It is intended by the State Department to have an immediate settlement of the extradition question, and ib is understood that the despateh of Secretary Fish, which went over by Wednesday's sicamer, shall pro- | duce a decision in England without turtker discussion, | There will thereiore be no delay on account of the up- pointment of Mr. Pierrepont, who does not mean to sail until alter the Ist of Jaue. Several attempts to.torm a new extradition treaty between this country and England have tailed in recent years, lor different reasous, alt being objections made by the British authorities, whose mm seems to be to Inaia: that such a treaty shall be made subject to the Interpretation of an act of Parliament, which, of rourse, is inadmissable, It has been proposed to specify in the treaty that a person surrendered shull be amenable to trial for any of the offences mentioned and made exraditable in the treaty aod fer nove athers. This very reasonable and proper proposition das, it is beheved, been declined by England, THE BELKNAP JURISDICTION QUESTION—- PRESENT ATTITUDE OF THE DISCUSSION— STRONG AKG! DOWN THE “FATHER OF RIVERS” IN THE | STEAMER GRAND REPUBLIC. New ORLEANS, May 24, 1876. At seven o'clock this evening the Emperor, Em- press and suite arrived here on board the steamer Grand Republic after a pleasant but somewhat slow voyage from St. Louis, Their Majesties enjoyed the trip very much, but were somewhat disappointed by the deserted appearance of the river above Baton Rouge, they having formed the opinion that the whole valley of the Mississippi Was almost entirely under cultivation. Cairo and Memphis were passed at night, so that it was not until Vicksburg was reached that their Mujesties had an opportunity of seeing any of the secondary river towns. ‘The Emperor refused to go on shore at Vicksburg, as his visit would have delayed the steamer, and afterwards he decided not to land at any point be- fore reaching New Orleans—a resolution to which he adhered strictly. Stoppages were made during day- ght at Natchez and Baton Ronge. The Mayor of the latter clty telegraphed an invitation to His Majesty to pay an informal visit to the public insti- tutions of the place, but it was declined with thanks, At all the landing places along the route the steamer was invaded by crowds of curious citizens of all classes and conditions, who took possession of the saloon and stared the imperial visitors out of countenance until the steamer’s bell would ring out the warning for the departure, when our not over welcome visitors would scamper off and leave their Majesties In peace. The Emperor bore this infliction with stoic forti- tude, but it proved too much for the Empress on one or two occasious, and Her Majesty was obliged to retire to her room to get free from the intrasive attentions of the parti-colored mob, At Natchez the ladies came out in force and offered an agree- able contrast to the visitors at other pointa. They were accompanied by a local prima donna who sang | bs anumber of songs for the entertainment of their Majesties, ‘The voyage from St. Louis here offered a pleasant and welcome change from the railroad travelling of the preceding month, and though the Emperor chafed a little under the delay in coming down the river, he thinks that taking everything into con- sideration it has been an advantage, because it afforded rest that he very much needed, The first night on board the steamer His Majesty's rest was very broken, but the fi®e days’ repose which he has enjoyed has quite restored him to his usual vigorous health, The Empress is also well in heaith, As the steamer Grand Republic passed the ship- ping on her arrival here a salute was fired from a British steamer. Many ships were decked with bunting, and as the Grand Republic passed the ship- plug the flags were dipped in honor of the imperial visitors.
