KEENE OFFERS TEN THOUSAND DOLLARS WARD FOR THE DETECTION OF THE MAN WHO SENT THE FORGED ORDER, Curcaco, Ill., March 8, 1879. The activity in wheat continues to-day, but the movement is toward higher prices. Last night's closing figures for the April option, in which most of the transactions are made, was 92%. April opened this morning on the nineo'clock call at 9'yc., with little fluctuation went up to 94 'ac., reacted to Mc., and with many small breaks reacted to 954e., but only to decline by degrees until it settled at 94%c., where it remained steadily at noon. In about seven minutes early in the morning nearly 450,000 bushels changed hands, but Mr. Fisher, Mr. Keene’s broker, did not seem to be taking o hand. It is stated that Mr, Keene sent to the same firm an order to buy 100,000 bushels of wheat. HOW THE CHICAGO PANIC WAS CAUSED—A CLUMSY JOB AND ITS RESULT—WHAT JAMES R, KEENE SAYS. "There was considerable excitement in speculative circles yesterday relative to the forgery of James R. Keene's name to a despatch to J. K. Fisher & Co., Chicago grain brokers, directing them to sell 3,000,000 bushels of wheat on his account, which created a panic on the Chicago ‘Change and caused a heavy decline. Mr. Keene was closeted with three or four friends at his oflice, in Broad street, yesterday, up to # late hour in the afternoon, and returned to his hotel early in the evening. When the Hrmatp reporter called he had just finished his usual half hour of evening gymnastic exercises and was undergoing the tonsorial attentions of his valet, He felt much dis- inclined to talk on the subject of the forgery of his mame to the Chicago telegram. In fact, the usual serenity of his temper was rufiled, but he welcomed his caller politely. “Have you anything which you wish to say to the public through the Hxnaxp, Mr. Keene, about the forgery of your name to that telegram?” was asked. “1 don’t care to talk much about it. I have denied myself to all reporters who have called, and they have been very liberal in their attentions to me to- A CIPHER, “Did you have a cipher, and if so was it stolen?” “I have two ciphers which I use, because you know telegraph offices leak. But the message sent to Fisher & Co. was an open despatch, a clear case of torgery. There was no abstraction of my cipher, be- couse the rascals sent out an open despatch, It was a@ half rate message of the Atlantic and Pacitic zoey Company, not the Western Union, has been erroneously stated. It was the job of a lot of ras- cals here, leagued with others in Chicago. But it fuiled of its purpose. The loss to J. K. Fisher & Co. didn’t exceed $150,000, and they cov- ered in as soon us I learned of the forgery yesterday. They have since been covering and tue panic was stopped. Here isa despatch, received not long ago, which says that the price is advancing, and is within one cent @ bushel of the quotation when the market broke. The fellows short of wheat that put up this job failed in their attempt.” THE OPEUATOR'S STORY. ‘The operator at the Fulton ferry office of the At- lantic and Pacific Telegraph Company is a young wo- man named Suillic Courtney. She received the de- spatch from a stranger on Thursday evening and torwarded it immediately to the geverul oftice for transmission to Chicago. She told her story yesterday ay follows:—“About twenty-five minutes’ past six o'clock on Thursday evening last I was on the point of closing the office preparatory to going home. At this juncture aman approuched the little window through ‘which all messayes ure passed to me and without saying 8 word slipped in that message with two twenty-five cent pieces us payment. As the tarif was but forty cents I passed out ten cents to him and looked at the despatch and saw that it had been written on a Western Union blank. That did not create any surprise, as it had otten occurred betore. Before sending the message up to the main office for repeuting, as is the custom, I looked out of the little aperture to see the sender, but be had disappeared, and 1 um afraid it would be impossible tor me to identity him should I ‘be called upon to doso, All that Iremember con- cerning his sp} ce is that he wore a black slouch het end that had a dark colored beard. I could = wee Ane upper pert of his face, as the brim of his bat was drawn closely down. his at the time did not create any suspicion in my mind. He might have been thirty