There was next to nothing doing in W: ro Union aod Pacific Mail securities, thouyh the former dropped off a traction, probably on reports of an additional cut- Ungof rates, The Atlantic and Pacific Telegraph Com- Pany announce further and important reductions of over their lines, and havo devised a system of \elegraphy which is admirable tor its simplicity and clearness, It consists in dividing off the States cov- ered by their wires into four distinct goographical sec- tions (of which a colored chart is published), and of xing a stated sum as the maximum tariff between mach, Thus, between any point in Section No 1, which comprises the Eastern States, and avy point’ in Section No, 2, which embraces sho Middle States, and vice versa, the high- est rate for an ordinary message can in no event exceod the sum of $1, though the amount may be decreased with the decrease of distance be- tween the operating points.
