Wasminerox, May 22, 15 , AN OFFICE DECLINBD BY 4 MEMBER OF A RE- ‘TURNING BOARD—REFLECTIONS ANSWERED, Some uncharitable inferences intended to reflect upon President Hayes have been drawn from the fact that he yesterday, appointed to the vacant collectorship of internal revenue in South | Generat ‘Dunn, whose name will be remem- dered as one of the members of the famous Returning Board of that State. I[t has been churged that the appointment was made in return for ving him entitled to the electoral vote of South Caro- Ibm, It tarms out now thatthe placo was nol only | not solicited by Mr. Dunn, but is not wanted by { hina, if we may judge from the fact that | he telegraphed back to the President to-day deckining it, The district is Identical with the limits of ting State and isa large and responsible one. Tho position was one which it was necessary to fill as soon as possible in the interests of the public service, and when the subject camo up in-the course of conver- sation at the White House Scnawor Patterson sug- gested the mame of Mr, Dunn, who is a highly respected and substantial business man. A DAY OF FATE FOR THE MARINE BAND--UN- FORTUNATE RESULTS OV COMPLYING WITH THE LAW. ‘Tho historical Marine Band of Washington is on the eve of @ redustion of numbers and pay, which will doubtless end t its demoralization and eventual disso- { lution, Owing to the deficiency in the Navy pay ap- | propriation und a strict interpretation of tho law au- thorizing the band, an official order has gone forth for its reduction to thirty members at the monthly pay per man of not oxceeding $21. The leader, Schneider, is virtually totced ouv of office, and will, it issaid, goto London, Those who choose to reimain and constitute tho maximum of thirty, allowed | by the order, must put up with the pay hot sergeants and an extra $4 for play- img at the , President’s grounds. This will be the extent of their allowance, which for first class musicians is ridiculous, but the times: aro so hard that many of the men will probably remain playing until they can secure better angagemonts lse- where, Thus the curtailed band will gradu- ally go to pieces, The officers of the* marine corps aro im too bad a plight to allow them to think of defraying the expense of maintaining its organization out of their own pockets, ‘The navy pay deficiency bears upon tyem too severely to permit them to attempt a system of contributions to support the existence of the band independently of the government ullowancos. A e, FROM AN OCCASIONAL CORRESPONDENT, Wasuincton, May 22, 1877, THE RECENT ATTACK ON SECRETARY SHERMAN AND ITS CAUSES—A NICE ARRANGEMENT FOR THE CAPITALISTS. Mr. William D. Kelley and Senator Jones, of Ne- vada, aro believed here to have inspired the attack on Secretary Sherman in the Washington Nation, They declare that Mr. Sherman is ruining the country, and no doubt they would like their own financial plans adopted. Mr. Kelley’s plan is well known; the pages in the House of Representatives speak of it famillarly as the ‘incontrovertible bond theory.” Mr. Kelley the friend of tho workingmen, fand as such he wants to make them— who are the taxpayers—pay interest to the cap- ftaliets of the country, when they can get interest on their money nowhere else. That is the real meaning of his interconvertible bond scpeme by which a capi- talist may turn bonds into the treasury and get grecn- backs for them when he wants money; while whea he hag no more use for money he may send back the non-interest bearing greenbacks and oblige tbe treasury to give him bonds for them bearing four per cent, It is a very convenient ar- rangement for capitalists; but it is not so clear how it 48 to benefit the poor labor! man, who has neither bonds nor yreonbucks, but whose taxes are to pay the rich man interest on his idle money, As to Senator Jones, he was once a silver man, but he js now understood to favor the abolition of the na- tional bangs, the permanent abolition of gold and silver as currency, the issue of irredcemable tegal tenders at go many dollars per head of our total population, and a yearly census, with an increased 1asue of greenbacks based on the increase in popniation. Mr. Jones is con- fident that with such a system we shall be happy and prosperous, and as he finds Secretary sherman in- capable of secing the beaaties of his system he mi vrally wants to get a new Secretary in his place, ‘There are people here who say that Senator Jones ha: not 4s much influence with this administration as he had with the Jast. SOUTH CAROLINA, A VICTIM TO THE NEW ORDER OF THINGS— SAD FATE OF A LOBBYIST—AWFUL WARNING TO (HE CORRUPTERS OF LEGISLATORS. [BY TELEGRAPH TO THE HERALD. 1 Covemnta, May 22, 1877. ‘The sevsation of to-day was the roagh handling which a notorious lobbyist, Peter Papin by name, ie- ceived at the hands of the indignant House of Repre- sentatives, and which finally resulted in that politician being placed im prison and in peril of the permanent defeat of his proposed pecuniary prospects. SKETCH OF THE VICTIM Pain 1s a visiopary who been hanging around tho oapttal several weeks engaged in the endeavor to secure epeciai legisiation in favor of a certain bogus corporation for the improvoment of Port Royal, town and barbor, in this State, and for otner purposes, of which corporation, known to be the head and front, he is shrewdly suspected of being the whole boay. After, successfully tobbying is pet scheme through the Senate, Poter tollowed it to the House, and sot to work, 1t seems, to Influence the Com- | mittee on Incorporations to report 1avorably upon tis bill, NOT AWARE: OF RECENT CHANGES. His over zealousness aud bad judgment betrayed him yesterday into @ proposition to certain members of the Committee to reward them for any efforts they might be disposed to make in his benalf, This {act was, to his reat amazement, duly reported in the House to-day, and Mr, Papin, who wag present, was summoned be- fore the bar of the House and required to answer to the charges of contempt of that honorable body, PETER'S DENIAL AND IMPRISONMENT. Peter's deience was brief and to the point. He merely said that he would swear upon the Bible that I] the committee bad alleged ugainst hini was an ine mous lic and slander. He was, of conrse, instantly silenced by the Speakor’s gavel and a resolution im- mediately adopted cousigning hit to jail for the re- mainder of the session, Which order was carried into eflect without delay. This victim of the new order of things in South Carolina was at one time well known in Washington, where be figured largely as a lobbyistin connec with the subject of government lands in the W His untimely taking off to-day is calculated to discour- age the pursuit of & profession which has beon indu: triously and effectually pursued im this State for seve- ral years past.
