Jay Gould bas been both lion and unicorn; or, in terms which will express it more clearly, both bull and bear The feeling of depression which was so clearly evi- dent at the close yesterday was practically manifested sat the opening to-day, when the entire market was forced for sale, with a consequent concession in prices} ‘This bear spasm was not, however, a lasting one, for ‘before an hour had passed the market was tending ‘the other way, which it continugd to do until the close, We have stated that Gould was to all appearances ‘both bull and bear in to-day’s operations, and this ‘duality of form was shown in the record of transac- ytions, Western Union, as for some days past, has been the ‘barometer which operators have studied as a guide to their general operations, This morning it exhibited a ‘decided inclination to change its record from “threat- -oning,”’ as registered yesterday, to that of “foul” to- day, and the goneral list, like shipsin a gale, scudded 4ntoasafe harbor as fast as possible. However, it ‘turned out to be nothing but a white squall, after all, ‘Deing but brief, and when the skies cleared the fortunes rof the market cleared also, Tt was at this juncture that Mr. Gould lianas upon tho Bcene, and, by his purchases and consequent sup- ort of Western Union, re-established a firmer feoling ‘throughout the market, The only inconsistency was ‘in the erratic course of Pacific Mail, whicli for a time ‘ran counter to therest of the list, and was pressed for Salo by Gould’s brokers in the face of an otherwise strong market. At the close, however, the fancy showed better @igures by one anda haif per cent than had at one ‘timo been made, and closed at the best price of the day. It isa somewhat difficult problem to solve the ‘course of the stock market, but it is reasonable to suppose that the entire matter is in the hands of the diminutive despot of Forty-seventh street Tho declino in Western Union from 80% to 71 has offered an attractive opportunity to cover shorts, which Gould has ayailed himself of, anda moderate’ spurt upward will present fresh opportunities for es- tablishing another short line at higher figures; which ‘Be willalso doubuless avail himself of. As has been for months past the business of stock ‘speculation is still confined to professional gamblers, and all the talk about the Centennial year and the re- ‘vival of general prosperity has failed to attract the public within the walls of the Stock Exchange. Tis true, and pity "tis ’tis true,’”” but Jay Gould and others of his kidney are the prosperity or the adversity of stock speculation, and prices of securities are good, ‘bad or indifferent as these worthies may vote them to de. THE FOREIGN MARKET. The Bank of England directors at their regular weekly meeting this morning made no change in the minimum discount rate—4 per cent. During the week the bank gained £261,000 builion and to-day the further sum of £25,000. The reserve of the bank is now 4334 per cent of its lHabilities; last week it was 42% per cent. The Chicago merchants are still agitated about rail- way discriminations against thatcity. Ata meeting held on the 2ist inst., for the purpose of forming a cheap transportation association to co-operate with the association of like name of New York, Mr. Dater, a member of the committee, stated that he had informa- tion that a contract had been made for the shipment of 500,000 bushels of wheat from Milwaukee’ to New York at 35 cents per 100 Ibs., 10 cents less than the rate from Chicago, The contract was made with the Detroit and Milwaukee Railroad, which receives the wheat via steamer at Grand Haven and transports it to Detroit; thence, it is believed, it goes by the Great Western to Suspension Bridge and thence’by the Erie Railroad to New York. If this is so it shows that the Erie Company has taken a lesson from the tactics of the Baltimore and Ohio, and while keeping to its agreement as to the rates from Chicago, outwits the Vanderbilt lines by prorating with roads not in the combination from competing points. The Mariposa assessment, levied by the California Board of Directors February 21, wiil become delinquent March 24. The January expenses of the company amounted to something over $38,000. Advices from Washington state that the Senate laid on the table the motion to reconsider the conference report on tne 3,65 bill. The report now goes to the House for its action. Fight hundred hands were thrown out of omploy- ment in Paterson yesterday by the closing of the Phenix Silk Mill of Messrs. B, B. Tilt & Son, of Broome street, New York, whose failure has already been noticed. It 1s expected that the mill-will resume operations om Monday under charge of the assignee, to Gnish out the silk already upon the machines, and whether it will continue longer willprobably depend upon the settlo- ment that may be effected with the credit- ors It is reported that Tilt & Son have made an offer of eighty conts on the dollar, If this could be paid the creditors would doubtless be willing to settle, The total liabilities of B. Officer Locke, of the Third precinct of Jersey City, was making his rounds along Hoboken avenue om Wednesday night while the cold snap was mort severe, when he heard moans of distress proceeding from the meadows. On making a search he discovered a laborer named James Mackay, who, while intoxicated, had stumbled into a pool of water, and, being unable to ex- tricate himself, was freezing to death. The officer hauled bim out, and, as he was unable to walk, he was half carried, half dragged to the Kock Tavern, where he received immediate ntion. Both hia hands and feet were frozen. He was subjected to a vig- orous rubbing and received dry clothing, after which he was conveyed to the police station and attended by the police surgeon. About the same time Officer Short found a middle- aged Woman, named Margaret Bodine, lying in astace of anconsctousness on Hoboken avenue, She, too, w intoxicated. The oilicer provided her with lodgings im the station for the remainder of the night, ANOTHER TUNNEL EXPLOSION. An explosion occurred on Wednesday night in shaft No. 6 of the new tunnel of the Delaware and Lackawanna Railroad in Jersey City, by which two men, named John Farrell and Patrick Hanley, were severely injured, Farrell 1s foreman in the shaft, and ho was standing beside Hanley while the latter waa affixing the nitro-glycerine caps to the powder cartridges. Legal proceedings were commenced yesterday by Dr. Eddy, Superintendent of the Lunatio Asylum of Hud son county, N. J., to test the validity of his re-election to that office by the Board of Freeholders. The Direc tor-at-Large used to concur in the appointment, threateng the Freebolders before a ballot was takes would not approve the election of Dr. Eddy.
