NEW YORK HERALD, THURS WASHINGTO [CONTINUED FROM FIFTH PAGE.) eded in establishing myself fully at Spring- | feld—the city of my choice—I received the telegram of the committee culling me back to Washington; on Friday, the 2ist of July Larrived in this enyoand called et the Treasury De- partment, where I saw Messrs, Morril! and Pratt; 1 Said to them that I should want to read the off tecords, which I bad caused to be wade und preserve wuching my investigations into the whiskey frauds, lor the purpose of refreshing my recollection betore Nestified; I was told by Mr. Morrili and Mr. Pratt to cali on Mr, Robinson; ter seeing Mr. Morrili I called on air. Robinson, and said to him that Uhad the permission of the Secretary of the Treasury | to examine the records which I bad made in connec tion with the whiskey frauds, and such oluer papers 48 might Ve necessary to refresh ty recoliection which Mr. Robinson readil him that as the record itself was in the office ef the Commissioner of Internal Revenue, broken up and di vided out to be copied, | could not see | would direct Carroll, the | jautior, to bring over my boxes containing my private memoranda, Fecords and property to the Riggs House; to this Robinson said, “Yes, yes,” that ho would send tho parers over; William Moore, was prescut; whethe e heard what passed between Rovinson and’ myself I eannot tell; in the morning Mr. Robinson asked me it I knew where THE BARNARD LETTER containing the President's indorsement was, it was missing, I answered ‘No,” but to ask Winslow. If Winslow did not know where it wos I did not, as ho packed the boxes, and if it was in my possession tt was there and through a mistake, but tuat I would examine the boxes carefully as svon as they were sent over to me and return it if found. The samme morning | saw Winslow and asked him if he knew where the letter was. Ho said he did not; that he was willing to swear it Was not in the boxes, and that he thought it went to the Becretary’s office. Dixon was also questioned in regard to it aud said that he did not remember to hi go in, Both Winslow and Dixon, therefore, the w Who ought to know, ussuged me that the letter was not in the boxes—that they were entirely coniident of that, Mr. Robinson did not send the boxes und papers to my hotel, ax he had promised. I waited uutil two o’clock, at Which time Mr Webster Elimes, the chief clerk, nes where my boxes were and they were not sent over. | Said he, is whet [called to 50 you about, Robinson tecls a litte embarrassed just now, in view of tho prese: condition of affairs in the Treasury Department, grow Ing out of Yaryan’s testimony, and says thal, as the boxes could only go out of the asury Department on his order, he would or might be misunderstood, aud therefore ‘embarrassed, and he said that if the matter were permitted to rui along for tour or five days it would probably be ail right, and tt would save them all Rome annoyanc T ‘said to Elmes that I did not want to give Robinson, of all men, uuy embarrassment, but that 1 thought he would te very much more embarrassed under the circumstances, by refusing to give me my property than by viving it Mr, Elmes also remarked that thero | was an old cout, « pair of rubber shoes aud one or two other articles 0! wearing apparel in the Solieitor’s offive Which might aizo be sent to me, whereupon | faid to him that Kobinson might with just as much Propriety retain my old shoes and coat as my boxes. requested Elmes to to Robinson that I thought he had no right, under th wis boxes were left ia his possession, to raise Any question as to their contents, espeetally so after the statements of Winslow and Dixon, and that [hoped he would comply with Lix promise made in the morn- Ing to send the boxes over. Later on I wrote a pote to Robinson, in which I said to him that I desired to repeat what I had already said to Eimes; thathe had no more right to retain the boxes containing my private papers and records than he had to retain my gid shoes or coat; that my inetra tions to Winsiow were explicit with retereuce to pack- ing them, and that if my instructions had been followed, aud I was eompelled to believe they had been, the boxes contained nothing but what was cleariy and fairly own, T said to him:—“If you doubt my word sond for h Winslow aud Dixon, the young mep who packed the boxes; go through “them all and when you are ‘through send what 1s lett.” That was the situation on Friday night. That night T was taken quite ili and remained under the treatment of Dr. Verde unul Meonda mornin, On Monday 1 went over to the Solicitor’s Oitice. They had gathered together the records of the whiskey raid troim the Internal Revenue Bureau and I spent the di Tending it over, At the close of the day I said to Rov- inson, ‘Send for Carroll and let us open these boxes and see what is in them.’ He sent for Carroll but did not ‘find him 1 said, “send for Dixon,’’ He did send for Dixon and aid not find bim. Isaid then, “Let us go and get the boxes oursecives and open them.’’ To this he said that it was late in th ye and let at go till morning.’” 1 said to bim: 6, now while [am here with you, Robinson, Let us make this examination ourselves. ’’ 3 felt as though at the moment an indignity was sought to be put apon me in relusing to deliver up my private property; und ulso in the suggestion which had been made’ that they should be examined at all before they were deiivered into my possessi 1 said to Robiuson that ii he did not make the exam ation then | wanted it distinctly understood that no ian, with my consent, should go through those pa- re until they were’ delivered to me, and, with iat understanding, we parted. On Tuesday morning V called upon the Prosiient of the United States, and, after stating the case substantially as I have stated it tothe committee, | asked tho President to be good 2uough to give me an order on the Secretary of the Treasury for the box Tothis he replied that he thought they ougnt to be before they Went out of the Treasury aid that Mr, Mor. rill would desig and the Solie the Treasury another an at he saw no ob my being present at the examination.
