iY RAPID TRANSIT. — {CONTINUED FROM EIGHTH PAGE.) horse railroads which averaged an annual carrying ‘trade of 17,000,000 ers each. These ie roads bai averaged more passengers than 6,000 miles of steam roads in the State. The speaker proceeded to contrast the. work daily by the Third avenue horse road with that accomplished by the steam cars on Fourth avenue, and endeavored to prodace a showing, ‘which on the face of it seemed very unfavorable to the’ steam cars. The proceedings were at four o’clock adjourned until eleven o'clock to-day. FINANCIAL AND COMMERCIAL Stocks Irregular—Granger Securities the Principal Feature of the Day. GOLD STEADY AT 13 L301 Leda U3 1-8. Money 3 and 4 Per Cent—Foreign Exchange Quiet—Government and Express Stocks Strong. Wat Street, } Monpay, Fob, 14—6 P. M. Capital is conceded to be a plant of delicate growth ‘and apt to be blighted by the “nipping and the eager se? of disturbed confidence. The stock market fs carcely more hardy and is influenced by changes of weather. A bright day, nine times in ten, fcreshadows @uvely trade and advancing prices; a rainy one por- fonds dulness and decline. If by any chance the en- ‘ire population of the world were subjected at one and the same time toadriving rain storm and a biting gale of wind it fs doubtful if every mother’s son of them would not take a bearish view of things and be generally down on his luck. But New York stock brokers are not like the rest of the world, but more akin to Mark’ Tapley, who, looked ‘ightest when things were blackest, Alter all, ex- © :ptions prove rules, and one of these exceptions’ was proveil to day, when, under tho influence of a dreary, rainy northeuster, stocks not only held their own, but actually advanced to higher prices. Whatever there was of doubt manifested itself in the first hour or two, when dealings held fre; but shortly after there occurred a surge upward of the whole list, which advanced “despite of wind and weather.” Old Bishop Berkeley showed himself a long-headed prelate whon he announced the opinion that Westwardthe course of empire takes its way, and tne shrowd operators of the street showed equa, acumen when they sought the Western fancies as the most favorable speculation of to-day, They may have ‘aot known onongh, like His Grace, to put their reasons in rhyme, but they were astute enough to place their monoy in what offered the best and speediest return, Bo the St. Paul and Chicago and: Northwestern securi- ties were the features of the market, as they hada right to be under the circumstances. Referring the Yeader to the detail of prices'in another column we de, tire here to remark that the so-called granger stocks manifested from first to lastastrength and activity which showed faith ‘in their value that even the re- ports from Washington to the effect that the Supreme Dourt had failed to render a decision and might not do yo before May failed to check, The most noticeable rise was in St. Paul common, the first recorded sales of which were at 4214 and the, Jast 4544, tho latter being but a single fraction off the Dest of the day. Almost the entire list participated in the good feeling engendered by the buoyancy of the stocks we have commented upon, particularly Central and Hudson (which touched 1153¢, the highest point im its history), Rock Island, Michigan Central and American aad United States Express. There was an advance in the latter of nearly 33¢ points, based upon dividends promised in the future of eight per cent per annum, and a highly profitable con- ‘tract with the Erie Railway Company. Lake Shore, Pacific Mail, Ohios and Western Union ‘were neglected and exhibited limited transactions with fractional fluctuations only. Toward the close there was manifested some desire to realize profits, and prices, affected by a marked and sus- picious weakness on the part of Western Union, were quoted at three o’clock as something off from best figures and with a declining tendency. Western Union, which for some time back bas shown ia pretty good form, mado rather poor work of it in to-day’s running, and wout under the string at the finish among the last ©. the lot’ The irrepressible ‘‘nigger in the ferce,” ‘whom we have frequently alluded toas hanging about gaese premises, and whom we hoped had been exiled to aberia or sent to school at Fisk College, suddenly put "a an appearance this afternoon, Although dealers in the stock had an inkling that ‘omething had gone amiss the street was bare of any vertain information up to the time that operators had “(for home. We have tho following from an author- ative souree:—“The Atlantic and Pacific Telegraph vumpany will give notice to-morrow of their intention reduce their rates for messages fiftcen to thirty per cent to all points reached by their lines, This reduc- won isto take place at once, and is not intended a “tock-jobbing Manw@uvre, bat is to be the xed, perma- ent policy of the corporation.” They report their lines as being in a first class condi- ‘ion, and mean to give the public the benefit of a cheaper tariff, combined with a satisfactory service. They have aiso made such arrangements as will give “hem tho complete contro! for a number of years of the ~‘'merican District Telegraph Company in Philadelpbia— mo small advantage when it is considcored that this latter company will have some sixty offices in the Cen- tennial buildings and grounds alone. For the willingness and desire to foster the wide- ppread demand for a cheaper telegraphic system the Atlantic and Pacific Company deserve the thanks of press and public alike. THR SALRS TO-DAY. GOVERNMENT BONDS. ‘Th continue to show the existence of s strong investment fever, and in some instances the prices es- tablished to-day are among the highest yet made in speculative history of this class of American securities, The dealings were large. Between the abundance of available money and the desire of its posses- sors to employ the same safely it is but a natural sequence that what is really good and well fortified should command attention. This, and this only, is the 1000 do. reason why government securities outrank others that pad > y 0. are more speculative, dangerous and uncertain, albeit forthe moment they may seem the most proiltable. Moypay, Feb. 14—6P. M. At the Produce Exchange about the most important thing done was the reconsideration by the Board of ‘Managers of the December resolution taxing the repre- sentatives of the press $50 per annum, which gained for them such an immense notoriety. In reconsider- ing thetr previous action the Board evidently en- deavored to let itself drop from its untenable position very tenderly, throwing the responsibility of their action upon those members of the Exchange who were opposed to their action, Inasmuch as these comprise nearly the entire membership, while they are in the right, they will probably ry willingly accept of the responsibility thrust upon them, There was very little business trangacted to- day, either on or off ‘Change.
