NEW YORK HERALD, SATURDAY, SEPTEMBER 7, 1878—WITH SUPPLEMENT. VISIBLE IMPROVEMENT. The Streets of the City Cleaner Than Usual. HURRY UP THE CARTS! Places in Which the Sweepers Are Wanted. Day by day the efficiency of the Street Cleaning De- partment increases, and where there was a while ago immonsity of filth there is now comparative cleanli- Ress. Everywhere there are satisiaction and con- pratulation over the effect of the HxRaup’s exposures and everywhere the hope is expressed that the good werk may goon, luorder to takes bird’s eye view of the improved condition of tpings in tne Kignth, Fifteenth and Eighteenth ward+, which comprise the Very beart of the city from river to river, a Heratp reporter yesterday traversed most of the leading thoroughfares in this moat important zone, beginning with West street, on ihe North River, and ending with avenue D, on the East, ‘THE KIQHTM WARD. Within the last fortnight the Eighth ward has re- beivod frequent attention from the Hexalb, und many Of tte streets were fvund to be iu an exceedingly Ailthy condition. The ward extends from the North River to Broadway and from Canal street to West Houston, comprising the lower parts of Mercer, Greene, Wooster, South Filth avenue, Thompson and Builivan streets, and paris of Macdougal, Vurick, Hudson, Greenwich, Washington and West streets Intersecting the strects just meutioned are Grand, Broome, Spring and-Prince, besides Watts, Dominick, Vandam and King. Some of these streets wore as bad as any tn the city. Hadson was swept very ir- regularly. Spring, although pt dally, was covered with a thick paste. Chariton was excecd- ingly untidy in appearance, and Sullivan and Thomp- ton chronically unwholesome. Grecuwich from Canal to Houston was noted as the very worst in the ward, But during the iast two weeke the condition of all ihese si ts has steaaily improved. Many of the Dlocks are as clean tho fasbionable avenues on Murray Hull. Even Spring street, littered, as it is dvery morning with refuse trom the farmers’ wagons hich seek the market at its terminus, is pot in such \ bad state that itis especially to ve complained of, Bast of Varick street it is as clean as need be, bat on ge west the blocks are still ratner Ulthy, At Spring Bud Greenwich streets the reporter saw 4 man busily io cleaning @ gutter which had been com- pluined of inthe HgkaLy. The mud was very biack And unwholesome, uuu he was placing ft iu litle beaps on the pavement to wait tor the coming of the curts, In Spring street we many similar hoaps of mud and fiith ulso awgiting the cara, but the trouble se to Dio tuat the carts were too long 1p coming. Greenwich street was found to be very much im- proved, aud Hudson and Varick streets were esvon- tually clean. At the corser of Thompson and Spring streets there are several beaps ol refuse brick and refuse buiiding giones which ougnt to be removed. As regards Thompson sirect itself it 860 badly paved that it is next to impossible to keep it decently ciean, cousid- ering the Navits of many of {ts residonis, It is still Tether Althy in spots and probably will continue so Botil itis repaved. THR YIVTEENTH WARD, From the Eighth ward the reporter crossed West ousion street into the Fiiteenth, This ward ex- bends from Houston to Fourteenth street and trom bb Bowery «nd fourth uveuue to Sixth avenue, Carmine and Bleecker streets aud Cottage place, It comprises tne principal biocks in Bieeckor and Fourtu streets und ail of Groat Jones, Bond and Amity streeta and Clintou piace. Phe ward is traversed by Broudway aod Fiftu avenue, and comprises, besides the strects already mentioned, & pumber of thorougbiares whick are at all times Blean enough not tv require upy special mention. Like the Eighth ward, the Filteenth bas been greatly improved within a few days, ‘Ihe upper part of Breene street is clean, and Wooster, Thompson, Sullt- Van and Macdougal ure, if possible, 1a vet con- @ition than 10 whe Eighth warg. This commendation must be regarded vnly us general. Thore are still many bad spots which have escaped the eye or thy Droow oi tne street swoepers, and whieh still require Woking alter. Bivecker street neods more irequeat Attention, aud bow Captain Gunuoer ana Oificer Davidson; much as they ure to pe commended, now will have to remember that clean sircets are the price Of eternal vigiiance. THE KIGHTEENTH WAkD, His inspection of the Fifteenth wi completed, the ter crossed into the Kighicentn, «djoiming, West of Fourteenth street. Tuls ward exteuds trom th to Twenty-sixth street and from Sixty Ut all tae blocks west of Turd avenue potping neod be except