Mayor Wickham presented an alternative mandamus, which bad been procured by the second bighest bidder lor the lease of the New York and Staten Island ferry, tompelling the commission to grant the privilege in ew of the fact that Mr. Starin had failed to comply with the terms of the original bid. Recorder Hackett expressed surprise that the Mayor Was nol aware of the tuct that the Sinking Fund Com- missioners had entire control of this mater. Tho Baitory belonged to the city, and the commission was Its custodian, If the Elevated Railway Company re- fused'to go out they should be put out by the usual statutory proceeding. The Recorder argued strongly in favor of the immediate paseage of bis resolution, Comptrojler Green also spoke in support ints raised by Recorder Hackett. He was hed'that the Park Commissioners haa gone but of their way in authorizing a railroad to take pos- session ofany part of tho city. They were spenuing millions 1n opening places up town while closing up the breathing spots down town. They bad no author- ity to do this and it was a violation of the city’s rights in Lape crip peal roperty. The appropriation of a rt of the ark to be used by the Elevated jlway web wgieet outrage. On the same principle @ railroad might as well be run through the Central bib > jayor Wickham again urged the necessity for send- Fy tea theater before the Corporation Counsel. Bacordee Hackott—1 am surprised that the Mayor of @ great city like this should be ignorant of the law in Felation to public property, Alter some further discussion the preamble was re- ferred to the Cor) tion Counsel and the resolutions laid upon the table. Comptroller Green and Recorder Hackett voted against this ‘disposition of the matter, while Mayor Wickham, Chamberlain Tappon and Al- rman Reilly voted in the allirmative, A resolution was then passed requesting the Comp- ler to furnish a statement of the amounts of rents from the Commissionere of Emigration for rent of promises used by them on the Bauiery. POLICE PERQUISITLES. At & meeting of the Police Board yesterday Sergeant 8. B. Smith, of the Tombs Police Court, was trans. ferred to the Eighth precinct; and sergeant Woodruff, of the Seventeenth precinct, was put in his plac. Tho occasion of the transfer was the discovery made by Commissioner Erhardt of a system of jobbving between officors on the court squad and a class of Tombs law: yers, by which both parties profited at tho expense of anfortunate prisoners. The Commissioner became Sognizant of the matter a few days ago, but wishing to see for bimself, he went to the Tombs Court at an eurly (public pare com. nee. hour terday morning ana quictly took a sent among the spectators, uhotserved by tho officers. REFORMED CHURCH CLASSIS. SEMI-ANNUAL MEETING OF THR SOUTH CLASSIS OF LONG IBLARD—DR. CARROLL'S CALL TO OBANGE—THE BAST BEFORMED DUTCH CHURCH. This body convened yesterday morning In the Ro formed church, near the City Hall, Brooklyn, and, after organizing, religious services were held and the retiring moderator, Rev. H. V. 8. Myers, delivered a discourse, which, without sectning to be so, was arefutation of Protessor Huxley’s theory of evolution. Mr. Myers considered the Omnipotent in bis threefold relation to the world as Creator, King and father of mankind, and took the orthodox ground in his treatnient of the subject throughout ln the business sessions which followed the Church Building Committee reported that the treasury for this interest is $7,000 in debi, and this Classis has not come up te the measure of its duty and responsibility in this direction, Dur- ing the past seven years the collections of the South Long Islund Classis have averaged only $1,476 a year; and last year they fell below $400, The General Synod bas recommended that a fund of $50,000 be raived this centennial year for missions, ana the second Sabbath in October has been appointed as the time when pastors shall plead this cause from their pulpits and when collections shail be taken up Any surplus over the $50,000 will be sent to the church erection fund, Since 1870 thirty churches have been built of aided out of this fund, while the fund iteelt has been turned over and over until it represonts $120,000. Daring the last six years $83,000 have been given to it, -A_ special committce, of which Dr, Inglis is chairman, reported bricily on a question sub- mitted to them at the spring meeting as to what entertainments should be excluded from church buildings, lecture and Sanday schoo! rooms, Such as temperance meetings ho thought might well be admitted, but tairs, festivals, &c., ought to be pro- hibited, And yet it was an important inatter to con- sider how far Classis should intertere with entertain- ments to which covnistories bad given assent and’ tho proceeds of which are devoted to religious or benevo- lent objects. The committee will give another