M. ‘Had that eminent navigator, Mr. Gulliver, been a Mockbroker instead of a sailor man he would have re- marked upon the impossibility of eliciting any Interest trom to-day’s stock market, as he dja in respect to his friend in Laputa, who had passed oight years in a fatile attempt to extract sunveams from cucumbers. Barton, receiver and inspector of materials for the construction of the Post Office Several days ago, while under examination at Washing: ton, he testified that he performed bis duties under the instructions of the Superintendent of Beildings and had inspected seven-eighths of the material used in the construction of the Post Office, The superintendent’s books should show the amount of money expenied and the condition of the Appropriation, Witness had never taken particalar pains to ascertain the condition of the appropriation. Betore tho committee yesterday his testimony related to the method of managing the office of the superin. tendent, the keeping of the books, && He was re quested to produce the books and papers in his charge during the construction of the Post Office, and prom ised to do so. These papers contain a complete record of materials turuisbed and accepted, time roll list of employés, Witness sald that each foreman a expected to keep a record of bis men and to make daily reports. Copies of the original contracts were kept iu the office of the superintendent and paymente made thereon, These payrolls were made out monthly, from the records in that office, and no vouchers for the piyment of contractors were made except at their re- quest, The amount of estimates con(ained in .the monthly reports were filled by drafts of funds from the Secretary of the Treasury. The estimates of funds did not aécompany the monthly reports; pre- vious to the completion of the building witness had never received satisiactory knowledge that the appro- priation for building and purchase of furniture bad been exhausted; loarned it officiaity and for the first tune of September 12, 1875, by letter trom the Super- vising Architect to the Superintendent; MADE NO PERSONAL EPPORT TO ASCERTAIN whether the appropriation had been exhausted because it wus not his ‘The letter w never answer and put in evidence. It waa Witness could not tell why. Probably the material inspected after that time amounted to $43,003. The work ot furnishing continued during September and part ot Gctober. last monthly report was dated October, 1875, ‘The contract for farnishing the court rooms was made im Washington by the Supervising Architect, One contract was made by Mr. Mallett: and another by Mr Potter, The latter contract was with Mr, Krutina, the other with Pottier & Stymus, Could not tell woat was done witb the farniture in the old court rooma, ‘The committoe then adjourned until Monday at 10.4.
