FROM ALBANY. i New-York] nnd Nreoklym jerests—Third Heading of a Large Number of Bills—De. tes and Gemeral Preceedin, From Our Special Correspondont Asaxy, April 10, 1866, Both Mousea have done an extensive busineas to-day in tho third reading of bills. In the Assembly an animated debate sprang up en the bill to ineorporate the “* Producers’ Warehousc, Guaranty ond Comwission Company.” Mosars. Pitts and Brand- roth avowed themselves utterly opposed to it and to all associations of s kindred character, and Mr. Cochrane thoroughly dissected it and exposed its Lideous features to the view of his hoarers. During the discussion it eame out that the brother of ex-Speaker Littlejohn was inter- osted in the scheme, and that he Nad spent the Winter in Albany looking after it. The ex-Speaker favored the pas- sage of the bill. The debate was rather apicy. Iu the Senate, the bill allowing Supervisors to levy a tax upon towns that have not responded to the tioned amount, from the Cldef of Buresu of Mfi Btati for the erection of & Hall of Mlhulr! Senator Woleott, Chairman of the Senste Committeo on Publle Printing, early in the session submitted to the Beneta a report in whieh ho brought to the attention of that body the unnecessary expenditures for publio print- iog which had charscterized the legisia: of - vious years. This report shows thet while responsible arties are under contract to do all the Legislative printing Fm the sum of $50,000 xanually, for u series of years, the suws axnually « icd hwve boen greafly in axcess of that amount, notwithstanding the coutract. This excoss hes gradually incressed, until last year, when the entire smount paid for public printing was $214,161 50, Of this, $1 048 19 was for 1 rinting, befug an oxcess of $77,048 19 over what the Btate was obliged to pay by the contract with the public printer, In view of the fuct, and the financlal eondition of the State, Mr. Woleott recommended that the present Legis- lature, without being governed by any parsimonious snd should, iu_the metter of legislativo or- or printing, adopt n rigrd cconomy, and only ithorize such expenditures as the public interests de- manded. The recommendations of the Souator were unanimously concurred in by the Seuate, and were most erfully mssonted to, for the time being, in the Lower House. As Chairman of the Commitios Me. Walcott has never swerved from the rule laid down in bis report. Every proposition for printing bas beey careful od, ond tho numbor of eopies ordered wi In the Hon reduced to just what the public interests have seemed to require. Probably by this course the exj of printin, ordered by the Neuste have beon redue half, an many thousand dollars saved to the tax-p State ibis year, while the d]:-;!xl.c Los in go sense been the sufferer by the rule adopted. & Mr. Wolcott hias earned the thanks of the people of this Btate for having so firmly resisted the pressure frequently mude upom hiza for reports favorable 1o priuting schemes in which parties were more interested than the publie. Had the House Committee, or bad the House itself held out a4 it commenced, snd cobperatad with the Benate, s vast sum would # bheen saved to the State. Instoad of bem&. as last year, $197,000, the expense need not buve been §50.000. Itis bui just to Mr. Wolcott's associatos, Messrs, Tumphroy and Sutherland, to sey that they have eor- dinlly supportad bim, as Lave the Senstors geuerully, as shown by the fact thet in nmo instemce bas the Bensie fuiled t6 sunction the recommendations of its Committoe.
