10 NEW YORK “HERALD, FRIDAY, MAY 25, 1877—WITH SUPPLEMENT. fe ca ts i THE STATE CAPITAL, Final Adjournment of the Legislature. FAILURE OF THE APPORTIONMENT BILL The Speaker's Address and Certificate of Character to the Members, ‘THE SENATE tN €XTRA SESSION, se [sx rexxanare to Tur HERALD} . Aunany, N. Y., May 24, 1877, ‘Phe tong agony is over—the Legislature has ad+ Journed, and the members of tho lower House, like ‘frolicsome school boys, are jiurrying away, the Senas ‘dors, meduwhile, remaining behind in extra session for the triat of Bank Superintendent Ellis, What, perchance, may add to the exuberance of the departing legigiators is the certificate of good character given them by the Speaker, who, no doubt, regardful of the taint on many of their predecessors, thought that the absence of any opon and notorlous bribery ‘and corruption a thing worth special mention, and so be made it. Nevertheless, these honest representa- fives Of tho peoplo managed to swindle their constitu- ents by adjourning without the performance of their constitutional duty in the passage of the apportion» ment bill, The result would seem to indicate that, 4rom the start, the republicans had determined to, let ‘well enough alone, and very sharp and satisfactory to themselves has been the game by which this ‘was accomplished. Woodin’s bill in the Senate, though far from providing for a just apportionment, ‘was so much more fair than the democrats had ex- pected and gave thom such increased advantages for regaining tho contro! of the Stato that they deter- minedto accept. To one acquainted with the devious ways of the machine politicians their anticipations t such @ measure would be passed in the, {aco of the republican majority indi- ‘cated @ “freshnéss” which could only have been Dorn of a hope doferred which made their heads sick. A disagrooment between the two houses fol- lowed’ as @. matter of course and a conference com- mittee, The differences were found to be “irreconcil- bie,” algo asa matter of course, and Mr. Woodin’s Gnal report to that effect was followed by a motion to eoncur in the resolution for a final adjournment with- outone sigh of regret forthe defeat of the measure ‘whicn he had held up as one of unexampled fairness, MR. WOODIN’S REPORT. In making his report from the Conference Commit- yee, Mr. Woodin said that the committeo got together jast evening and consulted upon the points upon which there was disagreement until they were tired of the q@hole subject andot oneanother. Another meeting was held to-day at noon, at which the House com- mittee presented its ultimatum, Tne House ‘was willing that the Sena districts shoula stand as organized in the Senate bill but declined to make any concessions 10 regard to the Assembly as organized in the Assembly bi ‘The Assembly bill | i New York twenty-three Assembiymen, Kings eee ti Columbia two, Broome two, Suffolk one, which large traction, ‘It takes one Assembly wan from tide ‘he bill’ refuses to apply the game rule to aie} and Monroe requiring a fraction to each a fe ‘the rule was thus applied Erie would have tour members, Munroe Siree and Albany three, Fhe difference between the two houses were irrecon- ciiacle, Tho ‘report ofthe committee was then read and ed.to, and then came the motiou to concar in the sfjourament resolution, EBVORTS OF THE DEMOCRATS, ‘The democrats made some slight opposition to this, evidently in the nature of a forlorn hope. Mr. Jacobs id the Assembly ought to be given another opportu- ity t paren. If the Legislature adjourned without passil Bpportionment bill it would be called to- It mele be well to avoid, it passible, The Senator from the Twooty-Atth + hag pry had» reported a tair bill to Se oa a Migr wd effort ought to be made to induge the As- “ir outs raped toast the ‘bill could the republican mem- con of the Ceeeatere presented a bill to which be sup; there would be little or no objec- Sion. He bad meant to and thought he had succeeued E drawing a fair bill. But he was convinced that tho louse would not reconsider its action, Tne Senate ‘aad done its’ duty, and had tried to give the peop! that to which they are entitled under the constitu. tion. Mr. Jacobs said he wanted to put the responsibility pr the failure of tne bill, if failure was to be, on the assembly. Mr. Harris saw no difficulty in th tter. The Sen- ate had the concurrent motion of final adjournment in its and could do with it what it thought He thought another effort ought to be made Yo uaite the two houses on apportionment bill. ‘They were no further apart on bist bill than they had been on the Code bill, and yet an agreement was at length reached on the latver ih He hoped the Senate would not tie itself up by passing the resolution. Mr. Prince was opposed to pressingthe motion for Binal adjournment at tors time. If no apportionment ‘bill was passed. he hoped the Gavernor wonld call the Legislature together to-morrow. He regretted that the wo Houses could not be compelled by mandamus to fill tho constitutional obligation imposed upon them, Mr, Jacobs moved to amend the original motion so fas to provide that it should not be considered until Sore o'clock, which Was lost. Phe motion to adjourn sing die at four o'clock wag ‘then concurred in. IN THE ASSEMULY, Im the lower Honse a message was received from the ‘Sonate transmitting tho report of the Conterence Committeoc on the Apportionment bill to the effect that they bad not reached un agreement there- and ‘their differences wore irreconcilable, when Mr. Alvord moved that the Honso adhere to its posi- ‘slop, and upon that he moved the previous question, which was ordered, and the motion carried by a party ‘vote, and so the republican majority tor the second time bave neglected to pertorm a duty requirea of them by the constitution whose provisions its mem- Dors had sworn to observe. THE LAST HOORS. The fival hours of the sossion were devoted to the passage of bills, which, as usual on such occasion: ‘were rusbed through with the greatest celerity, ever; ‘member, on the reciprocity principio of “‘you tickle me und I'll ‘cite you.) ‘hurrying forward his own little ‘Jocal pet schem successful issue. In the Senate i" 5 apeotal formalities took place. The sommittes to wait on the Governor reported that the ‘Woverdof had no further commanitation to make to She Sonate. A committee appeared from tho Asso pel SS that body was ready to adjourn. ‘ott ‘ik braving arrives, the i’restdent bs rr py that the Senate stood adjourned.
