Mr. Hoffman Atkins States Logation at St, Petersburg, bas been compelled to resign his office in consequence of 111 health, und Mr. Wickham Hoffman, who bas served in the sume capacity at Paris and London, hus been appointed his successor. Mr. Atkinson is a very efticient officer, and his resigoation bas been accopted with reluctance, THE FOREIGN APPOINTMENTS. The Cabinet bas of late discussed the merits of certain geptiomen mentioned in connection with foreign missions, including thoso of Austria and Brazil. The appointments to fill these pl persous designted will accept, and, therefore, their names are witbheld from publicity. ADDITIONAL REMOVALS IN THE BUREAU OF ENGRAVING AND PRINTING. There were fifty additional removals in the Burean of Engraving and Printing to-day. Four chiets of divisions in that bureau were among the number dise missed and their piaces will be supplied by new men, ‘THE SURVEY OF THE PACIYIC COAST—HOW THE WRECK OF THE SAN FRANCISCO COULD HAVE BEEN AVOIDED. For several years past the Bureau of Navigation at the Navy Department bas made strenous efforts to ob- tain a sufficient appropriation to make a proper survey of the Pacific Ocean, and especially the coast between the Isthmus and San Francisco, for the benefit of com- merce: between those places. The necessity for a proper survey of the very locality where the Pacific Mail Company’s steamer City of San Francisco was recently wrecked has been felt and it was proposed to make such survey. Estimates wére prepared for that purpose to be submitted to Congress, Dut the late Secretary of the Navy did not deem it ad- visable to give the matter his approval, and therefore the survey could not bo inade. Cuanuestox, May 31, 1877. the United Stat Court, betore Chiet Justice Waite, to-morrow, after a charge from tho presiding Judge, tbe cuse will be given to the jury. eleven white citizens of Aiken county, who are charged, under the Enforcement act, with a conspiracy to inter- charges, but only those eleven have been brooght to trial asa test. The evidence adduced on the trial on both sides shows that from Friday, September 15, 1876, until Thursday, September 21, 1874, in the south- western portion of Aiken county, bordering on Barn- well county, and in the neighboring part ot Barnwell county, & humber of acts of violence were committed by both whites and bluck, and the people of both races were in & state of great excitement, especially from Sunday morning to Tuceday uoon. THEOKIES UF PROBKCUTION AND DEFENCE. The theury of the prosecution is that the violent acts of the whites were in pursuunce of a gencral plan to intimidate colored voters, und that the several detend- ants, having at various times and places been more or less connected with bodies of nen, some of whom committed these various violent acts, are themselves | responsibie tor all of tuem, und one of these acts being the killing of David Bush, the general conspiracy, in- ferred from the general acts of violonce, becomes con- stitutionally a special conspiracy against Busb, and the defendants are as responsible as if they severally and jointly hud combined for that particular purpose. ‘The theory of the detence is tuat a lawiul attempt on the part of the whites to arrest a man who bad as- gaulted a white Woman caused resistance and excite- went on the part,of the biacks; that the consequent assembling and Tiotous conduct of armed negroes, their threatening language and demeanor, and their actual waylaying and killing of white men, burning of property and wrecking of railroad trains rendered it necessary for the white people to assemble in celf- defence, and whatéver acts of violence were committed op the part of the whites grow naturally out of the quasi war of races thus inaugurated, PROGRESS OF THK TRIAT. ‘The number of witnesses examined on either side has been large and the progress of tue trial, woich has occupied the court continuously sice the 15tb inst, has excited much feeling, tho case being troated by the prosecution as an eflort to visit deserved punish- ment upon the deliberate and systematic violators of tho political and personal mghts of the blacks, und by the defence as a political persecution in which de- feated republican candidates are using the machinery of justice to gratify their personal spleen and to re- kinale the enmity between the races now almost en- urely allayed. Lafayette Adams, of Bedford, Westcbester county, aged about thirty-five years, who haga wife and several children, was committed to jail on Wednesday ona ebarge of having attempted a diabolical outrage upon a highly respectable young woman. The victim, aged about ninetcon years, living in the town of New Castle, went on Tuesday evening, as usual, to drive two cows from the pasture to the barn, when she was pounced upon by Adams, who appeared to bave been lying in ainbush for ber. Her screal atiracted the attention of aman who was ploughing on a neighboring farm, he sssailant hearing the responsive shouts fled.
