FINANCIAL AND COMMERCIAL The Stock Market Generally Steady--- Review of the Situation. GOED TT A TAGS SY Se Capital in Abundant Supply—Loan Rates Un- changed—Yoreign Exchange Dull— The Public Debt Statement. Want Street, } Frinay, October 1—6 P.M. The stock market to-day was generally steady and firm. Exceptional interest attached to a movement in ‘Union Pacific and Missouri Pacific, but we learn nothing from legitimate sources that accounts for the decline ineither of these securities. Gamblers so thoroughly -control the market that it is useless to attempt to dis- cover the hand they hold, or to calculate their pur- poses, One thing, however, is certain, They are cheating each other and in the end will destroy what" ever remains ofa desire on the part of outside specu- lators to invest, The best rule to be observed is one of inaction. Wecan give no betier advice to the public than to keep out of speculative securities, The timo will come when a more healthy condition of affairs may exist, but from all appearances we are not yet on the edge of the “bull” movement that has been con- fidently predicted. Wall street is in a state of revolution. Reviewing the general situation, without reference to the mere speculative changeg that pools of men enforce at will, we find little occasion now to alter the suggestions that have recently been pub-» lished in this column, Ten years ago there was profit in almost everything that one touched. It was a period of development. From mills to millinery, ex- penditure and extravagance, over-use and over-produc- tion were therule. The nation was riding atop a won- derfully prosperous commercial wave. To-day, on the contrary, we are passing through A PERIOD OF BANKRUPTCY. Many of the rich-are becoming poor. Every house- hold is economizing. The laborer who was once up- held py association with trades unions is now glad to earn bread for his family at any price. He who de- manded has become a suppliant. The capitalist locks up money because he has lost confidence in invest- ments, The manufacturer is selling goods at less than cost and is glad to get rid of them at amy rate that pre- vents their rotting on his hands, The speculator has abandoned his old haunts, since few among the active securities in which he was wont to deal show anything but declino and nothing bat an empty array of figures most discouraging. And so, in all the departments of trade are to be seen the evidences of contraction, inaction and distrust. Yet this is only the darkor view. If progress hae hulted it is only to gather Strength. We travelled too fast, It wastime to stop for breath, and no one who has faith in the future of his country will deny that it will soon be recovered. Not, however, until all the wheels of tho vast commercial machine are once more in concurrent operation; not until crops and manufactures, railways and factories, real estate and public improvements begin to give em- ployment to the millions of capital now lying idle; not, indeed, until there isa return to sound financial prin- ciples and a currency that commands the confidence of all Christendom, are we likely to see the regenesis of prosperity for which the people pray. THE STOCK MARKET. Nearly all speculative securities were lower, although at the close there was a favorable reaction. Union Pa- cific declined from 6934 to 6434, and closed at 6634, on the report that a loan has been called in for which no provision was made, The statement requires verifica- tion.
