AFTER THE RIOTS. ——— orrespondence ¢f The N. Y. Tribune. New ORLEANS, Aug. 19, TH6, New-Orleans, after baving been recently & buman shughter-pen for poor, unofiending victhns, whose only erime was an undue eonfidence in the * good foeling” of Sheir ex-Rebel masters, bas assumed again her * proverbial quict 1t is strangely amusing to see with what ine Segrity and perseverance the Rebel press of this city grabs st every rumor aud protext—however false and unreason- sble—which would tend to vindieate the police blood- Bounds and their brother mobites in tbeir dark work of death of the 30th July. Every lie, every argument, every eonceivable fabrication is resorted to. Even tbe Grand Jury—a horde of Rehel chief spirits, fucorporated in the firws of Voorhies, Monros, Herron & Co.—bave added their plea, exonerating the mobites, in the form of & re- port which is made up from the testimony of the murder- ers, the police and the citizen mobites. Judge Abel, who s now under bail for treasouable expressions, and to whom this sham report was made, regards, of conrse, this wontracted nightmare of the Grand Jury as s grand coup de grace, and will hereafter render decimons according especially in all cases growing out of the late riot. Herron feels 100 much innocent blood upon his person to vepresent Louisiana in the Phil hia Convention; and Muyor Monroe, who regards the President’s pardon in his etas & £l license to mob and exterminate every. fi'n, that breathes loyaity, bas, like Cain, hid bimself, ‘and not been heard of since he directed the police to kill Sunocent people. t one of the mobites has as yet been arrested, not- withstanding many of them are known to the city n- thorities, and there is reason to beliese that some of these nnu,n. bave boen represented in the testimonies given fore ths Commission of Investigation. “The police_are searching the houses of colored peoylo for arms, and arresting all who are found with any kind of weapon—even those who are found on the streets at mght with 4 walking-stick share the common fate, IDischarged eolored soldiers, who have bought their muskets from the Government, are searched and deprived of their arms by Neewen, Under these “shadows of death’ is it safo loyal men—Black or White—to remain in the South while Andrew Johnson winks at sueh outrages ! He has already placed the Army of the Nation at the disposal of ex-officers of the Rebel Army, whose mandates the officers of the Union Army are enjoined to obey. A dispatch Just from Washington says the President has ordered the Necretary of War 1o cause_ an investigation to Do mado 1 the alleged disturbance which colored troops wre seid to have made in Arkansas. Why bas he not wpencd his mouth in relation to the Rebel riots in New- rleans and Memphis? Becouso they are in keeping with the spirit and deception of ** My Volicy ! ” It is no uso to disguise facts, Andrew Johnson is sur- renderingthe Covernwent into tho hands of sworn Rebels; ing the great work of tle noble and lamented eat Lincoln; and uvless the people speak out in fit- Ging terms, the treachery of this republican despot will Yead the nation again info the horrars of civil war. His interference with the affairs of Louisiaua is sufficiont ground for impeacament. He has wmade s precedent at war with the Constitution and unknown to American wistory. ————— LAW INTELLIGENCE. - UNITED STATES COMMISSIONER'S OFFICE—Av6G. 17 Before Commissioner OSBOKN.
