WASHINGTON. The Two Committees Laboring Over the Electoral Vote. AN EARLY AGREEMENT ANTICIPATED, Frightful Dangers That Threaten the National Capital, TWO HUNDRED THOUSAND MORE. THE TWO COMMITTEES ON COUNTING THE ELECTORAL VOTE IN JOINT SESSION—CUR- BENT SPECULATIONS ON THE RESULT OF ‘THAIR DELIBREATIONS. The two committces on tho electoral vote had alonz Joint session to-day, tho first time they have met to- gether. It was noticed that Senator Morton loft the session early, and there is a rumor that he will not agreo to the propositions which meet the views of the remainder of the Sevate Committee, but nothing is known on this subject, The members keep their deliberations very close; but it is stil) believed that weitber com- . Inittoe will leave the count.to the Vico President, and that, while there is no dispute about the power of the two houses to count the votes, there is a difference spon one point, whether the concurrence of both houses is necessary » exclude a vote. On this point it may bo difficalt for the committees to tome to an agreement. It is a nico point of law, turning upon the question whether the act of counting a vote is affirmative. It it is, then the lawyers hold that the agreement of both houses is necessary to admit the vote, and the objec- tion of one must exclude it. But it is believed among ‘well informed people that a plan will be discovered and ‘agreed upon which will harmonize all differences and the mere agreement upon which shall not declare who Isto be President. The difficulty in both houses is that the members cannot divest themselves of partisan hopes and fears. Republicans say if one house excludes that elects Mr. Tilden; democrats retort it both houses are necessary to exclude, that may elect Hayes, There are men in both parties, however, who seek only what is just and constitutional, and they ‘will, 1t is beheved, prevail in tho end. There are also men of both partics who are extremely averse to an agreement, and who continue to ex: Press the hope that the committees will fail to agree, and that the whole matter will fall back Into the houses on the 14th of February, when, as Bverybody sees, an agreement would bo impossibic. These are the extreme partisans, and they will use all the influence they have to prevent an agreement; but their influence grows less daily, and there is a greater isposition than formerly to hold them reéponsible for their efforts before the country if they carry their fac. tious opposition too far, ADDITIONAL MEMBERS TO THE COMLIITTEE ON THE PRIVILEGES, POWERS AND DUTIES OF ‘THE HOUSE. The Speaker to-day added two now meiabers to the Committee on the Powers and Privileges <f the House {Mr, Proctor Knott’s). They are Messrs. Iawrence, of Obio, and Dudley Field, of New York. Both these gentiemen are energetic and enter- prising; both are believed by their triends to be desir- ous of a foreign mission, Peru being the country of their choice according to the best information, and while it is well known that if Mr. Jeflerson Davis had taken Mr. Watterson’s advice during the late unpleasantness, many (nings might have been different, there 1s a Jetter here,on file in the War Department, which shows that Mr. Halstead, on his part, is also possessor of superior military genius, which be was on one oc- casion patriotic enough to place at the service of the late General Halleck, with a view to bringing the war to a speedier close, An invasion of 200,000 unarmed poiiticians would be | a serious matter for Washington, whoso hotels could hardly accommodate even the 10,000 Kentuckiuns whom Mr, Watterson bas summoned asa first levy, ond for whom it is raraored he means to provide first class board and lodging during their stay. Careful in- quiry of the diflerent hotel proprietors hi leads to the belief, by Teason of their cautious reticence, that Mr, Watterson has already achieved the master stroke of engaging in advance the whole of tho hotel uccommodatiogs of the city for his Kentucky con- tingent, leaving poor Mr. Halstead out in the cold and mure unleas, with true Western energy, he should at once bave new hotels built for his forces, Mr, Wat- terson is naturally reticont about the plans he is believed to bave already perfected for moving his army of cecupation, As he sits in the Hiouse of Repre- sentatives hig face has an air of thought, not without some signs of care, Thore is a report that he has been seen of late somewhat nervously fingering a large check book, but this is not well established, Some of his friends who have had army experience have been engaged for several days in de- tailed calculations as to the cost of moving 100,000 unarmed democrats across the Alleghanies, and rumor says thoy find itcan bo done for the trifling sum of $50 each, which would include all expenses and return thom all safely to their anxious families, At this rate for the sum of $5,000,000, cash down, Mr, Watterson will be able to bring his whole force here and provide them with return tickets, and there are people here who say that he could not dod nobler or more patriotic thing than this, and that when he has headed the procession onthe 14th of February