FINANCIAL AND COMMERCIAL. —_———-+__—_—. The Stock Market Dull and Feverish— A Summer Day's Business. Gold Irregular at 112 5-8 a 112 162 a 112 3-4a1125-8. Money on Call Loans 2 and 3 Per Cent— Foreign Exchange Steady—Investment Securities Firmer—Decline in Mining Stocks, _—— Wats Staxxr, Tuorspay, April 27—6 P. M. Blessings to the powers that be, that they have en- couraged trate and industry—praise to our gov- ernment that :t bas given us something to do—some- thing to do for stock brokers, who, In the dearth of legitimate business, find an occupation im watching for the bright silver quarters fresh from the mint, The official stock list will ignore any record of these trans- actions, but they were about as important as any others of the day and engrossed the attention of the mass of operators. It may be conceived, therefore, that the lights of the board room speculation bowed low to-day, and that the great actors, who appear also under the glare of the lime light, were notably absent, Conse- quently the piay was left in the hands of the supers— “Hamlet” with Hamiet left out—and the result was a freary performance, with scarce attention onough to treate a half per cent attraction to tho usual favorites, At the start there occurred a temporary stiffening of prices, due to more favorable reports of Commodore Vanderbilt’s health, but the gain was lost by midday, and from that time on to three o’clock there existed a summer’s siesta, which became more profound the Jonger it lasted. This was particularly apparent in Lake Shore, which fell from 557; to 553; in Western Union, from 65% to 6534, and in Pacific Mail, from 21 3¢ to 19%. On the contrary, in the early part of the day the coal stocks exhibited a decided sprightli- ness which carried them up considerably above yesterday's quotations on the demand to cover short contracts, but they failed to hold atthe end, St, Paul preferred followed in the footsteps of Lake Shore, as likewise did Michigan Central, the first declining from 64 to 635, and the latter from 524¢ to 52, The distinctive results likely to arise from the general railroad war isa wet blanket to a bull movement in this description of securities, while the obstinate and persistent cpposition of the Atlantic and Pacific Tele- graph Company (as continued to-day in a notice of fur- ther reduction in rates) is sensibly woakening the faith of believers in the powerful rival corporations, Despite these gencral unfavorable influences, and the ipecific one suggested by the unfavorable condition of sho Commodore’s health, Central and Hudson firmly tolds its own. The stock has been so gradually yet completely ab- worbed from speculative hands by investors wbo have pought and paid for it that speculation on the short side bas almost ceased, Mr. Gould essayed tho experiment of selling the stock on short account shortly after the panic of 1873, and bas never since been able to cover any considerable amount of his sales of 15,000 shares without advancing the price materially, What with yearly eight per cent dividends to be paid aud the fact that the shares could scarcely ever be. borrowed for delivery better than “flat,” and often only on the payment of a bonus, Gould is sup- posed to stand short of his present line at Qgures which will not exceed 85. As an evidence mM the scarcity of the siock is the fact that 1 lot of 2,000 shares, called in yesterday by the Com- modore’s brokers, stiffened up the borrowing price to 1-16 of 1 per cent per day bonus, while shares of other securities were freely dealtin at 2 per cent ger avnam paid for carrying, ‘ With the penny wise pound foolish principle which usually characterizes great bodies, the Secretary of the Treasury has been ‘“‘saving at the spigot and spilling at the bung.’’ Followlug the example of the Congres- nonal Commitiec, which has been topping a dime off bere and a dollar off there, with the threatened result of consigning our Ministers Plenipotentiary to the back attics of Continental towns and our consuls to the slums, he has succeeded 1n selling the fve per cent Geneva award bonds to a syndicate represent- ing a foreign interest at about % percent below what they would have brought in open market here, As established by the sales of gold which had been received as purchase money, the bords havo realized about 118% | currency, while the current market rate is withina fraction of 110 Liberality is a very commendable qualification, both in governments and individuats; but there are times when it, like charity, sboald be shown at home, THE SALKS TO-DAY aggregated only about 75,000 shares, which were distrib- uted among the most acttve stocks as follows:—New York Central and Hudson, 668; Erie, 6,300; Lake Shore, 1 ; Northwestern, 2,100; Rock Island, 700; Pacific 1, 22,800; St. Paul, 3,000; do, preferred, 1,800; Ohtos, «,200; Western Union, 12,600; Michigan Central, 2,650; Delaware, Lackawanna and Western, 2,530, OPENING, HIGHEST AND LOWEST PRICES. THE MONEY MARKET, Money to-day continued to reflect the ease that has Been felt for several weeks past, and at the close call Joans were made at 2 and 3 per cent. Nor is this con. dition hikely to be permancatly disturbed in the near future. The May disbursemonts by tho gencral govern- ment, by States, cities and corporations will necessarily enloose a vast sum, and fora time it will drift into various chinuvels; but in the end it must, im the ab. pence of the usual inducements to investment, find its way w local repositories, there to await in idleness “the better time coming.” If the commercial situa- | ton did not show such evidences of dry rot as aro ob- servublo on both sides of the Atlantic, i! there was any tif in the overhanging through which sunlighy sould come, capitalists might be encouraged to avail shemsatives of this outpouring of usable {ands in the shape of interest and dividends ; yet it is one of tho | saddest signs of the times that amid the all pervading @istrast there are tow who dare to onter upon fresh ‘enterprises or fortify the old, | da, 1074; new fives, 106% @ 1063); Erie, 1 | 1083, 44 | ris and Essex firets at 1183%, do. seconds at 110, do, The following were the rates of exchange on sow York at the undermentioned cities to-day :—Savannah, 5-16 premium; Charleston, par, 316 a 3%< premiom; Cincinnati, frm, 80 to 100 premium; Chicago, 25 to 50 premium; St. Louis, 100 premin New Orleans, com- mercial 1-22, bank %¥. The market price for the new fives at the time, on Monday, when the bids wero opened at Washington, was 118% a 118%, the price to- day is 118% 2119.
