In Smyrna, crime is increas: ing to such an extent that the consuls have signed a joint note calling the attention of the authorities to the inefiiciont state of the police and to the bad gov- erpinent of the province, and havo requested their ambassadors to call the attention of the Porte to the same subject, AMMRICAN CITIZENS ROURRD, Among other crimes several troa safes belonging to American citizens were forcibly opened, and the gov- ernment, onder various protexts, refused to arrest the persons who wore pointed out as guilty of the act. This bas compelled our Minister, Mr. Maynard, to make a representation at the Porte for-tho better ud- mintstration of justice and the increase of the police in Smyrna Four American travellers were robbed last winter near Jerusalem, and not only has the Pacha of Jerusalem excused himself trom pertorming his duty, but the Porte has devised oral pretexts to shield bun from blame. While the burning of villages and the massacre of large numbers of persons has ceased in. Bulgaria outrages of every kiud are of daily occur. rence, but, instead of wholesale slaughter, we now have separate and individual casos of murder, rape and vutrage, amounting in the whole to almost as great a number as at any preceding period. KYFECT OF THE ENGLISH AGITATION, Tho ebuilition of public feeling in England has had one good effect upon the English Ambassador here, as it has impressed him with the necessity of doing his best to allay the excitement and rotrieve his past omissions. Mr, Baring was sent up to Bulgaria again with a mixed Turkish commission, as was supposed, and as he himscif believed, for the purpose of weaken- ing his report, The additional evidence, however, which has been brought before him has only sérvod to strengthen the conclusions which he had already drawn. He bas had his eyes fully opened to the tricks and finesses of the Turkish governors, and has begun carefully to follow all the cases of outrage reporied from the neighborhood of: Philippopolis, and has insisted that rodress be given to tho sufferers, Both he and Mr. Calvert, the English Vice Consul, have followed the triais of Bulgarians accused of participating in tho insurrection and they bave become quite convinced of the frequent uso of torture, a fact which they had not previously believed. Indeed they paid so much attention to these trials that the authorities cousidered it best to discon- tinue them forthe present. Mr, Baring, by the direc- tion of Sir Henry Eiliott, has also been urging on the trials of the ringleaders of the massacre, So far, how- ever, he has had but little success. Two or three are under trial but they bave not yet been convicted, and judging from what Mussul members of the com- mission say outside of the court, they will probably be acquitted. Chevket Pacha, who was living in Con- Stantinoplo, tor whose arrest crders were given at the request ot Earl Derby, has found means for running have proposed with reference lo these critical circum. stances since | jast bad the honor of addressing your predecessor, Oar lirst ol pence of Europe, for fi U almost everything that may affect the interests of this country and the general weitare of humanity, To ob- tam that object it bas been our opimon that the wisest and surest course was to adhere to those great treaties whieh Her Majesty and all the other Powers of Kurope have sanctioned and adhered to, These treae ties are not obsolete. they are not antique and dusty muoiments, ilf adapted 10 the eiteamstances of the resent pour and to the spirit of the age in which w: ive. 1am amused sometines when T hear the gre: ‘Treaty of Paris spoken. of ax twenty Years ago, and theretore ai “sitar whieb may be enti- ted to the respect Which we pay to that which is past but no longer looked upon on instrament which ought to regulate the couduct of the goverument, SEW LIGHT ON THE TREATY OF PARIS, But it is not twenty years ago that the Treaty of Paris may bo said to have been hegotiated, Iti only See poste ago, in the year 1871, that the treaty was re- vised iu this very metropolis by the assembled stutes- men of Europe, It wus re-enacted and ia manner the most solemn and special, The leading principles of that treaty were again jctioned by the voiee of united Europe. And what, may Task, was U principle of toat treity? It was an ample Plete recognition that the best sccurity for maintain. ing the peace of Europe was maintaining the judepen. dence and territorial integrity of the Turkish Empire. Shortly after | addressed your predecessor, the cele. brated political document, the Andrassy Noto, waa presented to the consideration of the government That note was drawn up by an eminent statesman, one extremely conversant with the subject with which be had to deal, contained in it probably all those measures Which, if carrted into eflect, would have accomplished the great object which it proposed to itself, That object was to ameliorate the condition of the population of the Turkish Empire, Believing that the improvement of their condition aud the re: dress of their grievances ‘was itself the best security for the indepeudence and territorial integrity of that Empire to that document Her Majesty's govern. ment gave their adberonee, with no ho, 1d the did not conceal it—with no ho) pe at the time that tne object which It proposed would be effected, witn the country in astate of national bankruptcy, with im: pending revolution in the metropohs and revolt in the provin It was impossible to suppose that the ad. ministration of sucn a country in euch a state coulé carry great measures of social and administrative re- form. THE BERLIN NOTE. We did not think it our auty to give our assent to the Berlin memorandum because tt called vpon T accomplish objects which were in the th country impossible, and in cago of their not being achieved it intimated ulterior measures which bear n¢ other interpretation than the militury occupation of the country. The military occupation of the country would have been a violation of the independence and territorial integrity of the country. 11 would have led, perhaps, to partitiou—probably war; and under tho circumstances Her Majesty's govern acting in pursuance of the first subject which they had belore them, declined to sanction that memorandum. Sub- sequently, almost simultancousiy, our ambassador, alarmed at the state ot anarcy which prevailed in Turkey, applied to us to send the Moditerfosean squadron to Turkish waters. We sentit; but, inas- much as this squadron was very weak, we determined that the Mediterranean squadroa shoul take the form of the Mediterrancan fleet. We gave immediate orders that there should be a torce adequate to the circum- stances and worthy of this country on the spot. That force has insured, in my opinion, the tranquillity of that part of tho world, and it bas shown that the i- terests of this country are not to be trifled with. Al- low me to remind you that a year has elapsed, and ag trying asbas been the exigencies and uncertain ag b ‘een the circumstances, the peeritaried and territorial integrity of Turkey have not ye: lated, and the maintenance of a general peace bi be upheid. Well, my Lord, eo much for that first great object which Her Majesty's goverament have propor to themyelves in the trying circumstances in w! they tound themacives. ENGLAND'S PLAN FOR PEACE, I have reterred to the Andrassy note. That instra- ment, adinissible as might havo been its propositions, had, asl venture to say, one fatal fault. It was then inopportune, but the moment we understood, from good authority, that the Sorvians were disheartened and wearied of the warfare into which they bad rashly entered, whon they applied to Her Majesty’s gover ment to mediate in their favor and bring about a pea we accepted that office. We succeeded in that office, which was not then un easy one. The moment we had accomplished that successial mediation and the sus- pension of hosuilities, Her Majesty’s goveroment pro- posed to the great Powers the terms for a general pacification. Now let me_ briefly men- tion what tnese tering were. We pi d that, notwithsiandig ihe hostilities which have occurred, the status quo should be established in Servia, and that the status t should again be ackuowledged and recognized in Montenegro. We proj din regard to the revolted Y eyes of Bostie and-Herzegoyina that there should be a system of institutions establi: hea which would secure to the inhabitants of these countries the control over their local affairs, and that there Cg kid eee cet against the operation of nny Mead wer, posed algo that the condition of Bulgaria mocia” oe considered.
