A NEW LOCOMOTIVE. DESCRIPTION OF THE ENGINE INVENTED BY DR. GILBERT FOR USE ON THE ELEVATED RAIL- ‘War. Dr. Rufus H. Gilbert, projector and chief engineer Of the Gilbert Elevated Railroad Company, has com- aggericehanypen for an engine by means of which intends to convey passengers from ane point to another in New York at tho rate of at least forty miles ‘an hour, The requirements of a locomotive for an elevated railroad are moré various than for the ord!- Bary road, and hence Mr, Gilbert’s idea must prove interesting to ali civil and mechanical engineera, It 48 undefstood by those, who are at all familiar with the (Subject that in order to carry » definite number of persons a certain amount of weight must be in the engine, the main bulk of which must act directly on the drivers, It mw owing to this weight that the engine is enabled to stop and start without any injurious or unnecessary * revolution of its wheels, On the ordinary ground rail- Toad locomotive it is not material, as far as general ‘utility is concerned, whether the necessary weight is above or below the boiler; but for railroads constructed above the street it is necessary not only that the cen- tre of gravity of the locomotives shall be under the boller and near the track, but also that the weight shall be so arranged that it can be increased or diminished, Rccording to the weight to be drawn by the engino— that is, were the weight above the boller, the engine would be top-heavy and the passengers would be dis- turbed by frequent oscillationsof the train, while, could the weight upon the drivers not be adapted to the gon- eral travel along the route, the engine would be carry- {ng a burden with it that would not only retard its own progross, but alse pion teperad wrench and strain the iron of the elevated railway itself. ‘THE GILBERT ENGING. The woight of the new Gilbert engine is under the boiler, direetly between the drivers, close to the track. This weight can be secured either by the suspension of Weights or by means of a tank 0 ‘Ailed water. In the former instance, during the eighteen hours of the day when travel ia light, these weights can be reduced, and in the latter instance water can be emptied from the tank at any station at any time. By this ar- rangement of the centre of om the bo ity and peculiar manner in which the drivers work, as well as the swinging axles of the tender, the Gilbert engine can turn the most abrupt curves with the greatest possible case, without injuring the condition of the track or endangering the lives of the ngers, The Gilbert locomotive engine has four coupled wheels and one two-wheeled swing truck, The cylin- ders are 10 inches in diameter and have 16 inches stroke, The diameters of the driving wheels are 86 inches. The gauge is 4 feet cong inches, and the fuel is derived from anthracite coal The total wneel base 1a 18 feet 103g inches and the driving wheel base is 5 feet 6 inches, The boiler is made gpg ac of homo- geneous stool plates, one-quarter of an thick, riv- eted with five-eighth inch rivets placed not over two inches from centre to centre, while all horizontal seams at the waist and firebox are double riveted, All parts are well and thorougt! tayod and extra welded ae are fastened to inside, providing double hickness of metal for studs of expansion-braces. The waist is 86 inches in diameter, while tary Outside shell has s ‘‘wagon top’? 7 inches hi above the waist of the boiler, while the dome i located over the crown sheet, The tubes are made of charooal iron, lap-welded with Bp ferrules on their firebox and numoer Thoy are 7 feet 8 inches in length and 1% inchos in diameter, The firebox ts 40 in long and on the. inside 86 Inches wide, The crown sheet is supported by crown bars made of 2 pieces of wrought iron, the bolts of which are screwed through it, The bal puppet throttle valve ts of cast iron in the aerial arm of the dry pipe in the dome, The smokestack is of the straight pattern, The frames are made of the best hammered iron, im two sections, The main framo is forged solid, and ox- tends to the rear end of the water tank, with front and back lugs forged on for cylinder connections, THR MACHINERY. The cylinders are made of the best grained iron, as hard as can be worked. Each 1s cast in one plece, with flanges to attach it to the smoke arch. The drivin, wheels are four in number and are each inches in diameter, Their centres are of cast iron, with hollow spokes and Mier turned to 2 inches in diameter, to receive the tin. The axles are of steel with journals 4% inches in diameter ani are 6 inches in length, Tho driving boxes are of cast iron with brass bearings. Thesprings are made of the best cast steel, tempered in oil, while the equal- t: beams are of the most approved arrangement and have steel keys. The connecting and paraile! rods are of the best hammered iron, and are solid and finished with all necessary straps, keys, The feed water is supplied by one injector yea theres brass ord while the cab is of modern pattern, substan- Mey, built of bard wood. ¢ cylinders are lagged with babes yt neatly cased With brass and have heads of polished castiron. The Steam chests have cast-iron tops, with bodies encased im brass. The dome 1s lagged with Sieg) ns is algo the oper, half of the boiler. Throughout finisn is of finest order, The trucks are two-whecled, with a “@wing motion,” and radial bar extending to the cast- mes in the rear of the firebox. weighing tank is made of wrought iron, and ts located between the os underneath the voiler, and eeacere be able to sustain the weight of water wecessary at different hours of the day. It1s operated from the cab. PROTECTION FOR IMMIGRANTS. ACTION OF THE COMMISSIONERS OF EMIGRA- TION FOR THE CONTINUANCE OF CASTLE GAR- DEN AND WARD'S ISLAND, At the informal meeting of the Board of Commission- ers ot Emigration, held at the Union Club, on Satur- day jast, Mr. John B. Develin submitted the principal points of the memorial intended for presentation to the Legislature on the question of immigration. Dur- ing that day the same points were presented by the Board to His Excellency Governor Tilden, and were received favorably. Mr. Develin was instructed to prepare the memorial and transmit it to the Governor, at Albany, by the4P, M. Hudson River train yester- @ay. Mr. Develin was taken ill on Sunday, and has not yet been able to complete his labor. The docu- meat will, however, be forwarded to-day or to-morrow. It recites the recent decision of the Supreme Court of the United States relative to the unconstitutionality of the laws of the State of New York requiring immigrants to pay $160 as a commutation i) for their care and soneee if they become sick or destitute and a char; this State within five years after their arrival at NT} port, as required by section 7, chapter 523, of the Laws Briss, “it. also sets fortn the sivuation in which the property and affairs of the State under the c! of the Commissioners o! Emigration have been pl: by the decision referred to, and closes by recommending that an immediate age be made by the see for the continuance of the Ward’s Island hospitals at Castle Garden as a landing bureau, for at least one year, in order that the immigrants to arrive may be erly eared for, and that the honor of the State, those who paid the commutation fee previous the wendering of ine United States Supreme Court fog io may be effectively maintained until Congress taki definite action. "ne Commissioners wil! meet informally at Castle “werden to-day to sign the memorial. Meanwhile the usdal routine of business will be continued. ‘The various steamship and railway companies ex- press their approval of the manner in which the pres- ent Commissioners of Emigration bave performed their duties, and the said companies earnestly hope that Castle Garden will not be thrown open to the horde of irresponsible boarding house runvers, agents, swin- dlers and threves that in former years fleeced the newly arrived immigrants of their money and pagange. The "Teerage passengers by the steamship Republic, forty-four in all, were landed at Castlo Garden yester- day. Steerage passengers arriving by all other tines, excepting the Cunard, will be led at that point un- ul farther orders. LEASING CITY PROPERTY.