years old or even older. You see I could not get @ good glimpse of him without stooping low down and peering through this small aperture, Had it been earlier in the day my view trom the inside of the office would have been unobstructed, as then the upper halt of the window is raised. Shortly before closipg the office each evening I pull it down, aud it was down when the stranger came. Had he spoken 1 might have been enabled to judge more of the man or spunk intelligently of him. He passed the mes- sage into the office, got his change and then burried way, as I supposed to catch a boat. It is not unu- ual tor people to rush up to the window, slap down message with the money to pay for its transmis- sion, and then rash away without saying a word. Consequently, when this man did so I thought noth- tng of the circumstance.”” HEAY XY Y DAMAGES, The jury in the suit brought in the Brooklyn City Court by Rachael Sloan against the Brooklyn City Railroad Company to recover $50,000 damages tor personal injuries returned their verdict yesterday morning. The suit has been tried twice, the first time in January last, when the jury were unable to agree, eight being for the plaintiff and four for the defendant. Mrs. Sloan ‘was injured about eighteen months ago. She was a pesmenger on ome of Fort Hamilton line cars, and when near the Inebriates’ Home informed the conductor that she wished to yet off. The conductor had charge of the horses at the time, the driver being engaged in est- ing bis dinner, The driver, she said, whistled to the conductur, whereupon the car was dein slowly, as ——— onthe step the car, she said, suddenly and she was throw violently to taogrennd. Her hip was badly fractured, and she claimed that she was rendered a eripple tor ‘life. The verdict rendered yesterday was in favor of the plain- tiff for $10,000. Mrs. Sioan is about sixty years of age and resides in Jersey City. GOTHAM TO ~ PARIS. Some time since the Prefect of the Seine, Paris, through the American Legation, forwarded to the State Department at Washington, for the use of the Park Department of this city, several beautiful pho- tographic designs of the leading public buildings and wares of the French capital. Not to be outdone in official Mahe ad President James Wenman, on behalf the Board of Park Commissioners, will the compliment ae to-morrow. To secure this eud Mr. Wenman has caused to be executed # number of photographie views of the leading places of interest which Central ‘k affords. These sketches are enclosed in two = beautifully bound in heavy Turkey, el ly gilt and ornamented with nickel plated cClaaps. These mementoes of the Park will be forwarded to the Secretary of State, at Washington, to-morrow, and will by him be transmitted to the Profect of the Sein DISCHARGED AND REARRESTED, James Bowman and his wife, of Cochecton, Sulli- van county, N. ¥., visited this city on the 24th of April, 1875, to trade, John Jones was hired to carry their purchases to the depot, and is charged with having robbed Mr. Bowman of about $1,000 m cash and «certificate of 142 shares of National Phanix Bank stock. He wus pf after arrested and arraigned in the bs Police Court, but Mr. Bowman's bealth at the revented him from appearing against him prisoner was discharged. As soon as Mr, Bowman recovered, however, he endeavored to cause Jones’ rearrest, Yesterday Detectives Ficlde and O'Connor found him at No. 4 Milligan place, whence he was taken to the Tombs Police Court and commit ted for trial in default of $2,000 bail, PLEURO-PNEUMONIA. THE QUARANTINE STAFF AT WORK ON STATEN ISLAND--NOT MUCH PROGRESS IN NEW JERSEY. ‘The State quarantine staff has commenced opera- tions against diseased cattle on Staten Island, The campaign was opened yesterday by Professor Law, who made a thorough examivation of several stables in the eastern section of the island, He found, however, only one serious case of pleuro-pneumo- nia. He will resume his examination to-morrow, and continue during the entire week. The com- plaints from Richmond county to the Quarantine Commissioners have been comparatively few, 80 that it is not likely that a quarantine proclamation will be called for, The stables bordering on Stapleton and Clifton are those chiefly complained of, while those at New Dorp, Annadale, Huguenot and Richmond Val- ley are kept in a comparatively good condition, and the cattle are afforded good