10 THR STATE CAPITAL Announcement of House * Committees. SKETCH OF SOME OF THE CNAIRMEN. ee Proceedings in the Senate and Assembly. TILDEN’S LATEST MOVE. Great Alarm About the Spring Election Proposal. Axwayy, Jan. 6, 1976. Both houses adjourned today until Tuesday next, after being little more than balfan hour in session. Whe Senate was occupied chiefly with a pereonal expla- mation from Senator McCarthy in regard to statements 4p two Albany papers to the effect that he objected to | allowing the stonecutters to resume work on the new Capitol He denied the charge, and said be simply wished to gee the law comphed with, which provided tu the first limitation that, before any sum exceeding $00,000 could be expended, pi: story should be approved by the commission. This ad not been do: and he therefore objected. The aew Capito) pas been an object of tender concern te the people of Albany. By a recent report of two engi- acers, which it is expected will soon be forwarded to the Legislature, the building is faulty from bottom to top, but the Albany people who are identified with its con- struction care nothing for that, as the thing has proved 0 rich # placer. at the bead of the commission, and bis friend, Hamilton arris, Senator for the Albany district, is the advocate vf disregarding the conditions ef the law and expend- ang the legislative appropriation without due warrant, Harrie voted with the republicans, who are pledged to ‘oppose a spring election for New York city. MoUarthy 4 determined to oppose Harris’ bill to repeal the limi ‘tation of expenditures on the capitol, Woodin sustains McCarthy aud Robertson sustains Harris, and here, again, the party 8 divided exactly as it was in the election of Kovertson. CONTRSTED SEATS, Senator Woodin, who is a particular friend of Jacobs though both are on opposite sides in politics, offered a resolution requiring Cavanagh to file, within ten da; his reasons for demanding Jacobs? seat, Jacobs’ case goes to the Committee on Privileges and Elections, but that of Vedder, whose seat is also contested, will be | isa tall | charter and could be effected with ease aud cot s of the legislative | | and recommend a stronger and more binding covenant Lieutenant Governor Dorsheimer is | | Bogart; Librarian,’ William M. Ireland; Assistant Li- taken in charge by the Judiciary Committee, as the | ‘question involved is not one of fraud or bribery, bat whether a person holding the position of Register in Bankruptcy can at the same time act as State Senator, PROCEEDINGS OF THE HOUSE. Tho great feature in the proceedings of the House was the reading of the list of committees’ The Cham- ‘ber was uncommonly full, and there were many pres- ent beside the members who had a deep interest in | ‘Anowing the formation of the committees. The lobby _ ‘was in force, and the rural districtsjwere represented by able-bodied, strapping fellows, fresh from the plough and well able to discharge the heavy and laborious ‘duties of committee clerks and messengers. It was a great relief when @ list of committees was finished and ‘he fate of every member decided. A dense mob gath- ered around the Clerk's and Speaker's desk, clamoring Jor pens, pencils and paper, and, above all, for the blue Vook. the indispensable nade mecum of every unfledged Jegislator, Everybody was preparing to go home, and there was consequently much bustling about the Cham. | Der, gatheringhats and overcoats and interchanging temporary farewells. | Speaker Husted was hustled about goodnataredly and ‘wongratulated op getting a heavy load off his heart and hands, ARREARS OF TAXES, { Mr. Strahan’s bil) relating to the arrears of taxes is a ‘Very important measure. The taxes in arrears in New ‘York city are said to be nearly $20,000,000, and the ob- © Jeet of the bill ig to induce the persons in arrears to pay up. They are now subject to # penalty of twelve per cent interest, and it is believed that :f a five per cent penalty was taken off this many of the back- sliders would be only too eager to come up to the “cap- tain’s office and setile.”’ So those who do feel inclined to pay what they owe will have a chance to escape the Jul penalty of twelve per cent, provided they pay up within @ year after the passage of this act CUTTING DOWN SALARIES, Mr. Fish evidently believes with Mr. Bixby, whose . charter outs aown the beavy salaries of the New York ‘city offcrals all round, that there are many good men in New York who would be willing to serve the city Honestly a8 Commisioners ior a great deal less pay than the present Commissiovers are now receiving. 