NEW YORK HERALD, WEDNESDAY, MAY 10, 1876—TRIPLE SHEET. A NEW WAY TO RAISE THE STAMPS. ‘There has been quite an excitement among the Post Ofice officials in the new building in this city, and among postmasters generally in the towns of this State aud New Jersey. A novelscheme of raising tho stamps bas been discovered and traced to a party who bas been very extensively among country posimasters, ‘modus operandi was through a circular cominunt- tation dated in each instance from No, 194 Broadway, the headquarters of the chief operator. During the last couple of weeks postmasters of different small stations received a communication of which the foliow- ing ws a copy. 194 Broapwar, N. Y.. May 4, 1876.
