WHOLESALE CHARGES OF. DISHONESTE—A CROOKED FORTUNY IN OLD IROM BRAGS COPPER, WHITE METAL, PRESSES—THE OF FICIALS IMPLICATED--THE SUITS BEFORE THE NEW JERSEY VICE CHANCELLOR, The t concerning the Erie Ratiway frauds, commeneed last November before the Vice Chancellor of New Jersey, bas been concluded. The case was that of Mr, Jewett, receiver of the road, against Henry Bowman, purchasing sgent; Sigmund Dringer, specu- Istor im trop, and Frank H, Hatin, superiatendent sea motive powor; Robert Wallace, master mechanic, and John Scoville, weighmaster, all of the Erie road. ‘The frauds have, i¢ is supposed, extonded through a number of years and aggregaved many thousands of dollars. During the past three years alone ft is alleged that more than $60,000 was fraudulently taken from the road, About a year ago Receiver Jewett bocame convinced that there were great leaks somo where in the road, and bent every energy to discover and stop them, Step by step the matter was, followed up, until at last the receiver thought he had obtained the clew. The road retained Mr, Courtland Parker, and the partios named above secured the services of Messrs, Tuttle and Gregg. ‘Tim WAY IT WAB DONE, Hoged, purchased all of the old stock and iron of the Erie Railway, No one else ever bad an opportunity to get any of it, The superintendent of motive power, the master mechanic, the weighmas- ter and Honry Bowman, purchasing agent, it is alleged, conspired to defraud the road, They would cause material to be delivered to Dringer as ifsold to him— but in disobedience to the rules of the company requiring advertisement aud publio sale—and gave him (Dringer) an entire monopoly, sometimes, the complaint goes on to say, ‘without tho same being weighed, sometiines by false and fraudulent weighing thereof; sometimes by reporting false and fraudulent weights; sometimes by mixing new and valuable with such waste material ; sometimes by other mothods of accomplishing traud in the premises; and ‘our oratorshows that by means of these various kings and methods of fraud aud by disposing of said waste material at prices below its true value and inarket price, and through the practice pursued by all sald agents of neglecting \o require of said Dringer pay- mont in cash for bis pretended f enepraypen the said Dringer hath become possessed udulently of very lurge quantities of said waste matorial of so great value as that if the same Were treated as sold to him, at fair market prices, he wouid now be indebted to your orator in the sum of more thau $60,000 instead of the sum admitied by nim to be due. After insisting that the officers of the road above mentioned are responsible to the recoiver fluanoially, the complaint goes op to make gpecitic charges, the fol- lowing being among the most important. ‘THE MATERIAL TAKEN, “Dringer, since the'lst day of September, 1875, has been possessed, having obtained the same from your orator or said company at the hands of some of said agents through fraud and practice aforesaid, of axles weighing over 740,000 pounds, when report was made of the same to your orator’s financial agents as weigh- ing only about 483,000 pounds, the same being charged likewise as sold to bim at # low and insufficient price whereby your orator, even were be paid therefor, would be detrauded in tne sum of over $3,700, “Since the lst of May, 1875, Dringer was of steel tires weighing nearly 350,000 pounds, belooging to said company er your orator, acquired at the hauds of some of said agonts through fraud and practice as aforesaid, when report was made of said tires weighing only 192.300 pounds, and the same w traudulently stated to have been'sold at but $35 pei ton, when tho murket price and value thereof lacey exceeded that sum, whereby your orator, even if paid therefor, would be defrauded in the sum of ovor 3,200, ?* 4 Since the 1st of June, 1875, there came into Dringer’s possession in the sume’ manner about 2,386 tons of old car wheels, valued at $22 per ton, Sevonty-six tons of this was never reported to the receiver, and for the remainder only $19 por ton was returned, leaving .@ deticit of $8,000, Since the 1st of February, 1874, Dringer came into possession of brags weighing 25,643 pounds, and worth twelve cents each pound. It was reported as weighing only 11,155 pounds. During the same period he ob- tained copper to the amounteot 18,400 pounds, worth seventeen cents a pound, which was reported as weigh- ing 6,800 pounds, Tne receivor states that even had be been pata therefor he would have boen defrauded out of $3,700, It would seem, as alleged, that Dringer and his partners resoried to all manner of contrivances to rob the railway company. And your orator shows that almost twenty cords of wood, worth $4 a cord, was thus abstracted irom your orator by said Dringer.’” OTHER QUEER TRANSACTIONS, The following portion of the sta:ement shows the alleged complicity of the railway oflicinls with Dringer in the trauds:—“Your orator fart er shows that in Janusery and Fevruary, 1876, there was fraudulently, as aloresaid, sent to said Dringer from the samo shops by said agents or some of them, two large Boho and four smailer; sald presses being used and usctal for making and’ renewing belting. There came with ihe belting a8 a direotion thereof tag marked ‘From Baffalo, Erie Car Snop,’ R. Wallaco, M. M., Susque- banna, Pa. Nothing was said of these presses or the price of them in any bill till after inquiry made, when on the 16th of March, 1876, a bill was made out charg- ing or them at rates mach less than their all valve. “In the same month of February, 1876, there was made for said Dringer and sent to him to the Erie cara trom Susquehanna a box of steel iT blades tempered in oi The box was marked ‘R, Wallace, Paterson, care of 8.