food and ventilation. General Patrick has appointed an inspector to take ‘of Oyster Bay und North and South Hemp- ; Where @ large number of cattle are kept, and where, according to recent reports, pleuro-pneumo- nia prevails among the cattle. THE NEW JERSEY BILL. ‘The General is not altogether pleased with the tedious action of the dew Jersey Legislature. ‘*Pro- fessor Law and mysélt,” said he, “went before the legislative committee, explained our law on the subject and gave them the benetit of our experience, and yet they do not seem inclined todo much in the way of guarding against the cattle disease. The slaughter of Blissville cattle continued yester- day at the Johnson avenue stables. Some of the extra staff of deputies at the stables have been re- lates, ane after next Thursday only four will be re- quired. KANSAS PACIFIC RAILWAY. A telegraphic despatch from St. Louis, published yesterday, announced the rumor that Jay Gould, Sidney Dillon and other members of the “pool” had succeeded, after repeated efforts, in obtaining control of the Kansas Pa- cific Railway in the interest of the Union Pacific Railroad. It was ascertained yesterday from a prom- inent official of the Kansas Pacific Railway that negotiations have been progressing here tor some time past between the representetives of the junior securities and those of the Denver extension bond- holders, for the purpose of arriving at a settlement to the latter, and that within a few ‘@ past an arrangement seemed likely to be agreed upon. On ‘Thursday last the Kensas Pacific junior securities held by the old St. Louis directors of the Kansas Pacific com- ayn De purchased by the leading owners of the company. ‘Thus the Union Pacific interest has gained control of more than a majority of the Kansas Pacific stock and also of all the junior bonds, so that the reorganization of the Kansas Pacific Company is under the control of the Union Pacific parties, provided that a aefi- nite settlement is made with the Denver ex- tension bondholders. The St. Louis directors of the Kansas Pacitic Company have resigned, and it is understood that # new board will be immediately made up and that there will also be resignations of some of the trusteeships under the company's mort- gages. The receivership will be continued until the termination of = foreclosure proceedings. THE LATE BAYARD ‘TAYLOR. The Hamburg-American Packet Company, in.a let- ter dated Fobruary 22, informs the New York agents, Messrs, Kunhardt & Co., that the remains of Bayard ‘Taylor had arrived in Hamburg and had been brought on board the steamer Gellert, where an appropriate apartment had been prepared for their reception. The Gellert, which lett Hamburg February 26 and Havre March 2, is due here on or after Wednesday next. In conformity with orders given by the com- iy she will enter the harbor ot New York with aaa hoisted at half-mast, and after the landing of the passengers the officers and crew of the Gellert are ordered to be in attendance, in full uniform, to assist in the landing of the remains in a worthy manner. WRAPPED IN FIRE. An alarm of fire which was given shortly after half- past three o’clock yesterday afternoon for district No. 24, Brooklyn, was caused by the discovery of smoke issuing from the third story of Norman Tay! lor & Son’s chemical works, Sackett street, near Van Brunt. The fire originated in a large iron tank which is used for making carbonic acid gas. The interior of the tank is lined with woodwork, and s workman named James Brown was hor gpa ae in painting it, when he acci- dentally upsct # kerosene vil lamp which he had lighted inside the tank. ‘the burning oil set fire to his clothing and to the wood, and, after vainly en- deavoring to extinguish the flames, he was forced to make his way out. Thix the unfortunate man did by crawling through an opening known 4s a man hole, the aperture being burely sufficient to admit of a small sized man. His screams and the rush of smoke through the place attracted the other workmen to his assistance. ‘They covered Brown with their coats and smothered the fire, which had burned his clothes nearly off his body. A stream of water soon suf- ficed to extinguish the fire in the tank, and the less sustained to the owners will not exceed $500, Brown, who is twenty-two years of age, was removed tothe Long Island College Hospital, where his re- covery is considered doubtful.