that they are Clean, us toey almost always are. [ho rost of the Ward, although in much better conditiva thum it was a lortnignt ago, is far trom clean. Aa effort has been made to cleanse East Fiitoenth sireet, but it hus not Proved eutirely successtul. GOLD TOUCHES 100 1-4 Government Sceurities Firm, State Bonds Neglected and Railways Lower. MONEY ON CALL 1 1-2 TO 3. Wat. Street, Faipar, Sept, 6—6 F. M. To the majority of stock duaiera to-day bas been one of wear and tear to both cerebral and adipose tissue, but without a compensatory return of pecuniary profit, After a diseursivo wandering, Orst into lower figures and second into higher enes, the primarily ac- tive stocks closed up ut or within a fraction of where they bad begue. Freshened up by the weakness of yesterday’s clesing prices the bears wero in better form than the bulls at tho opening this moruing und speedily convinced the market of the fuct by selling down the while list. Tho decline, however, was both temporary and fractional, since it wag recovered from before meridian und quite blotted out before lunch Mme. If at this time ‘well enough” bad been ‘let alone’’ the bighest prices of the day might bave boen recorded as tho flual oner, but unfortunately for the bulls an til wind which blew no good to anybody but to the olus that started it swept over the market from Mr. Gould’s ofiice, pros- trated values that were struggling upward and re- duced quotations to the level trom which they ha risen, Consequently, the operator who had “stuck” to bis stocks tho day through foond himself at the end neither loser nor winner, except so far as body ana mind had suffered trom the wear and tear alluded te, It is generally conceded that the market, with a fair chauce to show its bent, would devolop a rise in. prices, This tree agency, however, is thwarted by the ‘undecided course of the St Paul stocks, which, while. they rosist a deciino, refuse to advance, and in a general way act in a most inconsistent and perplexing mauner, Being elevated to the rank of first favor- fiea, and therevy giving tone to general specala- tion, their vaciliating course not only dwaris trade but plocks fluctuations in the rest of the list, In fact, there 18 diversity of opinion enough as to the fature of the St. Paul road to stock a debating society tor awhole soason, Tho bulls point to the record of the pri 4 gtoek as a dividend payor and call 1 ebeap at tho market price; they assert that the carn- ings for 1878 will be equul to 1877, crop or no erop, backing the same up by figures real or imaginary, and they assert that the serious loss in business shown dubing the current weeks is an untair test of the road’s traffic, ce it arises from a comparison of this year’s trade with the exceptional business of the same period last year. Un the other hund, the beers al- firm that the destruction of the crop will sweep from the road two-thirds of its business and leave barely enough for fxea charges. It 1s probable that the truth Js to be found somewhere between the extremes of these two opinions, Bad or goed as prospects may be there ts no Jack of buyers, if pricescan be made chexp enough, One way to procure this is to induce real holders to soll their stock either through trepidu- tion or disgust, and {rom all appearances this modus operandi is being sedalously carried out, THY ACTIVE BTCCKS. ‘The number of shares sold at tbe Board to-day is 124,858, embracing:—Lake Shore, 22,010; C., ©, Q and 1, 2,888; Northwestern, 12,370; Northwestern preterred, 15,175; St. Pual, 10,280; St Paul pre- ferred, 11,030; Delawaro, Lackawanna and Westero, 19,700; Erio Railway, 10,910; Hannibal and St. Joseph, 2,950; Hanaibul ana St Joseph preferred, 2,037; Mionigau Ceutral, 4,110; Wabash, 2,000; New Jersey Central, 1.200; U Pacific, 2,400; Rock Island, 100; Chicago, Burlington and Quiucy, 1,075; Delaware and Hudson, 600; Western Union, 3,850; Pacific Mail, 210; New York Contral and Hudson, 968. M.* Business has continued to show a gratifying im crease during the past week, and the fall trade may now be said to be fairly under Tne many weak coucerns which took advantage of the Bankrupt law during the last days did the very best thing they could do, not only for themselves, but for the more substas- tial oases that are leit to carry on the business of the country. Assuredly the commercial status is all: the botter Jor it to-day, and this fact will be moro appre+ ciated the days goon, Business in dry goods, boots aud hardware, drags, £¢., is increannz, white ia some itis already active and the transuctions thus fer are away ahead of inst fall.
