentaries upon that reorganization of which they were the legitimate fruits. st LS MISSOURL GEN. There were some tokens of intended violence on the part of the Rebels. Their organs bere havo been filled with iuflammatory articles concerning Butler, and intimations thrown out that mobbi: Butler would be fair revenge for violence shown Frank Dlair at Cape Girardeau. The polive wero out in full foroe, and the Radicals made other preparations to give the Rebels cold lead in the event of u disturbance. Fortunately, none happened, and Gen. Butler spoke two hours with no interruptions save fre- quent applsuse and cheeriug.
