" a) ————— a FINANCIAL AND COMMERCIAL The Stock Market Irregular—Action and Re- action—A Decline from the Best Prices. GOLD 107 38-4 A 107 1-2. Money on Call Loans 7 and 5 Per Cent—Goy- ernment Bonds Steady and Railway Mortgages Generally Firm. Watt Steger, Texsvay, Dec. 19—6 P. M. Slippery sidewalks, suggestive of a tumble, probably conveyed to the bull clique the advisability of sliding out of their holdings while the market remained strong enough to bear them, and the “ball” of con- fidence still remajned “up. ”” Acting upon this idea, and possibly doubting that any upward movement at this time could be more than skating upon the outside edge of speculation, the bulls of the last few days early this morning exhibited a lessened avidity for shares, but a sharp appetite for their guid pro quo in greenbacks. There were pleasant profits to handie when once the conversion bad been made (and profits have lately been as scarce as leaves in Vallombrosa in mid-winter), and thero was a short interest mainly closed up, which took just so many customers away from the market, and altogether the surroanding circumstances were favorable for making a turn and the turn was made accordingly. In the realizing process Lake Bhore fell off from 60%; to 593 and Micbigan Central from 47% to 46%, withoat recovery at the close. Daring the animation of the opening hours the North- weaterps wore the most vigorous haif of the list and advaaced to 377; and 5994 respectively; but they are no Atlas, like Lake Shore, abie to carry the world of a declining market on its shoulders, so when weakness sot in they staggered also und lost nearly allof the tm, provement, Apart from the desire to harvest gains and the sell- Ing movement thus engendered there was an addi- tonal weakening element in a certain mistrust in tho eMoacy of the railroad agreement, Lt certainly is not thoroughly satisfactory, and anticipations of its dura- bility are the reverse of strong, while at one time to- day, when a report obtained that the meeting of freight agents had broken fp in a wrangle, it was affirmed that chaos had come again and that raijroad contracts were bo more reliable than lovers’ vows. Leaving Lake Shore and Michigan Central out of the question, the remainder of the list was irregular and variable, aa ex- pressed by the weakness of the St. Pauls, the advance of Iilinois Central and the firmness of Western Union, while the coal stock remained as flat as smull beer. Gold drooped to 1074;, the political alarmists and their friends having secured quite as much as they find it comfortable to support under the tax of 7 per cent for carrying and the difficulty of persuading the community at Jarge to think amd act with them. The heaviness of gold has at last penetrated the money market also, and loans were made to-day as high as 7 per cont on call, though final transactions ‘were made at 445. The reaction to-day !s looked upon by the bulls as a natural one, and it is predicted that the favorites will shortiy be upon their feet again, waving the banner of progress and scaling the slippery ascent to higher prices, OPENING, HIGHEST AND LOWEST PRICES. THE PENNSYLVANIA RAILROAD AIDING THE EX- PRESS COMPANIES TO FRUSTRATE FAST MAIL ARRANGEMENTS. No change has eceurred in the matter of the tast mail service over the Penasylvaaia Railrpad, It 19 evident thatthe arrangement entered into with Mr, Theodore N. Vail, Superintendent Railway Mat! Service, on ba- half of the government, and the contracting powers of the Pennsylvania Railroad Company, are basely per- verted by some of the railroad understrappers, or else the express companies, finding that the carrying of the daily city journals on the 4:26 A. M. train would cut down their business, havo taken some sinister means to dofeat the fast mail project, It was positively under stood that all mails South would be forwarded by this train, and pot one word was uttered at the time of the contract about a three or four o’clock ferryboat to connect with the outgoing truiz at Jersoy City. Postmaster James, always anxious for the most efiicient service, ordered the bags to re- main open until the last moment, so ag to be ably te accommodate the newspapers; but at the very lass moment he receives notice that, unless his maiis are placed in tho by 3:15 they will not be forwarded until 7:30 A M. consequence is that he is come Delied to send bis mails by the three o'clock boat, ab | though the train does not start for one hour and a haif ) later. The government freight by Spichee to this early bour, while express matters ar vived vy the tour o’clock boat, Mr, James sent Mr. Anthony Yeomans, the General Superintendent, and Mr. Waring, of tho Post Office, to Jersey City yesterday morning by the four o’ciock boat in charge of two of mau mater irom the East which arrived too iate for the threo o’clock boat. Mr. Yeomans, on ur- riving at the Jersey City depot, could gain no inioriwation trom avybody, No station master or Laggage man could be found, and all the comlort he could get {rom hall sleepy olfictsls concerning the train was that ‘twas bemg made up somewhere.’ No postal car was to be found, and when at Jast the train despatcher 1s aroused from his il? ie office adjoining, anda demand made of hun’ vo accept: the mail then tendered, be sent & man with Messra. Yeomans and Waring, and third time these gentlemen traversed the tri distance of balf a mile in quest of the pestal car, rua- ning the risk of being crushed by shrieking locouo- tivea With ali their trouble no postal car could be deseried, [no Adams Express Company's car waa standing in the Seeet ready to take freight until the moment betore the train started. By the terms of agreement with the governinept two postal cars must be curried by the 4:25 A. M. train, out whether t nsylvania Railroad Compuny has'a right to keep Somewhere on their track between Jersey City Newark bas not been ascertained. They d how, The train despatcher told Mr. Yeomui Barker had ordered him to haul out the postal cars at 0 A. M., “mail or no matt,” and he obeyed orders, Postmaster James sent the following despatch on Mon- day evening to Mr. F. Wolcott Jackson 3 nee 18, 1876, General Superintendent Pennsyl- To F.
