TINANCIAL AND COMERCEL Tt The Events of the Week---Opinions on the Subject of Inflation, “THE STOCK MARKET LOWER. A Commercial Outlook--Changes in Gold--Money Easy. INVESTMENT SECURITIES FIRM. Watt Street, Sunpay, Sept, 19, 1875. The principal interest attaching to Wail street move- ments during the week just closed is connected with the Stock market, wherein the fluctuations were at times wide and exciting the possible effect of the severai democratic platforms on the currency question and exist- ing values was likewise freely discussed, but in the | absence of deiinile action beyond that taken by the, respective conventions in Ohio, Pennsylvania and New | York, the influence on speculation was temporary and | scarcely feit, except in gold, which is just now vibrating | Detween 116 and 117. An intelligent banker, who has recently returned from an extended tour, fairly describes the prevalent feeling on this subject in the following | remarks:—‘‘The debtor class want more currency, be- | cause inflation will, in their judgment, lead to a species of spasmodic prosperity that will enable them success- fully to escape {rom the difficulties by which they are senvironed. The creditor class, composed as it largely is of capitalists, are content to allow | the natural laws to progress _uninterruptedly that are now at work, notwithstanding they are producing a shrinkage that is sorely felt in all de- partmonts of trade, and to await that healthy period of reaction which will surely follow. For a time the | Jaboring men may sympathize with the debtors and the demagogues, but they will not be long in learning | that their true welfare consists in matntaining the eredit of the country, Whether they do 60 or not, however, capital in the end is bound to win, as it always does when GREAT FINANCIAL, QUESTIONS ARE AT STAKE, und the ballot box and the floor of Congress will tel) the story of a victory, for which eventually the whole people will be grateful.”” Governor Bedie, of New Jersey, in alate address, also dwells upon this subject. As he truthfully observes:— “There never was a time in the history of our country ‘when there was more need of sturdy, honest industry than now. We have been passing through a period marked by an overanxious desire for sudden riches, and a disposition to procure them by questionable means. The public eyo has been _ blinded, and extravagance, waste and fraud have stalked ‘through the land. ‘There is, however, a better day coming. The public begin to realize that the true prosperity of a people is not in its inflated schemes of epeculation, however attractive they may be, but in economy, and solid, useful employments and industries, tisagreat evil to haste to be rich, and when that spirit overtakes a people, it can be corrected only by Stagnation in trade and financial disaster, ‘THE CRISIS i through which we have been, and are still passing, is one that has awakened the fears of the prudent, and ‘shaken public confidence in most all classes of busi- ness, Trade ts sensitive and is affected by the follies, vices, or virtues of the people, as it is also by the errors or wisdom of government. The present difficulty has arisen largely from the former, and the people have the power in their own hand greatly to correct it, Ex- trayagance in living will have to cease; law cannot regu- late that, Individual prudence and economy are virtues ‘that the people must learn and voluntarily practice. Employments must be more regular, and the employed must be satisfied with reasonable rewards, Private business must be honestly conducted, and’ men under- stand that to cheat is as bad as to steal. Integrity must lie at the very coro of trade, and bo diffused through all iis arteries and branches. There must be no discouragement or indolence. They must meet the crisis in the spirit of true manhood, and be satisfled to do as well as they can, In public affairs also the people must take a deeper interest. Taxation has become op- pressive, and chiefly because of extravagant and unnee- essary schemes of improvement and reckless expendi- ture in office. Municipal debts, particularly, are very burdensome. Notwithstanding it, all public debts must ‘be paid, and the people are obliged to meet them, But it behooves them to see that for the future these bur- dens are kept within the reasonable necessities of the public, and that there shall be no waste, extravagance or plunder. Honesty in office should be the rallying ery of every voter. It rises above mere partisanship and admits of no compromise. It is radical, and with- out it government is a mockery and a curse to the people.” GENERAL TRADE. Reports from various sources indicate that the busi- ness of the past week has not been unlike that of its predecessors. Sundry disturbing influences have caused additional distrust, and the caution thus engen- dered has led to a considerable contraction in trade, Paper is being more carefully scrutinized; books are scanned with a view to cutting off doubtful credits, and on all sides there is a trimming of sails in order to meet the contingencies of the future. It is a note- ‘worthy fact, also, that while the country buyers report generally good crops and exceilent prospects they are for the moment limiting their transactions to actual mecessities, and say they ‘expect to do better later in ‘the season.” TNE STOCK MARKET, Early in the week this department was a sceno of much feverishness owing to a decline in securities, especially of the non-dividend class, ranging from 34 to 5% percent. The tendency is stil to further depres- ‘sion until at least something like confidence is re-estab- lished. ‘The sules of Lake Shore were particularly large and the price declined from 662% to 61h, bata rally of two per cent took place toward the close, partly