16 BOARD OP APPORTIONMENT The Harlem Flats Outrage Again Brought Forward. Application for an Appropriation from the Board of Health. MONEY FOR THE PARKS AND SCHOOLS. A special meeting of the Board of Apportion- | ment was beld yesterday at eleven o'clock. Mayor Wickusm, Comptroller Green, Aiderman Lewis and fax Commissioner Wheeler were pres- ent. 4 resolution was adopted authorizing the issue of $100,000 assessment bonds. Comptroller GREEN—I would like to state that this increases the debt of the city, and is princi- pally tor expenses of the Boulevard and other up- town improvements. Mayor WickuaM—Of course we are aware that All this mcreases the debt of the city. Waile this colloquy took place it was apparent the Mayor and Comptroller were not og the moat convivial terms, and that the slightest ripple in debate might ceuse a serious explosion between the two gentiemen. However, turther proceed- ings Were short, and the threatened altercation Was postponed until a more favorable opportunity. Comptroller Green hoped ti matter would le over. He wivhed an opportunity to examine into the law on the subject. He was of optnion that those particular balances could not be trans” ferred to the Health Department. Mayor Wickham inquired as to what unex- pended balances could be availed of in this par- ticular instance, The filing 1 of the Harlem flats Tequires prompt attention. It was @ subject in wnicn the people of the city were particularly in_ terested. Comptroller Green remarked he was notin the babit of acting hastily upon matters of such im- portance. He saw that various efforts haa been made in the Board of Aldermen upon this subject. He merely wanted to see waoether or not he haa she proper authority to make those transfers, ‘The matter was finally disposed of by motion made by Tax Commissioner Wheeler, which was carried, that a special meeting to take action on the request of tne Health Department be bela at twelve o’clock on Monday next. REPAIRS TO PURLIC INSTITUTIONS. Acommunication was received from the Com- missioners of Charities and Correction asking that an unexpended balance ot last year be transferred to their account for the purpose of heating and ventilating the institutions under their charge on Biackwell’s Island, On motion of Mayer Wickham the sum o! $75,000 Was transierred for that purpose. APPROPRIATIONS FOR THE PARK DEPARTMENT. rhe Park Commissioners sent in a communica- ton asking tor the issue of “city parks improve- ment fund stock” to the amount of $100,000, in accordance with an act passed by the last Legis- lature, Laid over. EXTENDING THE WATER SUPPLY.
