At the lust meeting of the Board of Aldermen Mr, Cowing introduced a lengthy preamblo and act of reso- lutions denouncing the principle of cutting down public school teachers’ salaries. These resolutions “beartily deprecate, condemn and protest against that tulse and unwise economy tp the public expendl- ture which woula commence with the Educational Department first, and leaving hundreds and vhousands of oity employ és of far less importance than our teach- ers, receiving munificent salaries far beyond thoir merit; and wo earnestly and rospectfully request the Board of Apportionment to transfer any unexpended balances belonging to the Educational Department to the fund to restore tho salaries of our public school teachers.’ Another resolution requests the State Legislature to pass the proposed act giving the Board of Education complete control over money appropriated for their department, Consideration of the matter was referred to the Law Committee, und this body yesterday reported against the resolutions, In their report it was stated that as the uppropriauon for salaries of the Board of Educa tion was tbe same for 1877 a8 1876, the allegation in Mr. Cowing’s resolution as to a reduction of $80, was erroncous. The committee believed thas the Common Coancil bad no power over the Board of Education, and shouid not interfere between that Board and its employés unless asked to do 80 by some of these partigs. They therefore requested to be dis charged from turther consideration of the subject, and that Mr. Cowing’s resolution be placed on filo, Some debate took place upon the disposition of this repurt. Alderman Cowing commended the public school system, and he was followed vy Messrs, How- land, Lowis, Pinckney and otbers. ‘Alderman saver contended that Mr. Cowing “shad made onpitat enough out of the subject.” ‘Alderman Cowing—I rise toa point of order, 1 hope tho Clerk will take down the words of the last speaker and that he be compelled to retract them. This little storm passed over without any furthor declamatory eftort, Mr. Sauer took his seat and Mr, Cowing did not fasist upon bis point of order, Several ofthe City Fathers then indulged in longthy toron- sio efforts upon their love for the public schools, which took up considerable time. Alderman Cowing’s resoiutions were finally adopted by 8 voteof 13 to & FILTHY STREETS, Ata meeting of the Health Board yesterday the feb lowing communication was submitied:— i Sanrrany Buneav, March 27, 187% To tx Boarp or Hmautiu>— ‘Guxtixm“N—I nave tho honor to call your atsention te the filthy condition of the foilowing stroets of the city, whieh demand immediate cleaning. Another diabolical attempt to murder ® non-anton moulder in cold blood occurred Saturday night The intended victim was Charlos Abel, a mouider Im the employ of Megsrs, Fuller, Warren & Co., of the Cline ton foundry, and residing at the cornor of Middieburgh and Ninth streets) Mr. Abel and bis wile occupy the first floor. The front door, the upper portfon of which 18 glass, opens directly into their sitting and dining room. At live minutes past ten o’clock, as Mr. Abel was crossing the floor to enter the pantry, a pistoishot came crashing through the glass of the front door, whizzed by nis head, and lodged in the puniry door, Almost at the fame instant second shot was fred through window some eiubt feet distant from the door, the bull crossing-the room in another direction almost at right angles with the first, and passing through a win- dow on the opposite side of the apariment lodged in the shutter, Mrs, Abel screamed that some one was firing at thom, when Mr, Abel directed ber to put out the light and leave the room, while he took bis rex volver and rushed out to seo who were bis assailants When be reacned the sidewalk, however, the would-be murderers had mado good tboir esc A piece of glass {rom the door driven by the first shot struck Mr. ‘Abel’s temple; aside trom this be escaped uninjured, Had be been in range of the second shot it would have struck him in the region of the chest, A more debs erate attempt at cold-blooded murder never occurred in the eity, and no pains should be spared by the police or other authorities to bring the perpetrators to justico, ATTEMPTED ASSASSINATION IN ALBANY. The frequent outrages that have been perpetrated upon the men employed by Rathbone, Sard & Co. were surpassed by tho cowardjy attempt at assassination last Saturday night, About seven o’clock John Cleary, agod forty, who keeps a boarding house at No, 850 Broadway, visited the switchmon’s shanty between North Lansing and Colonie streets, and inquired of the switchman what time the train left here for Montreal, as some non-union mouldors boarding at bis house wished to send letters to their friends In Canada, Ob- taining the information Cleary turned ‘and walked to- ward Lansing street. As le turned the corner be heard a step behind him aud turned to see who it wus. As he did so ho heurd the re- port of a pistol and felt a stinging sensation in the back. The assassin then ran up the track but not before Cleary had a good view of him. A care- ful examination was made, and it was ascertained that the vail bad entered the back just below the ribs, and Jodged In the abdominal cavity. Dr. Ward probed for the bali, but thus tar has tailed to secure it. Cleary is @ quiet, Inoflensive man, and has boon employed at Rathbone & Co.'s foundry as a scratchot He has never taken part in the mouldors’ difficulties, Cleary has a wife and four children, and several of the no: union moalders board at his house on Broadway, 1! Joged assassin is twenty-six years old und has a w and child. The alarming frequency of these assaulie pon the non-union moulders calls for prompt action on the part of the authorities.