on ac- ‘count of purchases by the shorts. Pacific Mail declined from 38% to 33%, bat subsequeetiy advanced 3 per cent from the lowest point Western Union fell off from BOK to 774, the recovery at the close being about % per gent. The stock was in demand for use, and as high as 43 per cent was paid by borrowers. Tho difference be- tween sales regular and on sellers’ options was \ to 34 percent, Northwest common fell off from 393g to 3734, preferred from 544 to 5234, St, Paul from 86 to 35%, preferred from 63 to 61%, Michigan Central from 61 to 66, and Obios from 193, to 16.4, but @ partial recovery ‘took place toward the close, Erie fell off from 18 to 16% and afterward advanced to 20}; Union Pacific declined from 71 to 693g ex-dividend, but closea at about 70. Hannibal and St. Joseph receded from 22 to 20 and Panama from 137 to 135. The remark is especially applicable to those of the older issues. With capital abundant and unable to find em- ployment except on call Joans at prevailing low rates, it is but natural that our moneyed men, tired of wait- ing for a change in commercial affairs, should be at tracted by good interest paying securities and make their investments accordingly. The Pacific Railroad bonds have not been dealt in quite as largely as usual. In Central Pacific bonds the Grst mortgage main line are firm at 104, while the Western Pacific frst mortgage, apparently just as good a security, sells at 95, and the California and Oregon and San Joaquin Valley branch bonds, both first mortgage 6 per cent gold bonds, sell at 903 and 92%, carrying 14 and 8 per cent accrued interest, respectively. Notice has been published that the interest on Ohio and Mississippi second mortgage bonds will be paid October 1, when it falls due. Even if the “pooling” became an accomplished fact, the hint thrown out by tho Henan as to a division of losses would be apt to be taken into consideration, The busi- ness will therefore be transacted as formerly, all freights being equitably distributed, Mr. Gould per- sonaily gave out the ‘point’? in Wall street that Lake Shore would show a handsome increase in business, ‘and on this information many CREDULOUS DUPHS OF THE SPECULATOR bought largely of the stock and had the dissatisfaction W bee it decling on their hands ncarly ong per gen and Telegraphic Transfers of Pacific Mail was bid up nearly one point, but upon Jay Gould’s effort to sell becoming apparent to the street it fell like lead through a shot tower and closed at about the lowest points of the day, On Saturday morning a meeting of THE EXECUTIVE COMMITTEE OF PACIPIC MAIL took place, Present, Mr. Gould, Sidney Dillon, Mr. Scott, the managing director, and Charley” Osborn. The Hxxaun’s news of the old combination, John Roach’s demands and the publication of personal letters came up at once for consideration, In fact, the ‘exposures in this journal forced some action on the part of the com- mittee, Mr. Roach had publicly stated that the City of San Francisco should not sail unless his demands were met. A small sum of money was at once yoted to be paid Mr, Roach and a BILL OF SALE ON THE STEAMER was executed, in order to enable her to go to sea It was subsodjuently stated to the reporter, by @ director, that this course would never have been pursued if Jay Gould had not been long of the stock. 18 it not shame- ful that a man with a record as black as that of the Erie manipulator should tate terms to a respectable American business corporation ? In January, 1874, one of the few reputable directors individually executed a bond at the United States Mar shal’s office for $8,000, justified in $16,000, to release the Colon, which was libelled for taxes, so as to allow her to sail, and only yesterday was this bond released. ‘This gentleman is now outof the company and he is the Hera.p’s authority for stating that “no man with a particle of tenor could remain in the direction and pre- serve his gell-respect. | WESTERN UNION TELEGRAPH declined on Saturday, it was supposed mainly from the HERALD’s editorial exposure of Gould’s plans, which warned the public from betting on the three card monte game which this dexterous individual has introduced into Wall street without counting on the direct cable opposition. The stock of Western Union touched a lower price than at any time previous to the Duncan-Sher- man failure. Erie and gold were the bull cards, and closed at about the highest figures of the day. Mr. Sage is said to be the Nestor, or nurser, of the discredited property which Mr. Gould left as’a parting legacy to bondholders, and certainly under Mr. Sage’s conserva- tive and fostering care all the good elements of the property should be developed, yet it is doubtful whether large sams for reorganization can be attracted to this eflete company even under the honest manage- ment of an old and trusted capitalist, TILE GOLD MARKET. has been indicated almost prophetically by the Haranp. By an exposition of the actual coin inthe country in this column, and the warning to the merchants from time to time not to meddle with the gold gamblers, grabbers or gatherers, the premium has obeyed natural impulses, and from day to day we shall have a record of values which will be beyond the reach of political gamesters and a safety dial of commerce, to be consulted as the engineers consult their safety valves. MUNICIPAL NOTES. The Comptroller announces that interest on the bonds and stocks of the city and county of New York due No- vember 1, 1875, will be paid on that day at his office in the new Court House, Owners of property are directed to pay all assess. ments which have been levied to Mr, A. 8, Cady, Clerk of Arrears, before the 5th of October, All. property in arrears at that time will be disposed of at public auction under the rules governing such sales.
