The letter of the President of the Western Union ‘Telegraph Company, published in the morning papers, although non-committal in tone, was regarded by the “Street” as indicative, by implication, of a possible con- solidation with the Atlantic and Pacific Telegraph Com- pany, and of a consequent advance in rates that would ‘warrant free purchasing. M. The improved tone in financial circles noted in my despatches of yesterday still continues, and all fears of further depression or disaster have passed away. Tho market opened strong and with a buoyant feeling, the outlook for the near future being more hopefal than for somo days past. The improvement is moro marked in American government securities than in any other class of values. In United State bonds the new five-twenties show an advance over yesterday's prices. They are now quoted at 104%. New York Central and Hudson River shares have advanced since the opening of business 34 per cent over the closing figures of yesterday, and are how strong at 9314. The same advance noted in New York Central shares is recorded of New York city sixes. They have appreciated in value \ per cent, and are steady at 106. Consols share in the general improve- ment in prices, and are quoted at 95—a rise of 3 per cent. With the exception of the above changes there is nothing of particular interest to report, except that the market for all classes of railway securities is steady, SECOND DESPATCH. The syndicate has made another subscription for the sum of $10,000,000, This leaves but $38,537,560 of the new five per cent bonds in the hands of the Secretary, and the syndicate has until November 15 to take this amount, The internal revenue receipts to-day were $293,562, and the customs receipts $674,265, Tho Assistant ‘Treasurer paid out to-day $42,000 gold on account of Interesy and $25,000 in redemption of five-twenty bonds.’ The National Bank notes received for redemp- tion at Washington to-day amount to $400,000. GOVERNMENT BONDS were strong. When these do not respond to the move- ments of gold, especially when the latter declines, there isa particular reason for according to them un- usual firmness. Fripay, August 13—6 P. M. ‘The trade movement has continued erratic all through the week, and very little change for the bettor has taken place, even in the volume of business, which continues small in nearly all the chief commodities which go to make up the “merchandise markets” in all the great commercial centres, The disinclination of buyers to go beyond their immediate wants in making their pur- chases has been a conspicuous characteristic of the fall trade this year, and it has been no less conspicuous dur- ing the past week than previously. Somehow the idea seoms to have got abroad that, no mat. ter how low prices have fallen, thero is every probability that there will bo a still further shrink- age, and that the longer buyers hold off the better bar- gains they will be abloto make. On the other hand, however, extraordinary inducements have been held out to buyers to cause them to buy early, and after a little, when buying becomes moro general, these in- dueements will be unnecessary and will be withheld. Hpw- ever this may be and whichever may be right, the fact that business is everywhere dull remains, The excitethent in the brondstuifs market, occasioned by the unusually heavy. mid- summer rain storms, has died out, and a sharp reaction has carried prices back considerably, though it is not at all likely that breadstuffs will fall ¢@B anything like the low prices Intely current. The damage to the crops, it is now pretty evident, was groatly exaggerated, yet the damage was un- doubtedly sufficient to cause a considerable loss, which may affect the price of the entire wheat crop, though to what ex- tent can only be conjectured. The dealings in wheat have been fair, but the fluctuations in prices have been con- siderable,” the market to-day being unsettled and deci. dodly lower, thougl: there was afalr inquiry for export at cline. The California and Oregon forgeries puzzled the street to degree yesterday. Tho HkRaLp representative compared the forged and genuine bonds at the office of Messrs, Fisk & Hatch, and found them to be equally badly executed. There was evidently a rough hand at work when commas and hyphens were omitted in the counterfeits and splendid workmanship in the exeow- tion of the, forged bonds in the signatures of the un- worthy bonds. When Mr. P. C. Calhoun, of the Fourth, National Bank, and Mr, Eugene Kelly could not distin- guish the original from the counterfeited signatures there was sufficient evidence of the cleverness of the fom geries. ‘The detectives, Elder, Macdougal and Thompson, had not changed their clothing for three nights, and had tn curred expenses which will never be reimbursed to thens in the prosecution of the malefactors. This, thon, is sufficiently indicative of their zeal and should not be ua acknowledged. THR LRADING PRISONER, MAZRWELL, is said to be an old suspect in connection with the Wa- bash bonds “shoved’’ on the street, about two years since. He was a Unitarian preacher in tho old days; an editor of a hybrid journal called the Globe; an operator in Southern coy mining stocks, and, altogether, a plausible man who could further schemes of doubthul profit. Ray is said to be a man of marvellous parts; one who had squandered a fortune in liberal ways and after- ward let in his friends for t and pocketed the ofits, if any, himself. Marshall, a sort of scay t for tho designers, and Ed. Hall, a go-between for tho others, This is ‘THE GOSSIP OF WALL STREET, and it is not without reason, A prominent banker in the Drexel Building said to the Heraup ae lial “About one year ago this man Hazewell came to me an nogotiated a loan on 2,000. bonds of @ certain railway company. I discovered soon afterward that the regis~ tration marks had been erased by acids, putting them ona par with coupon bonds, I putltho affair in the hands of a detective, and the next day the gentleman came and deposited $1,000, saying he would redeem the bonds shortly, A few weeks since he came and ga’ me a check for the balance due, but it was not mado good immodiately. This irregularity was, however, rectified on the following day, and now I have ‘THR BONDS AND MONEY. ‘This was just before the exposure of the late forgeries. Upon interviewing Detectives Elder and Macdougal, at the office of Messra. Fisk & Hatch, the Heraup re- porter was informed that four bonds of the Now York Central Railroad RRAL ESTATE SIX PER CENT bonds had been discovered to be for, and that a loan of $8,600 had been obtained upon the same from the Mechanics’ National Bank. It is notydefinitely Sore. in the absence of Mr. F, E. Worcester, the treasurer the Central, that these bonds are “crooked ; 7" but it is deemed best to warn the public against negotiations of of the same until the company formally passes upon their genuineness. THE DRCKASR OF SAMURL F, LOCKW: was announced late in the day at the Stock x Exaiangn, and caused general regret among the members. It is a matter of no small congratulation that the rebate on the tax on extra capital is being pald by the government. It will be remembered that this tax was stoutly contested by certain members of the Exchange about four years ago, and about $50,000 was paid yes- terday on account of the awards made to erm claim- ants. All brokers are debarred from participating—ac- cording to the act of Congress—who did not file their claims before July, 1872; consequently, as the suite against the government were prosecuted by wre capital, only those firms can come in who ai Frank Work and Clarke Dodgo suits in the Supreme Court.
