BOARD OF EDUCATION. —_-_—_. THE RIGHT OF THE CITY SUPERINTENDENT TO EXAMINE THE EVENING HIGH SCHOOL—THE EVILS TION OF THE COMMITTEN ON BYLAWS, ‘The regular meeting of the Board of Education was held yesterday, President Wood inthe chair. There ‘was a large attendance of Commissioners, and as tt was generally anticipated that some important questions were coming up for discussion the proceedings were awaited with considerable interest, ‘The minutes of the provious meeting having been ap- proved the usual preliminary routine business was disposed of. ‘The report of the Superintendent of Truancy from March 1 to 14, inclusive, set forth that the total number of cases investigated by the agents was 978, Of this number 755 were not classed as truants, leav- ing 223 truants and non-attendants, of which number 218 have been placed in and returned to school and five committed to the care of the Society for the Reformation of Juvenile Delinquents. A communication from the City Superintendent was read, setting forth that the principal of the Evening High School had refused to allow him to make an ox- amination as required by law. The Superintendent of the Evening High School also sent in @ paper stating his reasons for doing so, to the effect that for the past ten years there had been only one examfnation and ‘that was by special resolution of the Board. Commissioner Halstead moved a resolution that the two communications and the question as to the duty of the City Superintendent to make an examination be referred to the Committee on Evening Schools, Commissioner Wetmore moved a substitute that the City Superintendent be directed to inspect the Evening Righ School and report to the Board. Commissioner Goulding submitted in forcible terms that there was no necessity for the resolution or the bstitute, as the law made it the duty of the City Superintendent.to make an examination, He needed ‘no instruction from the Board, as his duty was clearly set forth. Commissioner Hazelton considered that it would be @ want of courtesy to the Evening School Committee to pass such a resolution as was proposed by the sub- stitute, Commissioner Klamath said he was in favor of the substitute, but he submitted that no discourtesy was in- tended, as the question at issue was upon the interpre- tation of the law bearing on the subject. The substitute was conciliatory in tone, and would settle the question. for all time to come. Commissioner Beardsley submitted that the City Buperintendent bad no rght to examine the Evening High School; if he had a right to do so then ho was justified in examining tho Normal College. Commissioner Fuller brought what promised to be a long debate toa satisfactory close. He thought that as things were going on they would have to call an advisory council, He offered an amendment, that the Tesolation and substitute be referrea to a joint com- mittee, consisting of the Committee on Bylaws and the Committee on Evening Schools, which was adopted, Commissioners Goulding, Yoting in the negative. . OVERCROWDING THE PUBLIC SCHOOLS, The clerk read the following report from the Com- mittee on Bylaws, to whom was referred the report of the Committee on Buildings in regard to the capacity o1 the various schcol buildings and class rooms, pre- sented in May last, and who were instructed to report to the Board of Education what additional regulations were needed in order to protect the health of the pupils of the schools from the evils of overcrowding :— After a careful consideration of the report referred to them, and of the whole subject to which it pertains, they are satisfled that many of the class rooms, tice ularly in the primary departments and schools, are much too crowded. - Various causes have combined to bring about this state of things. First—The vast and rapid increase in the population of the city—particularly in certain wards—has rendered it quite impossible for the Board, with the amount of funds placed at its Ue sort to supply additional accom- modations as fast as they have been required. Second—Partly for the same reason, in the construc- tion and internal arrangements of the schvo! buildin 2 8 the class rooms have been made too small and have been furnished with more seats than correct sanitary principles and a proper regard tur the health of the pu- pils would have dictated. - Third—The local school officers, naturally desirous that the schools under their care should be la! flourishing, have in many instances failed to exercise the authority legally conferred upon them in the man- agement of the schools, in order, by salutary regula- lions, to check this great evil af overcrowding. Fourth—The principals of schools, zealous in their desire "for a large number of pai and in their com- petition in this respect with neighboring schools, often, also, urged and harassed by the constant importunity of parents, have in many instances crowded their class rooms by admitting m Fst jnto them than their capacity would permit. of course, has been done by ap exercise of. their rs authority, uplimited as it has been by avy regulation, either.of the Board of Education or of the ward trustees, Independently of the matter of the overcrowding of the class rooms there is no doubt that a more eilicient system of ventilation is needed in our school buildings to make their sanitary condition in all respects satisfac . But the excessive number of pup! Y ge ties in rooms, ‘with but little regard to their size, an plication. of any guiding sanitary principle i8 a fact independent of this, since no system of ventilation can be adequate ‘unless a proper amount of space per pupil is supplied. Hence your committee, in their atiention to this point, have endeavored to obtain all accessible information as to the proper amount of floor space and cubical air space, which, in the furnishing ard occupation of the class rooms, Should be allowed to each pupil, and in arriving at a conciusion on this point they have ava‘led themselves of the assistance of the City Superintend- ent, who bas corresponded with experts on the subject, bs made an investigation of it in other respects. The opinions of experts diflor greatly in regard to the proper amount of air surface that should be allowed per pupil; but all agree that this should be very much more than is at present allowed in most of our primary depar:ments and schools. And here the committee have felt much embarrassment, from the fact that any tand sweeping reform in thts particular would be ins of excluding from the schools a very large of pupils, They fecl, however, that some reform sane be made ard t there should be some general ion of the Board to serve asa guide to trustees incipals in the admission of pupils, che to some extent at least, upon “the excess: crowding of the classrooms, which is now so great an evil, and against which so many complaints are made. ile, therefore, they do not feel warranted in rec- ommending the large allowance of air space per pupil which many sanitarians of high reputation deem re- quisite, they herewith submit & minimum allowance ia this respect which, when compared with the condition of things now existing, will be scen to bea great and beneficial change, while the other regulations herewith submitted are calculated to reduce in a short time the attendance of some of the schools now excessively crowded, and prevent the evil in the future by pro- bibiting principals from admitting more pupils into their schools than can be preperly accommodated. The effect of this rule would also be to equalize in some re- spects the attendance in different ‘sobools and wards, ‘This is much needed, since often certain schools are crowded to overflowing, while others in their immedi- ate vicinity are but partly filled.
