“FINANCIAL AND COMMERCIAL ‘An Active Stock Market—-Prices Still Lower and the Condition Feverish. GOLD 1141-4 A 1141-2. Money on Call Loans Higher—The News from California—Bonds Generally Steady. Wau. Strest, Tvrspar, August 31—6 P. M. ‘The effort to depress stocks continues, and it has ‘been attended with a success that will be recorded here- after, Where the same will end it is now impossible to indicate; for, carried away by their good luck, the “bears” are making the most of the situation, and, ac- cording to the present outlook, will, doubtless, use all the machinery of their art to cause a further decline, A certain class is always to be found in speculative cir- cles—Wall street and elsewhere—whose pleasure and ‘aim {t is to have things at their worst; to see ruin among ‘thetr fellows and prices at a panic point, in the hope that, ‘when the bottom round of the ladder is reached, they ‘will have an opportunity to climb, But there is noth- Ang logical in the work of these men. They obey the dnfluence of the hour or the supposed example of some leader who has greater daring than themselves. But ‘there is no more reason to-day» than existed a week ‘ago why certain stocks should decline from 2 to 6 per cent, except that it was within the scope of mere man- Ypulation to throw thousands of shares upon the market. A trifle more of distrust than fSual may have ‘Deen caused by recent failures in San Francisco, Bal- timore and New York. Yet even these incidents were factors in a situation that was apprehended, and, to use a street phrase, “discounted.” When Messrs. Dan- can & Sherman suspended stocks recovered from THE INITIAL DEPRESSION an hour or two after the announcement of the fact. The same power that upheld them then could do so now if it were not more profitable for the moment to help the market down and, by a show of weakness, produce the doubt, that invariably leads every weak ‘holder of securities to throw them overboard at a sac- Tifice and trust to chance to repurchase the same at lower figures. We believe it will be found that such is ‘the programme of the present movement. Yesterday the street was flooded with rumors—all false. To-day ‘we have witnessed simply persistent sales on one hand ‘and an equally confident buying during the decline on the other, A week or two hence the parties to the latter process will probably tarn up on ‘the winning side, Finally, unless some more terrible event occurs than has yet been published there is no reason to anticipate a commercial crisis, and it is the duty of every man in every capacity, public and pri- ‘vate, to endeavor to allay whatever fears may have been engendered by recent events, whether local or remote 4n character. ADVICES FROM SAN FRANCISCO are to the effect that the excitement has entirely sub- pided and better feeling prevails. The directors of the Bank of California state that the affairs of the bank aro 4m much better condition than anticipated, with pros- pects of its resuming business with new capital, a fact which does much to restore confidence, Ru- mors affecting Ralston’s integrity are denied as false. We also learn from private ources thatthe New York agents of ‘the Merchants’ Exchango Bank of San Francisco have received an au- thoritative statement showing the abundant solvency of that Institution. The only delay in its resumption is the time needed to transfer the coin to San Francisco, for the supply of which it has ample provision, The decision of the United States Treasurer declining to make.any further telegraphic transfers of gold causes the additional delay to that which was at first antici- pated.” The bank Is sald to have been a conservative {institution under {te present management, and its pol- Acy directly opposite to that of the Bank of California ‘THE STOCK MARKET cwas feverish and active, the sales aggregating 225,000 hares, of which Western Union was the leader, and ‘heroin showed a decline of 23¢ per cent. from the clos- ing prices of yesterday. The opening figure to-day was 80, after which there was an advance to 804%. Later the price was weaker and irregular, fluctuating between 78% and 795%. Still later and near the close the market gave way under the pressure of sales and ended at 78}. It is given, anong other reasons for this sudden de- cline, that negotiations with the Atlantic and Pacific Tel- ‘graph Company have been suspended, and that the latter is now in a condition to invite offers from the California Company, which, by reason of Sts great ‘wealth, ts in a position to make much more advanta- geous terms than those of the Western Union. Itis further understood that a stormy meeting was held be- tween the representatives of tho two corporations to- day and while no conclusions were reached which officials were wiliing to make public that the Atlantic and Pactfic people asserted their independence and determination to protect their own rights and in- terests, and that the friends of a prominent operator plainly indicated their purpose to aid in breaking the price of Western Union, and thus show their power. ‘We do not vouch for these facts, but they come from several sources. Lake Shore was the next important stock on the list, opening at 59%, advancing to 60%¢ and Qnally breaking to 69. There are mysterious hints of uture revelations connected with this security, the suthorship of which could not trace, but it Is ap- parent that the friends who have recently sustained it are weakening, and find themselves unequal to the task of maintaining ite recent strength under present condi- tions, The Pacific Mail and Panama people to-day held m meeting at which, it is sald, the recent agreement between the two companies was ratified. We have It on the authority of President Park that it was certainly signed, and that the prospects of the respective corpora- tions will be more promising than ever as soon as the general market becomes settled. The opening*price of Pacific Mail was 3754; it advanced to 3744, and closed at 86%. The closing quotation of Panama was 130, Union Pacific opened and closed at 713%, with sales in the in- terim at 72'4. Rock Island declined to 106%, North- west to 395, preferred to 544, New York Central to 103%, St. Paul to 35%, preferred to 624, and Erie to 45%; Atlantic and Pacific Telegraph sold at 20, North- ‘west common receded from 40 to 38%; do. preferred from 65 to 5434. The other changes will be found less Amportant. OPENING, HIGHEST AND LOWEST PRIC: The following table shows the opening, highest and Jowest prices of the day -— Opening. Ch rest. THE MONRY MARKET. The activity of the stock market made money more active than usual, consequent upon the calling in of loans and the caution incident to a feverish state such as bas existed allday. At one time the rate for call loans was advanced to six per cent, but after the de- mand was generally supplied there was a reaction to three per cent, at which rate money was freely offered just before the Stock Exchange was closed for the day. ‘The revised rates for foreign exchange are as fol lows:— Sity Days. ‘Three Days. Telegrams, however, were of a quieting char- acter, being to the effect that at the close of business a better fecling existed. It is known, however, that a scarcity of both gold and greenbacks is felt, and that until arrangements are made whereby the supply can be increased there must be more or less of difficulty in the way of ordinary banking and commercial busthess, ‘There was a large covering of short contracts.
