Wepxuspar, June 21—6 P, "n } ‘The impression cautiously suggested by che AzkaLD for some weeks past, that the continuous decline in the prices of properties marketable ut the Stock Ex- shange pad'been arrested, seems in the light of fact® to be borne out. The spasm of yesterday, which threatened an ail wind to holders, has been more than cured to-day by the lozenge o! better feeling, and flatulency bas been converted into firmness, The turn upward in the coal stocks was a potent in- gredient in.the curative process, and was to a great Bree stimalated by the medicament issued from the office of John Taylor Johnson, ex-President of the Cen” tral Railroad Company of New Ji y, in the shape of, a circular. Mr. Johnson, naturally, does not like to tee his stock go down, and casts about fora reason plausible enough to satisfy his stockholders, and finds it in circulars, pamphiets of the most unprincipled character, ‘‘which have backed up a supposititious raid.”* A little further on, however, Mr. Johnson tacitly ad- fits that the decline in the stock is not wholly due to the machinations of rascally brokers, for hv confessea that the company is making no money and that the dividend last declared was borrowed from the surplus fund. Mr. Johnson further states that ‘the transportation of foal has been Hmited to less than halt of what the re- gions have the power to produce, and it is evident that antil the production can be largely increased the profits of the business must be seriously impaired.” So it seems that the stock may have declined in value simply because holders have sold out a property which. they belicved was capable of paying a dividend of ten por cent per annum, and which they now find out can pay them nothing at all, though Mr, Johnson, to the contrary, asserts that the ‘movement in the stock has been entirely a bear movement,” with the object of frightening holders out ot their property. How an increased production and addition to a stock on band qjready a glut in the market and unsalable is to improve the condition of things, Mr. Johnson may know, but declines to tell. Apart from other con-iderations 1t eannot be denied that a fceling strongly bullish, daved upon a more favorable outlook, is gradually making it way, and is shown in the quick recovery and steady tone of the market. Eric was weak and declined to 121% for the common and to 18 for the preferred. The rate of discount in the open market for three months’ bills is 13% a 13¢ per cent. Forty-seven thousand pounds sterling went into the Ba k of England to-day.
