FINANCIAL AND COMMERCIAL A Field Day for Bears—Prices General Lower—Sharp Running to Cover. GOLD STEADY AT 1141-8. Further Shipments To-Day—Money on Call 3 1-2 and 4 Per Cent—Foreign Exchange Firm—Government and Railway Securities in Good Request. R Wat Sx Wepwespay, Feb. 23-5 P, x} ‘The quasi-historical {act that a certain King of France once marched his men up 4 hill and th marched them down again has met its parallel tn the story of last week’s Stock Exchange doings. The manipulators for a rise advanced their columns to the point of victory and then retired, The dead and wounded are personified by the buyers at extreme prices, who are celebrating their own funerals or look- Ing after their own hurts, To Western Union may be ascribed the reaction of the entire market. It has been the little leaven which bas leavened the whole mass, but, singularly, the fer- mentation has produced a fall rather than a rise which, shemically, it would have done. The topple over of the telegraph fancy a few days ago was the straw that yroke tho camel’s back of advancing speculation. The market hesitated, tottered and then fell, and it has continued to do so ever since, Western Union has proved itself as infectious to the stock list as @ case of measies in an orphan asylum and no nursing or physic seems to be of much avail. The familiar but dolorous chant of ‘no bottom’’ was heard again to-day on the floor of the board when stocks were pressed for sale and buyers were timid. ‘It was like the wail of the banshee that haunts the houses of the old Irish gentry when disaster or death ie impending. It is not to be sapposed, however, that matters are going to assume any such serious phase as these warn- ing words would indicate, The history of the matter is simply that a number of shrewd, wealthy stockjovbing — capitalists took hold of the market when in a hopelessly depressed state and by means of plausible tales of reviving trade, in- ereasod railroad earnings and a general highfalutin teference to the glories of the Centennial show suc- ceeded in cajoling a few outsiders and fewer inside pro- fessionals to follow their lead, ultimately te saddle thera with their stocks. This has been the history of the recent bull move- ment, ‘Only this and nothing more."” ‘There is an axiom in mechanics that the strength of a rope is measured by the strength of its weakest part. Western Union was the weakest strand in the Stock Exchange cord, and when that gave way there wasan tnd to the twist which the bull party had wound about the market, There were ugly rumors afloat to-day in regard to the probable passage of the next dividend on Western Union, and the price fell off one and a half points trom she opening under this depressing influence. Lake Shore quickly took the infection and receded from 65% to 63%, at which it closed, with every indi- cation of getting no better fast and of a worse head- ache to-morrow. Of the fancies, Erie seemed to hold its own about the best of the lot, due, probably, to the very irregular and “fishy” advertisement over the esteemed name of Maitland, Phelps & Co., to the effect that this firm would cash the past June and December coupons of the company’s fifth mortgage bonds. In a general view the market may be regarded as dull and decidedly weak, with a pronounced bear feeling existing and a clear leaning toward lower prices. The bulls having made a vigorous and successful campaign and having realized upon their ventures, no doubt are quite willing to see the market sag down to materially lower prices, when a new basis will be yeached for a fresh and promising upward turn. Gambling in stocks is an uncertain venture at the best of times, and the course of the market cannot better be expressed than in the language of the babes and sucklings, to whom we are referred for words of wis- dom, when they chant the nursery refrain of— Here we go. up, And here down, down; Here we go, backward and forward, ‘And here we go, round, round, round, THB SALES TO-DAY. ‘The transactions at the Stock Exchange to-day ag- gregated 186,500 shares, which were divided among active stocks as follows:—New York Central and Hud. ton, 1,170; Erie, 9,600; Lake Shore, 42,400; Cleveland and Pittsburg, 200; Northwestern, 15,200; do. pre- ferred, 5,635; Rock Island, 6,000; Pacific Mail, 14,850; Bt. THE FORKIGN MARKET, London advices report consols steady and United States bonds lower, especially for 1867's. The decline im this issue is generally attributed here to the receipt on the other side by mail of the proposed increase in the 44 per cent bonds by Congress. To-day consider- able orders were cabled over from New York for bonds at the reduced quotations, and as many of these orders could not be filled the prosumption is that the market at London became firmer after the early quotations, ‘The rate of discount in the open market at London for three months’ bills is 33g per cent, or 3¢ per cent below the bank rate. The following are quotations at half-past five P. Another meeting of the committee wil) be held next Wednesday, TELEGRAPHIC ITEMS. The speculative directors of the Western Union Tele- graph Company express themselves very (reely upon the subject of the recent reduction of rates by the At- lantic and Pacitic Company, They say that they pro- | pose to make one final settiement now, and, if neces- sary to accomplish it, suggest that the Western Union shall, for a period, take all business offered for the com- peting points at merely nominal ratcs, As the result of this anticipated reduction, well informed parties to- day were freely making predictions that before the con- test is ended Western Union will be several pots Delow the present figures.
