FINANCIAL AND COMMERCIAL, |< Yin Old Fashioned Bear Raid—Stocks Gener- : ally Lower—The Market Deci- dedly Unsettled. AGOLD 113 1-2 A 113 3-4 A 13 5-8. (Money in Free Supply on Call at 3 and 4 Per ' Cent—Foreign Exchange Firm—Govern- ment and Railroad Bonds Steady. Watt Srapet, Weoxxspay, Fob. 16—6 P. M. } There is an old saying that “it is the early bird hich catches the worms.” To-day the early birds re such brokers as sold the market in its early hours, and the vermiculars captured were the profits ‘prising from the declme in the same, ‘We announced yesterday morning the tact that the \Atlanticand Pacifio Telegraph Company bad concluded pon an abatement of rates. Our contemporaries, f twenty-four hours’ delay, have discovered the eer fact, which they publish in to-day’s issues. | This concurrent testimony has acted unfavorably ‘Mupon the price of Western Union, and the weakness of Wthis favorite stock has had its effect upon the whole market, , ‘This little leaven has leavened the whole mass and ned a falling off which is quite contradictory to fee usual course of things in baking circles, where a ‘ise is expected from the same agency, And it has oc- jeurred in this way. The general market started off }irm and buoyant, as it. closed last night, particularly the granger stocks, but, like a railway train under headway, it was subject to the application of the and when Western Union sulked and doggedly Fefused to be hilarious it was discovered that the [favorite Speculative was a formidable obstacle to arther progression. There was no merit in a strong jpull unless it was a pull altogether, and Western Union jwas the ablest hand of the lot, and could not be spared iat ay price. » Falling this assistance, the market speedily turned Yo the downward tack, and when business closed at Bhree o'clock there was many a bull hungering after i*fresh fields and pastures new.” It was remarked, too, that one or two of the notorious grizzlies which inhabit the Twenty-third street bear garden were [prowling about the precincts of Wall street, and de- Muctions unfavorable to a further rise were drawn from this appearance. Whatever influence reigned over the market this wfternoon it is quite apparent that the bull movement, rwhich has now been going on for some sixty days, has Weeeived acheck. It maybe a mere temporary reac- Bion or it may be a permanent one. Theentire manipu- ation is go entirely in the hands of professionals that mny mere judgment of what should take place is as Likely to be wrong as right. It is only safe to direct attention to the fact that Btocks are decidedly lower and that a bearish feeling Abas set in, based upon the belief that recent operators for'a rise have got ria of their stocks. If this theory be true, for which good reasons are Biven, it will not be unreasonable to look for a set back to lower prices for a season, with an eventual balloon scension when time and prospects favor. ‘There was but a mild market among the tissue pa- pers, Hannibal and St Joseph being the most remark- able for weakness, ‘The Consolidation Coal Company to-day re-elected Mr. Allan Campbell as President, with Mr. H. Hicks @nd Mr, H. Roussel, severally, as secretary and Sales ‘Agent, We unders:and the vote was a very complimentary Pne to Mr. Campbell, and we trust he will be equally as eficientas Commissioner of Public Works as stock- holders soem to think he has been in the coal company. Gazette is authority for the state- ment that contracts have been made and signed for the grading of that portion of the Chicago and Lake Huron Railroad uncompleted between Lansing and Vernon— the latter the junction of the Detroit and Milwaukee Railroad—a istunce of about thirty miles. This leaves only sixteen miles to be placed under construction— from Vernon to Flint—to give the Grand Trunk Rail- road an independent connection with Chicago and render the eastern ports free from the control of any of Mr. Vanderbilt's lines, How does it affect the com- merce of Now York? The Ohio Senate has passed the bili granting $6,000,000, additional aid, to the Cincinnati and South- ern Railroad Company. The passage of the bill by the Assembly is to be urged by a committee of one hundred of Cincinnati’s business men, who have visited Colum- bus for that purpose. Adespatch from Chicago to-day says that the new tariff adopted by the Western railroads wenfinto effect yesterday. While the rates are said to be fair it is not expected that the cross lines will adhere to them, Mr. Smith, General Agent of the Chicago and Alton Road, has received telegrams from Messrs. Vanderbilt, of the New York Central, Jewett, of Erie, Scott, of the Penn- sylvania, and King of the Baltimore and Ohio roads, stating that they are pleased with the action taken and that they would co-operate with the Chicago roads. Mr. McCready, recently @ director of the Haunibal and St, Joseph, has resigned in consequence of ill health, and the vacancy is filled by the election of Mr. J. D. Stevens, who is at present the General Manager of the company. This gentleman was formerly the manager of the Missouri, Kansas and Texas Railroad, anda resident of Missouri.
