From Qur'Spocial Comerpondents Pasava, Joly 23, 1866, PANAMA CITY. Since'the 1ast letter sent by your correspondent, the Oty of Pauama has been somewhat excited in consequence of a'dreach of international laws having been committed By ore f the juror officers of tho U. avy. Sunday, July 15, wasa holiday (sacred), and, ou the previous even- ing, Mnminations, bonfires and fireworks were ign: ed by thenetives. Some of the roekets were mistaken for si nale calling forassistance from the U. S. vessels on the #tatien, becanse, during local revolutions, such assistanco s oftentimes required. Boats with armed crews were at once sent ashor on discovering the crvor, all re- turned to their vessels except one, under the command of | » Swede nawed (o, W. Sherman, an Aeting-E hat officer, instead of following the example of I Kmm, lended his men, marched th rough the streeta, and between the ho eotn- of 11 p.m. and 24 m. drilled them in **the manual,” &e. enlivening the | 18 by copious draughts of something stronger than water and allowing his men to do the sawe. But for the esutions condnct of the Prefect a posse of netive troops would have been called out to resist this invasion of neu- tral rights, instead of which the gusrdians of the peace were contined to their barracks in order to prevent blood- shied, for, of conrse, the armed sailors would not Lave becn taken without resistance, and the final result might have ‘beenterrible to all the foreign residents heve. Ensigu Sherman is under arrest to await his court-marti Admiral Thateher, the new Commander of the North Paeitic squadron, arived by the Henry Chauncey, on the l‘i‘th, and has sinee proceeded to California to join Lis flag- #hip. On July 14, & sailor nawed Charles M. Carter of Bangor, Me., was severely injured, while returning 10 his vessel, the United Stetes sicamship Mohongo, from special dnty. A gun accidentally discharged, Jodzed its contents in his amm and face, aud necessitated the smpntation of the Sormer. He i% now doing well. The health of ®anama and the whole Isthmus is £aid fo be very good at *he present time, notwithstanding the fact that there is no ics 10 be had. The Boston Ice Company at present holdsthe monopoly of the trade; but thero is o mo];pnrlumty for others 1o engage in it, a3 the high price of six vents per pound is willingly peid for large uantities, and $ou cents per pound by private individuals. ‘e expect to be without ice for three weeks, or even Jonger, and, in this climate, such a deprivation 18 almost death and eertain disease. Surely there are plenty of ice * eompadies who would feel inclined to make the venture 20 send us ice with such prospects before them. During this and the next two days six mail steamers ‘will Jeave the Isthmus for foreign ports. Four others ar- sived withitf two days. The traffic on the Isthmus of Pan- aina is becoming very great, and as facilities increase this noadol land will tacome one of the most important in the @ The questions of the Panama Railroad Reserves, and he trausfer of the line to the British, are subjects of great «eoncern to the United States citizens resident here. The almost universal opinion is that the road must not go out of the hands of the United States; for should a foreign c'er rule it, the ereat American ronte to California will Joet forever. A« a national question it becomes almost mperative that the roed should belong to American citi- 2em8, even if it beromes necessary to declare the Stete of Panams en adjunct of the United States. The Mosquera wishes to destroy American enterprise in this Re- pubfie, but tbe enexzetic and irrepressible “ Yankee™ will push in, despite every obstacle. CHILL The latest dates from Valparaiso are to July 3. ‘The excitements of the elections are over, and the choic Tas fallen, with a Yarge majority, upon the present Chief Oficer, Don José Joaquin Perez, who will retain his po- sition ¢ President of Chili. The * fusion” of the opposi- on ies secured the election of Perez. A cial depression has taken place in Chili, and the ‘Government hias boen compelled to call for & home Joan of aix millions. Fhe excitement reletive to the continuance of ihe war “with Spain remeins nnabated, and the Chilians sre "fir 10 revenge the atrocities committed at Valparaiso. o _wetarn of Senor McKenna to Santiago has revived the petriotic feelings of the $panish-Americans. ‘The Covadonga—the vessel captured from the Spaniards ~has recently made a prize of an kng(lh ship, with stores, aquadron. &e., for_the Spsmsh the &u; 0, o threw the papers overboard when the vessel was , and as the cargo (cosl, biscuit, &e.,) was contra- ‘band, the whole have been condemned by the Prize Court. Mr. Vickers, seting Seeretary of Legation in Chili, has mlhkd a complete denial of Admiral Nunez's report to ish authorities, and denounces it &s & ** deliberate false in el its parts.” ‘There is & movement on foot in Chili, headed by &n American, that may become a very serious affeir for the Spaniards, and as it is in conjunction with certain opera- #ions in Peru, your readers will find the details moro ex- plieitly given under that head. The ted operations of Chilians in-Cuba has caused some excitement in Panama; but the pro-Spaniards deny tbe truth of the whole story, asserting that they have re- weived later £ates from the Island. y m decision of the United States Government * #u the “ Uncle 8am” case has given almost nniversal sat- ssfaction in Papama; the lovers of Republicanliberty look- ‘?W the whole affair as an unwarrantable ue of the States flag to cover illicit and contraband trads with the eaciaies of the Spanish Republics, Y PERT TLe latest dates from Lima and Cailao ure to July 14, An at'empt wae made at Lima on July lat to assassinate dienera) Moreno, the Minister Plenipotentiary from Equa- o o Chili.
