The imme- liate cause of the recent outburst of indignation was an alleged inequality in the rates from Boston and New York to the West, our own railroads being charged with discriminating against the tradeofthiscity. The Hxratp as already shown that at this particular timo this alleged discrimination was more imaginary than real, Decause the great balk of tho business from New York was still being done under contracts made last sum- mer at lower rates than those complained of from Bos- on, Upon this point Mr, Willum H. Vanderbilt, at the recent conference with a committee of merchants, expressed himself as follows:—‘‘During the summer the freight rates were ruinously low, and in September she Now York roads advanced them to fifty cents on Grst class, Most of the business had since been done at special rates, however, and it was supposed that the anxiety of the merchants on the subject was due to tho fact that their contracts were about expiring. When the rates were raised it was not intended to in- jure New York merchants, but to get paying prices for small floating business, In November all the trunk lines proposed an increase of rates to seventy-five cents, believing that the New York merchants were protected under their contracts,” Hero.is a confession that seems to furnish to the Now England and Canada railroads a suflicient reason why they could not adopt the New York schedule estab- (ished in November, as Mr. Vanderbilt says expressly, “to get paying prices for the small floating business.’” Had. they done so it would have resulted in Boston paying seventy-five or eighty cents for what New York was paying only thirty cents on the bulk of its busi- gQess—a result over which the average Boston merchant would have waxed exceedingly wrathful and made the (ocality of the “Hub” particularly “hot” for its railroad officials, However, the agitation of the subject has resnited in equalizing the rates as between the large and small ‘shippers from New York, so that the occasional shipper of one or more packages may now ship upon equal terms with his opulent neighbor, instead of at a cost of 160 ger cent greater, as was the case one week ago. Yet the great question of the future remains unsolved. No one who has given to the subject of-railroad trans- ‘portation the most casual attention will contend that therates fixed by the November schedule (a basis of seventy-five cents for first class for about 1,000 miles) sre exorbitant, while many who have studied the ques- tion will doubt ifthose rates would return even legal (nterest upon the actual (not watered) cost of the roads, {t must be remembered that the proposed rate of seventy-five cents is only about one-half of any winter tate before that of 1873, and therefore that the present yate of thirty cents is only one-fifth of the ante-panic prices, This fact suggests a thought of the fearful losses the present system of warfare has already occasioned the roads engaged, and also shows the impossibility of guch-@condition much longer existing. It therefore ‘ehooves the mercantile mind to first discover the pauses that have produced, and will continue to intro- ftuce this disturbing feature of uncertainty into all thetr business calculations, and having discovered jhem to manfully apply the remedics. At another time the Herap may make further sug. gestions calculated to aid the merchants in arriving at ‘he truth. The Chicago Zribune, after quoting from ‘eur remarks of last Monday upon this subject, comments 48 follows:—‘The trouble is that the New York mer- zhants are too conservative, and consequently too slow. Any less self-sustained community would have been stirred into white heat by the discriminations of the jrunk lines in favor of Boston, Philadelphia and Balti- more, In cases within our knowledge, bayers that first went to New York have finally bought {rom one of these cival points at higher prices. The difference was more than made good to them by the difference in rates, ‘Wealthy as New York is, it has not the capital to com- ypete with the capital of the railroads, but it has power enough in its influence and commerce to make the rail- foads treat it more fairly.
