To-day’s transactions may be likened to the old story of the mountain and the mouse, and the issue-ts equally animportant. There was a fa‘r send-off at the sounding of the gong at ten o'clock, and at better figures than at the close of the previous day. It has been the sub- Ject of remark that for a considerable period back this fact has been the peculiarity of the market, and there are certain operators who make ita point to buy just before the closing hour, with the in- tention of selling out early next morning, This process Is certainly an agreeable one, and has met with consid- arable success, but it is scarcely prudent to set it down asarule, for we all know that {t !sa poor rule that does not work both ways. After the morning’ rise there was the usual lull about cocktail time, and although the market continued until the close remarkably firm it can only be described as dull and featureless, To this general remark, how- ever, We must except the vagaries of such gamins as Mariposa, Michigan Central and Union Pa cific, who were the only badly behaved boys in the school, torturing both bulls and bears as is their wont to do when ‘angry passions rise.” The first named security (?), which has been for the last fifteen years aspiring to be a big bonanza or a land company or anything else that would keep the breath in its body and its name on the share list—a stock that has been purged with litigious pills and bled by assessment doctors until it had nota leg to stand on and was so weak in constitution and price that a boy broker could carry it without a mar- gin—this Mariposa Land and Mining Company, like Mra. Harris, ts “making an effort” and has struck something. tt is not quite known what, whether an auriferous vein ora stream of water or work or the Jate Mr. William Patterson. Nobody seemed to know much about it nor seemed to care so long as there was assurance that it had struck something. It was, at least, a blow for free- fom from the neglect to which it haa long been con- signed on the Stock Exchange, and by sympathizing speculators, by careful nursing added three figures to its value, Michigan Central went clean over into the barns of the bulls this afternoon, who tossed it ap as vigorously as the bears had pulled it down the last few days In fact, ft has been considerably oversold, in proportion to the amount of shares available for delivery im this mar- ket, and when the bulls discovered that deliverics were very badly mude and that @ premium of 1-82 was being paid by the shorts for the use of certificates until lo-morrow, they mado a bold and successful dash ut the stock, carrying it up from 604 a 62%, at which Ogures, the weak shorts being covered and the scare over, {t,fell back to 61% and thus closed. This recovery is partially due to the non-arrival of certifi- cates from Boston this morning, which were promised, it is sald, to short sellers here, and partially to the strenuous efforts which have been made to ‘deny the reports detrimental to the company, It does not ap- pear, hdwever, that these denials are accompanied by any reassuring facts or figures, nor is there any state- cent promised. Union Pacific, having remained almost without tran- sactions the yreater part of the morning, of a sudden betrayed great weakness on the exhibition of a few hun- dred shares of long stock, and tumbled from 80 to 78, with am alacrity that would bave surprised Mr, Merry- man himself However, the little innocent was picked ap, consigned to the washtub and again put upon his (eet, but at last advices was in arather rickety condition and good for 784 onty. Believing tmplicitly as wo do all Mr. Gould’s statements about the value of Union Pa cifle and being charmed with the company reports, which we alwuys read through our rose-colored spec- tacles, we have no fooling other than that of indignation for those igeorant, pampered bank presidents and bloated capitalists who refuse to advance us more than thirty-five cents on the dollar on oar holdings, St. Paal sold at 36 4 35% a 96; and the preferred at 66, Rock Island declined from 10534 a 105 on small sales, The sales of Central and Mudson were all at 10534. Brie was quoted at 16016}. Obio and Mississippi vibrated between 1754 and 174 The Hannibal and St Joseph stocks were quiet; the common at 213g a 21% a 21%, and the preferred at 27 @ 2734 a 27 aye pscee Union sold at 75% a 76 w 75%, In connection with UNTON FACIFTO itis worth while to remember the fact, for it ts bused on official igures, that when the. principal and interest due on the Union Pacific and Central Pacific railways become due the amount which these companies must pay tw the government for privileges from which they are meanwhile exempt will be not far from the sum of $148, 740,509, less the sum which the government may rotain for the transportation of freight &a Before the above account is settled the first mortgages of Central Pacific, amounting to $25,883,000, and of Union Pacifio, amounting to $27,212,000—an aggregate of $58,096,000— mast be either paid by the company or assumed by the government, In the latter contingency the govern- ment will (ind itself saddled with a debt of $201,836, 560 and the ownersnip of tho road. The existing question, therefore, is, how