The Mysterious Inflation and Contraction of the Coin Balance. THE PUBLIC DEBT STATEMENT. Secretary Bristow on the Act of _ January, 18765. WasHInaton, July 15, 1875, ‘The count of the coin, currency and bonés for which United States Treasurer New 18 responsi- ble, and 1or which he gives receipt to his prede- cessor, was Anished to-day, and bas proved en- tirely satisfactory to the new Treasurer. The theit of $47,000 was already known and that amount of deficit was, of course, expected; but in every other respect the committee report the coin, currency and bonds held tor national bank- ing circulation to be as charged on the books of Uncle Sam. The impression seems to have pre- Valled that this couat would include all the funas belonging to the government, and as Mr. New is acareful business man the public would know exactly what amount of coin and currency were actually on hand, without reference to the system of bookkeeping kept up in the Treasury Depart- ment, The United States Treasurer 1s responsly ble only for the funds under his immediate care, go the count could not tncluae the sub-treasuries and United States depositaries, where a large amount of the government money is kept for convenience in business transactions, The bulk of gold coin is in the New York Sub-Treasury, and but very little is kept in thévaults of tae Treasury Department, The assistant treasurers, like the ‘Treasurer, give bonds in a large amount jor the custody of the tunds intrusted to their charge, and though the Treasurer may at his discretion order all the funds to Washington, itis a responsi- bility that the new Treasurer is not likely to incur. Still there is @ natural and commendable desire on the part of the mercantile and banking com- munity to know precisely how much gold the United States is owner of to-day, and if the figures have not been given as a sequence of the acces- sion of Mr. New it certainly is not his fault. I may say the whole money and credis of the Unitea States is placed by ths bill under the direction of the proper executive officers, notenly ‘40 prepare for but to maintain resumption.” The fact that the'Secretary had been selling five percent bonds for gold has been known here {oa months. The amount definitely stated im the pur- chase of silver builion is $1,000,000, but there have been otner sales for gold, the proceeds being sold for currency. In addition there is to be @ further sale Gf $2,000,000 of gold this month, while the receipts for the balance of the month will not exceed the amount required to pay the August interest on the five per cent bonds, amounting to five and @ half militon gollars, nese figures are stated precisely as they appear upon the books of the Treasury, and it 1s the fact that so large an amount of ulver coin has been accumulacea and dally reported as coin that the impression has prevalied that there was not the amount of gold coin in possession of the government that the single word “coin” nae for years past indicated. THE AMOUNT OF COINED SILVER and silver bullion on band June 1. was $16,000,000 Since then there has been purchased $5,000,000 of fine bars. So there can be no possibility of error on that point. The sale of gold on the remain- ing Thursdays of this montn will amount to $2,000,000, The receipts fronz customs revenue are a matter of daily report and are small at this sea- son of the year. The amount of gold re- quired to pay the August interest is one and one-fourth per cent on $412,000,000, But while the Secretary can privately dispose of five per cent bonds at his discretion, and even allow the commission paid the syndicate to pri- vate bankers ior effecting the sale, he at least will not worry about bis gold reserve being small, Probably before the meeting of Congress the issue of silver and the retirement of !ractional currency will nave been fairly inaugurated, and until thas is done the Secretary will not borrow trouble or increase bis solicitude about where the gold 1s to come from with which to redeem legal tenders on the 1st of January, 1879. A CONFLICT OF AUTHORITY. STATE AND VEDERAL EXECUTIVE OFFICIALS AT LOGGERHEADS. Some two weeks ago Messrs. Ricketts, of Pavo- nia ferry, Jersey City, commenced to repair the steamer Urbana, belonging to Captain De Haven, While the repairs were progressing the engineers, named William Warren and J. Yan Huss, and two firemen, named respectively John McCullough and John Morrissey, cautioned Ricketts about gettiag pay jor the work.
