WHY THEY HAVE BEEN BROKEN UP, AND THE BEASONS FOR THEIR ANNIHILATION. ‘The telegraphic despatch from Albany, publishod io yesterday's Hexaup, to the effect that the Adjutant General had ordered the disbanding of the Fifty-fifth, the Seventy-ninth, the Eighty-fourth and tne Ninety- aixth regiments of the First division of the Natioua Guard of the State of New York, together with Bat- tery A, of the Second division, and that the soveral brigades of the First division ara to be thoroughly re- Organized, bas created a lively discussion in military circles throughout tho city. For the purpose of as- certaming the sentiments of the members of some of the organizations whose existence is assailed by thia order a representative of the Hkxatp called upon sev- eral leading officers yesterday and obtained from them an expression of views. Colonel Gilon, of the Fifty-fifth regiment, was found at bome, absorbed in the morning papers, He had not yet seen the despatch from Albany, and was surprised when the reporter stated the facts of the case to him. After a few moments’ reflection he said that, after all, he was in ‘no way surprised, as he hud expected some such order as the one in question for several weeks, For the last two years, he said, the Board of Supervisors had nad @ Great deal of trouble over the armory question, The old Ring Board had used the National Guard for money making purposes; and when the new, or reform, Board of Supervisors came into power it found saddled upon the city @ large number of buildings, used and occupied as armories, for which the county was paying enor- mous rents, The Ring Board would rent a building, a8 in the case of THE RIGHTH REGIMENT'S ARMORY, in West Twenty-third street, furnish it in the most sumptuous manner, and then, by a simple resolution of the pliant Board of Aldermen, designate such or such a regiment to occupy it, In this way the annual rental of the various armories for the National Guard, not. withstanding the city owns four such buildings, cost the city and county $250,000. Some three months ago, the Colonel coutinued, Alderman Billings offered a resolu: tion in the Board of Aldermen looking to a reduction of the First division to two brigades of four ments each—thus eliminating five infantry regiments, one cavalry regiment and two troops of cavalry. This resolution was referred to the Committee on Supplies and Repairs, of which I am chairman, I considered the matter very carefully, and, while 1 was conscious that something must be done to reduce the expenses, I wag also conscious of the fact that we, as a Board of Aldermen, had nothing whatever to do with the National Guard, which is a part and parcel of the State establishment. I saw Adjutant General Townsend in reference to the matter, and he afterward came down from Albany and we had a protracted interview, the Inspector General also be- ing present. We carefully discussed the matter in hand, and, though I was colonel of one of the regiments and had been connected with the service for twenty years, and had lost none of the esprit de corps which had always animated me, I yet felt that I owed a service to the taxpayers. I recognized the fact that there were, and are still, several comparatively useless reg ments, which cost the county just as much as tl most efficient, and these, I thought, shquid be dis- banded, thus saving the county many thousands of dollars’ which are now paid out annually for armories, 1 contended for the retention of three brigades, putting in each three regiments, as this would leave the orga zation of the torce more in conformity with the tactica and at the same time reduce the expenses, as desired, tor THE STAFF OFFICERS ARE NO EXPENSE whatever to the city. The Adjutant General agreed to this. He wanted, however, to disband the Third cavalry, as the city, he thought, did not necd the ser- vices of such an organization. To this I strenuously objected, arguing, as | believed to be the case, that the men composing dl this command ate such as will not join an infantry regiment, and their term of service having nearly expired they should be allowed to retain their orgauization, General Townsend did not then agree with me, but at the same time he promised to consider the matter. 1am glad to see he has tollowed my sug- gestion, for iu this despatch from Albany nothing said in regard to the Third cavalry. After this inter- view I made a report on bebalf of the Committee on Supplies and Repairs to the Board of Aldermen, and accompanied said report with a resolution about in these words :— Resolved, That a Excellency the nor fully requested to reduce the Natio@ Guard oft ‘the | division to three brigudes consisting Othree infantry oe ments each, und to make such disposition of the cavalry as he may devin wise and expedient. This was adopted, and, as you know, has been acted upon by the Governor. ‘This is the history of my con- nection with and action in the matter of reducing the force of the National Guard, Had I not been an Alder- man I would have strenuously opposed the measure, tor IL consider every military organization, especially in larg? cities, a nucleus and at the same time a school around which the citizen who is a stranger to military duty can in times of great emergencies concentrate and fill up, a& in the ease of the outbreak of the rebellion, when, as all will remember, every command in the city was speedily found with overtiowing ranks. No man can feel more poignant pain at THE DISSOLUTION OF THE GRAND OLD FIPTY-FIPTH than do I. Upon the occasion of the last inspection we paraded 255 men and had 262 absent. This was in October last. The regiment was first known as the Old Guard Lafayette, and was one of the first military or- gunizations m the city. About forty years ago it was designated as the Fitty-fifth regiment. 1t was first composed, as its name would indicate, almost ex- clusively of French residents; but now there is scarcely a Frenchman in its ranks. This change was effected by a very foolish action of Colonel Allen, who commanded the regiment in 1871, Some years ago a great many Alsutian-Lorraine young men jomed the command These people “speak with "equal tluency German and French. Gradvally the German eloment crept into the ranks through the efforts put forth by the Alvatian-Lorraine members to obtain re- cruits, and at the time of the great German festival heid in this city in 1871, in honor of the success of the German arms over those of France, the French and German element ip the regiment ‘Was just about equally divided, the French having the best of it, if anytuing. Colonel’ Allen paraded the regiment in the great jubuiee referred to, and, of course, this roused the inaignation of th es element, and it ever afterward reiused te ao di ‘This was a fatal blow to the organization, and was the sole occasion of its decline and fall, The Fits, fitth served in the Army of the Potomac turee yeurs during the war, and its record js to-day as honorable as that of any other command which lent its aid to the neral governinent inher hour of affliction.
