» \ ) / “CANADIAN — INDIANS. How They Are Kept and What It Costs to Keep Them, Interesting Information for the Indian Burean and Taxpayers Generally. Tuming the Savage Tribes of Hudson’s Bay Into Thrifty Villagers, Orrawa, Ont., August 29, 1875. ‘The last report of the Bureau of Indian Affuirs of the Dominion of Canada ig full of interest to the peeple of the United States, From the extracts 1 propose to make the reader will be able to gather some idea of the manner in which the Canadians deal with their red- skinned brefhren, and contrast it with the cumbrous, costly and corrupt machinery of the Indian Department of the United States, It should be borne in mind that by the trapsfer of tho Hudson’s Bay Company’s territory and British Columbia to the New Dominion upward of 55,000 Indians, many of them of the bloodthirsty tribes, have been added to the jurisdiction of the bureau, The money accounts of these savages haye not yet been printed. The In- dian Bureau of the Dominion takes charge of the lands of the Indians and administers them for their benelt, An account is kept of the financial affairs of each tribe, as well as of the separate legislative grants, The tribe is credited with the amount of money originally granted by treaty for cession of their lands to the whites, with annual interest on balances to the credit of the fund, with the proceeds of rents and sales of land and tim- ber, and finally with “transfers to other accounts,’ Meaning credits from all other sources, From these revenues the Indians derive means for their support and for Improving their condition, with the addition of legislative grants of money to buy seed, blankets and implements of husbandry, or to assist in building public schools or in forwarding other works of progress under treaties. Against these as- sets the Indians or their representatives issue war- rants, and the bureau authorizes the necessary expendi- tures, up to the limit of the per capita allowed by the treaties, Asarule, the bands do not draw as much as they are entitled to and the legislative grants are not exceeded, and the balances to their credit are conse- quently always augmenting. The Canadian system con- templates each tribe asa self-governing community, for whom the supreme government simply holds the trast funds, The consequence:is, the Indians are learning to appreciate the advantage of living within their means, They are generally engaged in raising crops and build- ing schools. Several tribes live in towns of their own, with wide streets, safe bridges, good roads and sub- Btantial houses. Many are wealthy farmers, Where they have been but recently brought within the opera- tion of treaties and have yet to advance beyond the first step of annuity and ration receiving, the Canadian system of account keeping, making the government adebtor for the original grant and the Indians credit- ors, begins to have its effect immediately, in placing the savages on a proper footing in the eyes of tho offi- cers of the government, The first step rightly taken, other things follow in natural sequence, and it does not take long to teach the Indian that he has a nice little nest egg saying up for him, which it is to lis advantage to preserve, From the-moment the Indian becomes the creditor of the Dominion of Canada his interests are jealously watched,’ The* people of Canada are, in these later days of confederation and new nationality, especially proud of five things—the Dominion as a union of provinces, the public school system, representation by Population, separation of Church and State and the administration of Indian affairs. They aro peculiarly sensitive on any and all of these subjects, and particularly the last named. It conse- quently happens that the Indian accounts and reports ‘are narrowly scrutinized, The administration is so nakedly economic that it offers no opportunity for stealing. Each little tribe being dealt with separately and in detail, there is no call for contracts or possibility of jobs. Where the total expenditures of an agency sometimes do not exceed $500 yearly there is no room for a high-toned official thief. I have looked through the separate accounts of the tribes of the Canadas and find that, taking big and little tribes together, the aver- ‘Age expenditure will not amount to $5,000 yearly. The entire cost of outpost duty, including every charge—namely, for Indian interpreters, school teach- ors, councillors, ‘chiefs, physicians, visiting superintend. ents and commissioners, superintending clerks, care- lakers, sextons, forest wardens, messengers, agents, missionari all the rest of it—amounted for the year to $27,; 380 71, charged to the accounts of the dif- ferent tribes to which they belonged. Coroner Eickhoff yesterday held an inquest in the case of William Lyons, a laborer, aged nineteen, who was run ever by a loaded beer wagon at the corner of Eighty-seventh strect and the Boulevard, on the evening of the 17th of August, and died at the Recep- tion Hospital, in Ninety-ninth street, on the 30th. The jury rendered a yerdict of accidental death.