1t was this idea doubtless which moved him to draw up the bill which he introduced to-day, and which cuts the | Mayor's salary down from $12,000 to $10,000, Exes the | Lomptroiier’s at $10,000, the Corporation “Counsel's At tbe sane figure, President of Board of Police, $5,000, and the other ra eel 55 President of the Department of Parks, 5.00 Phesident of whe Fire Department, $5, 000 The saiaries of the President of the Department of Public Charities and Correction, of the Board of Bealth, of the Department pf Taxes and Assessment, of the Superintendent of Builuings, are also fixed at $6,000, Ail the other Com- Missioners, with the exception of the Park Commis- Bioners, other than the President, who geis nothing, are to get $4,000, A ONILL WITH A YRNGRANOE. ‘The cumulative sentence passed upon Boss Tweed bas bad ite effect on Mr. O'Neil, of Schemectady. He Introduced a bill to-day in the House which provides that when a party is found guilty by a jury on several cing the prisoner (hat his term of imprisontent on second count sbali begin after the expiraiion of the ‘and £0 on to the end. How Mr, O'Neil can manage to make a second term of imprisonment pot foliow the first is rather a puzzler. It may be that he has adoubt of an indictment the judge shall specify in sen- | in bis mind as to whether some judge might not for | the sake of originality sentence a prisoner for his second term, ty be followed ab its expiration by the firs THR POOR LABORING MAX, \ ‘The labor question was well attended to to-day, bills Deing introduced to fix the laborers’ pay at $2 4 vay Common Council authority to de the ‘fixmg, by Messrs. Mater, Fallon and Gaivin, It will be remembered that ‘Mr. Morrtesey got a day abead of all bands with bis Dill yesterday. PAUPERISM AND TRMPERANCR. Mr. Schieflelin’s Pauper bill does not affect the county ef New York, and the bill be introduced Wis afternoou dm relation to excise simply repeais the act of 1874 for the intemperance in Westchester. Mr, Schiet 's idea is probabiy oe ‘the bili has don Mts work, wod that Westchester co: exveptional safeguards to Koop her from going on a Rpree. He has alsoa bill on tbe flies already to repeal the City Registry act, NO BORE 106 ROLLING. Kr. Whiteon’s bill introduced to-day relating to elec. tons is only a forerunner of the vew anu Tam oany charter. lt provides that tne ballot and ballot box now marked ‘General, No 2,” shall an New York city bereafter be marked “ No. 2" aad provides for another ballot and box 10 be marked “City ami County, No. 3”? On this laiter ballot merewter the candiiates fer city end county oficers, with tne exception of Aldermen, will be and by this means we will not have a repetition of the farce "ot eiectiuz the State officors on the same Aicket with most of the city and county officers, as is wsual under the present system, The advantage of tbe a reform can be seen ata gianoe when it is Porke ww wand that at the last election in New York city there were tome sixtecn or sevenieon different candidates on the stick peral, No, 2,"" inclading 'y amd county and Stue odicors. adoption of Mi Whiteon’s bil will go toward making local candidates stand on their own amerite iastead of trusting tor success tu the popularity of State officers who are rumeing on (be same ballot as ibemecives, i MAKE CP OF THe CoMMIrTHxs. ‘While the general make up of the committers ts ap- roved of there are members who take <r wo spre tmevis. Waddell, of Warren, and Monroe, of Onondaga, are chairmen, are not of great importance. There is, however, the subcommit- tee, of which Graham, of Monroe, is chairmap. This js an important committee, because it 18 @ small Axsem- bly in itself that deeides the fate of many bills com- mitted to it at the end of the session. TILDEN'S LATEST MOVR. Attorney General Fairchild left bere to-day with pri- vate instructions from Governor Tilden, to find out all about Bixby’s charter and the extent of the support it receives in New York. After the Governor had the Hexatp synopsis and perceived that retrenchment to the amount of $1,000,000 was contemplated by the | venience by lopping off sinecures and useless offices, and reducing extravagant salaries to @ reason- able figure got slarmed for Tammany Hall, to which looks for bis main sapport | in =the National Convention. Fairchild was instructed as 1 am informed by one who, in political parianee, ‘comes from the inside,” to sce Jobn Kelly | with the Custom House republicans. The Governor is keenly alive to the fact that the success of the new ebarter, and a poring election will be the finishing blow to Tammany Hall. Itis an apti-Tammany movement from beginning to end and is cordially imdorsed by all country democrats, The only way of defeating it in the Senate is by an alliance between Tammany Hall and such republicans as wear the yoke of the Custom House, Great efforts will be put forth to this end. Next week we expect to sce the greatest gang of Custom House politicians that ever came to Albany. THE PROCEEDINGS. SENATE. ALBANY, Jan, 6, 1876.
