THE NAVY YARD INVESTIGATION. @ONTINUATION OF TESTIMONY BEFORE THE CON- GRESSIONAL SUB-COMMITTEE. ‘The sub-commities of the Congressional Naval I tigating Committee now inquiring into Brooklyn Navy Yard affairs were in session taking testimony ali day yesterday, Those examined were Messrs. H. Kili, Henry Roscoe, J. H. Creed, Devita B. Carr, Walton, of Walton Brothers; Charles A. Jones, James Borland, Baugh Lackey, M. Kane, Isaac Hall, Jobn F. Wilson, John Roach, George Weed, P. J. Herrick, Frederick C. Bimith avd Captain Puilor, ‘The principal testimony taken was that of Mr. Roach, Qe well-known shipbuilder, who gave a minute account of all bis governmental contracts for the past ten years, The committee interrogated Mr. Roach closely Be to the differences between engines of certain Classes and the cost ef building such. Hoe ‘was askea especially- to account for the Bale of that derrick to the goveroment, about which @ome false accusations had been made. He explained that the derrick was purchased by him with tho entire stock of the Morgan Iron Works, and was then ap- Praised at $50,000. He was subsequently asked by the government to build a similar one, and plans and Bpecifications were prepared, tho estimates of which Placed the cost of the new derrick at $100,000. Mr. Roach presented all the contracts he had made with the government during tho past ten years, aud ex- Plaimed that in each the award was made to him be- cause bis bid was the fairest and lowest, In business which covered, during the ten years, the large amount of $18.000,000 ja con- tracts, only $3,000,000 wore negotiated with the government. The committee questioued the witness closely as to whether he had ever secured the patron- ‘age of the government olther by bribery or by giving money'for political party purposes.