much the road will at that ttme be worth toils chief proprietor, especially if tts competi- ‘tors, the two Southern lines now in contemplation, are allt, ADVANCE AND DECLINE. Rentes in Paris, 66.3734. ‘An early despatch says that the ndvanee in consols at the close of business and the firtoness of American secu- rittes were caused by a report,on the London Stock Ex change that steps were being taken by the great Kuro- pean Powers to arrange a conference for the purpose of settling the aifieulties in the Kast MEMORANDA. Among the ramors of the street there is one that trouble exists between the Western Union Telegraph Company and the Baltimore and Ohio Railroad Com pany, and that the Atiantic and Pacific Tetegraph Com- pany will supplant them. It Is also saggested that the Western Union paid one dividend too soén, and that if they pass the forthcoming dividend they may bo able to exeape the resultant dificulty and pay off their Qoating debt It ts understood that there isa party in the Board who wonld be glad to see the company take this course, to wit-elther reduce or entirely pass the dividend, to the end that they may liquidate the floating debt. The opposite party, how. ever, fee! confidence in the earning ability of the com pany, and believe that the full asual quarterly dividend of two per cent should be paid. It remains to be seen which of these antagonistic influences will prevail, If the company were out of debt and could maken | monthly staternent of eatnings and expenses satistac- tory to the public there 1s little question that it wonld bea more favorite security than itis at the present tim ‘The National Trust Company of the city of New York bas declared the asnal semi-anuaal dividend of four per cent, payable on and after Jamuury 3, prox, NEW YORK STOCK EXCHANGE SALES —e Frupay, Deo, 3, 187% BEFORE CAL—=10 A OM. Fripax, Dec. 3—6P. M. ‘The commercial situ&tion remains about as it has deen for some weeks past. The shrinkage of busi- ness and the shrinkage of values have progressed hand ih hand during the past week, and although there have been comparatively few radical changes, yet there has been a gradaal but steady recession in very many of the principal articles of — merchandise, while the demand for most of them has slackened, In some cases very materially. Tho period of proverbial qutetude which precedes the holidays is just ahead, and the falling off in business 1s only what might. be reasonaply expected, Neither on nor off Change has there been uny considerable movement of merchandise vewe In « few andcomparatively unimportant casos. The dry goods market has grown less and less animated for some weeka, and during the current week business has been mod- erate im all kinds of fabrics, notwithstanding the fact that prices are lower thun they have bee since before the war, Cotton fabrics in particular have sold very tow, though business in them has been pretty heavy, taking the past few weeks asa whole. About six weeks ago the timekeeper at the Navy Yard, J. D, Bartis, reported that there were some dis- crepancies in the accounts of his predecessor, He inti- mated that men were credited with having been em- ployed who never did any work atall) The facts were | promptly made known to Mr. Norman Stratton, one of the civil engineers of tho United States Navy, who has charge of the wharves and docks im the Navy Yard. Mr. Stratton at once reported the facts, as stated to him, to Admiral Rowan, the Commandant of the Yard, who appointed a committee to investigate the matter, consisting of Commander Meade, Commander Whitehead and Paymaster Tolfee. The result of their deliberations clearly showed that frands amounting to several thousand dollars had been committed, The report of thiscommittee was promptly sent to the Admiral, and the resalt was the in- stitution of a Court of Inquiry as to whether Mr. Stratton, as chief of the departmen: was responsible for the frauds. In fact, the Court ol Inquiry has been organized to determine whether Mr. Stratton, a8 an officer of the Navy, is liable to be court martialléd under the existing circumstances, the main charge probably being neglect of duty in not ex- erersi sufficient vigilance over the actions of his subordinates As 8 general thing, when @ ship gets into trouble her captain ts looked to for an explanation, and just in the position of the captain of a wrecked vessel is Engineer Stratton placed, The Court of Inquiry, which was in session yesterday at the Navy Yard, consists of Commodore J. M. B. Clitz, Captain D. 'B. Harmony, master L. G. Billings, and Paymaster R. W. Allen, the last-named gentleman officiating as Jadge Advocate’ Several wit nesses were examined caring the day as to the time that civil employés were occupied in the yard. The re- port of the Court of Inquiry will either acquit Mr, Stratton of neglect of duty or subject bim to a court | martial. THE BURNED D. Rh. R. MARTIN. INVESTIGATION BY THE STEAMBOAT INSPECTOLS 48 TO THE CAUSES OF THE FIRE. Ap tnvestigation of the causos which led to the burm ing of the steamboat D. R. Martin, on the 16th of No- vember last, while on ber trip from New York to Staten istand, was commenced yesterday morning before the Local Board of Steamboat Inspectors.
