The tollowing petition to the Secretary of State, foncerning the falsification in England and this country of trade marks, has received numerous signa- tures in New York, Boston and Philadelphia, and will dein the bands of the State Department in a few dayss— Hon. Hammon Fisn, Secretary of State:— Sim—The undersigned manufacturers of, dealers in or exporters of cotton fabrics, respecafully represent that their foreign traffic has been much hindered the custom that has prevailed in Great Britain of forging their stamps, tickets and marks, and placing these jorged trade marks upon very inferior yoods, whereby their trade, expecially in China and in South America, bas been much impuired They find it somewhat doubtful whe'ber thoy can geta remedy under Evglith law, and they therefore Fespectfully ask that the subject of protection to trade marks may form apart of any new treaty that may ently be made with Great Britain, They also beg leave to suggest that if a commercial treaty with France is or shall be considered, that the | subject of protection to trade marks may be treated in that al They ure informed tbat owing to the diver- y of State jaws upon the subject there is serious Aificulty in preventing the forging of foreign trade marks in this country, and that the dealers in cham- wines, especially, have suffered greatly {rom the of spurious wine under counterfeit brands. Respectfully submitted, Joxy, 1876. FROM OUR REGULAR CORRESPONDENT. Wasurxetox, July 31, 1876. BUMOR OF THE RESIGNATION OF ATTORNEY GEN- EMAL TAFT. It was reported this evening on what seemed qood guthority that Attorney General Taft would leave his effice during the present week; but upon inquiry of tho Attorney General himself, concerning the rumor, to-night, he said that he has no intention whatever of Tesigning from the Cabinet. THE BELENAP IMPEACHMENT—AN ACQUITTAL PROBABLE—PREPARATIONS FOR THE FINAL YoTE. The Senate will reach a vete upon impeachment to- Morrow, it is thought, and the opinion is entertained by many that ex-Secretary Belknap will be acquitted. The Senators who are in favor of impeachment and of finding Belknap guilty, are very much disturbed at the prospect of failing to secure a conviction. The demo- cratic Senators argue that no matter what may be the result the moral eflect upon the country will be all the same. The day was taken up in the discussion of the man- in which the vote to find a verdiet should be taken to-morrow and the method to be adopted, whereby each Senator, ifhe choose, might expla his vote, The Senate will proceed, according to present ‘understanding, to take a vote at twelve o'clock. There is good authority for saying that a verdict of guilty eannot be found by two-thirds of those present and ‘voting. 3HE BANKING AND CURRENCY PROPOSITION TO REFER ALL FECTING [HE CURRENCY TO A COMMISSION— THE REPEAL AGITATION AT AN END FOR THE SESSION AND GOVERNOR TILDEN'S LETTER COMING. ‘The regular Monday meeting of the Banking and Surreney Committee took place this morning, bat, in the absence of Mr. Goode, of Virginia, the subject of the ropeal of the Resumption law was not pressed tor action, This subject, as weil as the matter of the pro- posed coinage of the legal tender silver dollar and Other kindred financial questions, were discussed at considerable length, Mesera Cox (the chairman) and Gibson and Kasson offering, by a strange coinci- dence, simil: propositions for a commission to Imvestigate the whole subject of gold and silver coinago Bod the relation of metals to each other xs reliable standards and measures of vaiue, and, in connection therewith, the means of bringing about the resumption of specie payments, It will be noticed by the report of | proceedings In the House to-day that Mr. Gibson and Mr. Hewitt cach offered measures in pursuance of this Bame purpose, but meanwhile the committee wuthor- fazed the appointment of a sub-committee to prepare forthwith a joint resolution for a commission | of Senators, Representatives and experts | to consider, doring the recess and | Submit at the next session a reporton the several Gndnoial questions now agitating Congress and the tountry. The fact was cited that England and France bad taken this method of getting at a solution of such problems and the examplo was well worth imitating. fo morrow, as the committee has leave to report at any time, Mr. Cox will get tho floor and present the Joint resolution which will be prepared early in the | morning. It is probable this joint resolution will meet ‘with general favor and secure immediate adoption. THE COIN BALANCE IN THE TREASURY. ‘The answer of secretary Morrill to the resolution ef the House, asking for the net coin balance in the Treasury, shows that th government, after deducting coin certificate: accrued = 1m- Yerest and ali demand obligations, is the | owner of just $17,378,202, of which $8,500,677, or very nearly one bailf, is si!ver. The River and Harbor Appropriation Bill, as reported to the Senate to-day from the Committee on Appropri- ations, to which committee it was recommitted on Fri- day last, appropriates in the aggregate $5,000,000, the exact amount to which the committee was instructed to reduce it, Among the most important reductions in the bill are the following:—The amount tor the Hell Gate improvement, New York Harbor, has been cut down from $350,000 to $290,000; for the harbor at Buffalo, trom $100,000 to $85,000; for Cape Fear River, N. C., from $200,000 to $150,000; for the improvement of the Desmoines Rapids, Mississippi River, from $275,000 to $230,000; for the improvement of the Great Kanawha River, West Virginia, from $300,000 to $270,000; for the Harbor of Retuge, Lake Michigan, from $100,000 to $75,000; improvement of the Tenvessee Rive! from $300,000 to $270,000; improvement of the mouth of the Mississippi River from $150,000 to $100,000; for continuation of piers in Delaware Bay, near Lewes, Del., from $35,000 to $30,000; improve, ment of the Illinois River from $50,000 to $40,000; im provement of the Dolaware River below Petty’s Island from $50,000 to $40,000; improvement of the Schuylkill River from $23,000 to $25,000; improvement of the Missis#ipp!, Missouri and Arkansas riversfrom $125,000 $100,000, ‘The appropriations ot $75,000 for the harbor of Baltimore, Md, ; $50,000 for the harbor of Erie, Pa, and $75,000 tor Ouklaud Harbor, Cal, will be allowed to remain in the bill The com- | mittee struck out the second section of the bill, which authorized surveys throughout the country, and iserted in lieu thereof a provision appropriating $40,000 to be expended by the Engineer Department of the United States Army at points where the interests of commerce will be most benofited by it Reductions of from $3,000 to $10,000 were mado in the amounts mentioned in the House bill for improvements of an unimportant character, and a number of appropria- tions of this class were stricken from the bill. THE SENATE CALENDAR—BILLS TO BE PRESSED TO A PASSAGE—PROSPECTS OF THE BILL FOR TRANSFERRING THE INDIAN BUREAU— THE BANKRUPT ACT. The Senate calendar has upon it about 250 bills ro- ported irom various committees, but at least 150 of them are of u private nature—granting pensions, & — and can soon be disposed of, Mavy of the bills will be allowed to go over unlil noxt session if an early day shall be fixed for the final adjournment of this session, as is expected will be the case this weok. The bills which will be pressed to a vote at this session, if possible, areas follows:—The House bills to equalize the bounties of soldiers who served in the late war for the Union; making appropriation for the payment of claims reported allowed by the South- ern Claims Commission; providing for the sale of the Osage ceded lands in Kansas to actual settlers, and the Senate bill to restore the franking privilege. In addl- tion to the above aro several acts amendatory of the Pacific Railroad acts, providing for the settlement of the indebtedness duo the government by said compa- nies, one of which will probably be passed. The House bill providing for the transfer of tho Office of Indian Affairs from the Interior to the War Department has its place upon the calendar, having been reported by Mr. Allison, trom the Committee on Indian Affairs, without amendment This bill is favored by all the Senators on the democratic side of the chamber und has a few friends among the republi- can Senators from the West; but the chances are that @ majority of the Senate is opposed to its becoming a law.