and paid all the bills, including whatever window glass may bo broken by tho firing of democratic salutes, ho will deserve an equestrian monument, which, it is already proposed, should stand facing that of General Jackson in Lafayette square, and with a horso equally disposed to stand on his bina legs, Extended inquiry among leading democrats shows that they have so far taken singularly little interest in the expected arrival of their Western constituents. This arises probably from the fact that everybody here has unbounded faith in Mr. Wattergon. It ts belleved that if he means business it is not necessary for any- body else to interfere, and the rumor sent out from here somo days ago that the National Democratic Committee was to be asked to co-operate with Watier- 80m Was received here with undisguised contempt. GENERAL WASHINGTON DESPATCHES, WASHINGTON, Jan. 12, 1877, REMEDIES FOR OVERCHARGE OF DUTIES ON TONNAGE AND IMPORTS—MODIFICATION OF EXISTING LAWS BY MR. WOOD’S BILL. The bill submitted by Representative Fernando ‘Wood on remedies for overcharge of duties on tonnage and imports modifies existing laws in tho followmg particulars:— 1. By requiring collectors of customs to inform im- porters by mail, whenever the Post Oltice address has been lelt with the collector, of the dute of the ascertain- mentand liquidation of entries, from which the ten days within which a notice of dissatisfuction therewith begins to ran. Il. By reheving the importer from the labor of sending on each protest a separate appeal to the Sec- retary in Washington, as now required by section 2,931 of revised statutes. IIL. By enabling the Importers, if the Treasury sus- tains the collector, to bring 1s suit in a federal court, JV. By requiring the cierk of the court, ou a final Judgment, to transmit a copy thereof to the Treasury, aod the Secretary to forthwith pay it tp the kind of money that was exacted, with costs of court duly taxed. V. By permitting an importer to make a protest by Aduly authorized agent, evidence of whose agency mast be taed with the collector, and also the postoflice address o* both, to provide jor evidence, or piace of business outside the port of entry, and enabiing the Secretary to do equity whon satizfied that notice of liquidation was not received. Supreme Court has decided in Barney vs, Schneider (9 Wallaco, 248) that on trials of a suit by an importer tu recover excess of duties be could only use the copies of his protests and entries certified by Treas- ury of_icers, and that fatiure of those officers to procure them on legal notice did not, under the statute, warrant the introduction of copies as evidence. This 18 a hardship and expense which should be and is remedied in the proposed vill, VIL, There is need that the rule of presumption do- clared by the federal courts (United States vs. Ullman, 4 Benedict, 54) in suits to recover excessive taxes, ve a secure by statute, and that has been done at the of the second section of the proposed bill, Ma ILL, For many years it was assumed by the Treas- ury that the Protest law of March 3, 1867 (11 Stat, 195), repealed that of February 25, 1845 (5 Stat., 727). The importers denied it, aud finally, in October, 1875, the Supreme Court, in Barney vs. Watson (92 Unued States Reports, 449), so decided, This decision makes it needful that legisiation be bad as in the third sec- tron of the proposed vill to save accrued rights and to entorce the decision, In addition, this section reveals a blander of the revision tn incorporating the law of 1845 (section 3,011), and that of 1864 (section 2,981), which conflict, THE STATE CAPITAL, ALDANY, Jan, 12, 1877. Itis provided ina bill offered by Mr. Baker in the Legislature that tho salary of the Superintendent of Public Works shall be $6,500 a year and necessary travelling expenses, and that ho shall hold office for the same term as the Governor by whom he may be appointed, Mr. Haycs’ bill relative to the Brady Pneumatic Railroad provides that the company shall coristruct as the first section of the road, that portion frum the Battery to a connection with the New York and Har- Jem road and when it¢is satisfactorily shown to the Board of Kngincers that the company cun do this, they may go on and construct it. RESOLUTIONS. On motion of Mr. Baker, the use of the Arsembly Chamber was granted to the Stato Agricaltural So- ciety on Wednesday afternoon next. By Mr. Fish, calling on the Secretary of State for in- formation as to the expense of the census thus far, Adopted, Adjourned to Monday evening at eight o’clock. JUDGMENT AGAINST BROOKLYN. Judge Gilbert, of the Supreme Court, Special Term, yesterday signed the jadgment of the Court of Appeals against the city of Brookiyn in the action of Maria I, Strong et al., the heirs of the Cowenhoven estate. The } suit, which has been pending against the city for many | years, was brought to recover a large tract of Jand on Atlantic avenue, from Fifth to Classon avenue, and including a portion of the highway which was for- s Railroad Company, ‘The ground was suld to the city for a nominal sum, and the pinintifis have contended that the property reverted to tbe estate.