half year’s consideration to the subject and to the kindred one, How best can moneys be raised for benevolent objects? THE CANARSIE RRFORMED CHURCH have given a call to the Rev. Mr, Deckhout, of East New York, and offer bim $200 a year; but, asthe clergyman “named is not a member of tho Classis, the call could not be placed in bis hands Mr. Deckhout has been temporary supply of this church for some time past. An independent Latheran church in Jamaica asked to be adinitted to the Classis as a reformed church, butthere were so many legal and ecclesiastical difficulties 1p the way that A committee was appointed to confer with the Church and report at a subsequont mecting of the Classi, Dr. Carrotl, late pastor of the East Reformed ehurc asked for letiers dim ssory to the Classis of Orange, J., to wbich place he has received a pastoral call. The delegates irom that church reported their present con- dition, Alter an existence of twenty years and very great success uuder Dr, Carroil’s ministry since 1871, and with a membership nominal of 400 and actual of about 230, they find themselves now without a pastor and without a church building, with a mortgage of $40,000 on their building, and a member of the consistory exhibited papers in a suit in which he is personally or conjointly: held responsible for $26,000, At present the building, one of the bandsomest in Brooklyn, 18 occupied by pr, Jeffrey's Baptist chureh, but on the second Sabbath evening in Uctober the Classis has undertaken to supply the puipit, and its committee, consisting of Drs. Inglis and Alexander R. Thompson and Elder Sturges, is authorized to hold a prayer and conference mecting there dur ng the week following, and to make arrangements for such further supply the circumstances of the congregation developed at that time may warrant. The Sunday school wiil also open next Sunday week. The ho.ders of tne mort- gages agreed to reccive from the church $200 a month in payment of the indebtedness, but the heart of the people was broken by their long’ and severe struggles, and they could not accept that proposition, The Classis is very anx ous that this church shall be pre- served to the denomination it possible. BURGLARS’ AUDACITY. Aboat four o'clock on last Monday morning Mra Elizabeth Smith, a widow, who occuptes apartments with her daughter, aged six veara, at No. 727 Fulton street, Brooklyn, was awakened by the noiso made by the scratcning of a match. On looking im the direction whence the sound proceeded sbe was terrifled for a moment on beholding a man watching her imtently and standing within a few fect {rom her bed. She was about to give the alarm when the intruder said, in a flerce undertone:~"Lie down. Do you hear? If you yeli or make any noise I will blow your brains out.” He then added, “I want your money or your life,” and he exhibited a pistol. ‘Where is the stuf?” “In my dress pocket, on the chuir’ there.” replied the frightened woman. ‘The robber took the money out of the pocket and _ quietiy counted it. He found but $10. He inquired if that was all the money, and Mra Smith saia it was. “That's too thin; 1 must have more money.” The latter remark awoke Mrs, Smi' child, who began to cry, when the villain withun oath struck the little one, ‘Tie motner could no longer restrain ber feelings and she cried out tor belp. The burglar made another at- tempt to clutch her by the throat, and scratched her face indoing so. He then made his escape by the rear way through an open window. Her screams brought ber brother-in-law and other people to the scene, but the ruffan bad made good his escape, BOARD OF HEALTH. The weekly meeting of the Health Commissioners was held yesterday. A communication was received from Dock Commissioner Wales, calling attention to the defective sanitary condition of the water front of the city, Mr. Wales says:—‘‘It 1s undoubtedly true that malarial influences are rapidly generated in slips and basins which receive tne sewage aod which can- not be effectually cleansed by tho action of the tide, Some cases of malarial fever have already oncurred among the employés of this department und other per- sons in certain districts.” In conclusion he suggests that the Board detail an inspector to make an examina- tion of several points hereafier to be stated. The document was re erred to the Sanitary Committee. « A letter was received from District Attorvey Phelps, iniorming the Board that the Grand Jury had ‘ound the premises Nos. 39, 54, 66, 57 and 59 Mulberry street dangerous to health, "by reason of extreme fithin = and requesting immediate action, Attention was culled to the unfitness of Ludlow Street Jail as a place of confinement, owing to the lack of water in the cells, With reiation to the Mulberry street houses, the Board ordered them vacated by the 10th of October and not egain reoccupicd until thoroughly disinfected.
