‘ NEW YORK HERALI), TUESDAY, APRIL 13, 1875--QUADRUPLE SHEET. Sh ies tober ieteles: ioe aoimecdDlaeeaea Matet Rt ceca er iade dD: THE NEW ABATTOIR, MEETING OF THE ALDERMANIC COMMITTEE ON HEALTH YESTERDAY—THE PROTESTANTS AGAINST THE FIFIY-NINTH STREET ABATTOIR HAVE A HEARING, The Aldermanic Committee on Health—Messrs. Cole, Biessing and Morris—met yesterday, ‘to togive @ hearing to all parties opposed to or in | lavor of the establishment of an abattoir at the footol ilty-ninth street, North River, Mr. Blesse ing, in the absence of the Chairman, presided, Mr. Delafield, a lawyer, who represented the tu- teresis of the Roosevelt Hospital, was the first Speaker. He said abattoirs were in every sense mulsances; and he read the protest sent to the Board of Health by the medical voard of the hos- pital when that board bad under consideration a health ordinance prohibiting the slaughter- ing of cattle within the city limits, except in one vast abattoir, This protest, dated 16th of March, 1874, contended that the establishment of an abattoirin Filty-ninte street would be dangerous to the public heaith. fhe business of gut cleaning, fat boiling, &c.,. dmitted terrible odors into the atmosphere, whieh spread allover tne city. lt was contended, said the speaker, that an abattoir could be erected which; by scientific appllances, would not bea puisance. He doubted this, In all the great European cities abattoirs were placed on the oute skirts, remote from dwelling places, Under a monarchicalform of government they could be tegulated by arbitrary regulations regardless of bny law, but in this couutry that was impossible. Mr. Delaficid asserted that among medica! men there was but one opinion as to abattoirs, and that opinion was dead against them. He cited authorities as proois of this assertion, among Others the opinion of Professor Hartshorn, who eontended that with all the appliances of science t was impossible to establish an abattoir that would not be a nuisance and @ detriment to pubdlic heaith, Anotuer proof cited was that given by the American Health Association, of Puliadelpnia, in an elaborate opinion, which ase Serted that abattoirs should always be built on tidewater and far away irom any city. He de- Rounced the exception made by the Board of Heaith in their ordinance as to Fifty-ninth street. fhe locality was so near the Park and so inviting bo persons who were anxious to erect elegant residences that the exception was, all things con- sidered, a very ili advised one, He quoted trom Mr, Bevan, of Chicago, to show that the deatn rate from thirty-seven modic diseases was always the result of the estaolshment of abatioirs Qear a populated neighborhood, Mr. Delafield sontenfed that if this was # fact an abattoir in Fifty-ninth street would be very dam- aging to patients in the hospital, who were striv- mg to recover irom serious iliness; and yet, be said, the Chicago abattoir was supposed to be the most perfect one ever erected, He closed his re- Marks by declaring that some legislation ought to ve devised to prevent the establisument of abat- soirs within the city limisof New York, Sixtye five waiilions of dollars had been expended to beautify that portion of the city west above For- eib street, which expeuse bad beeu borne in avout equal proportions by the city und the cit- izevus. Euormous ass ents had been patiently borne vy tue reul estate owners, with: tae cou. fidence that in time to come they would get @ “supreme value” for their property. If Qn abattoir was to be established in the neighbor- hood property would be depreciated. In auswer to a question ‘of Alderman biessing, Mr. Delafield said that he could NOt give a decided opinion as to whether or not the abattoir at tne loot of West Yoirty-iourch street was & nuisance, It was unger the charge of an eminent chemist, and, besides, the neighborhood was not the same as that of Filty-nintn street. 11 1t wae & DUlsance it wi ready in existence. What the Fifty-ninth deg desired was that airesn nuisance oda red Youog, pastor of the Church of St. Paul the Apostic, iu Filty-nioth street, was the next speaker. He cailed attention to the fact bat the Board of Healtn’s itcense to tne Tnirty- jurth street abatioir was issued only last Feb- fuary and that in that estabitsament there was to be carried on, i( the Board of Heaita could be in- duced to give tue right, the business of tat melt- ing, grinding of bones, &c. Through several sume mers when therendering boat was on the river ag Phirty-iourth street the south windows on tie third story of the residence o! the Fatuers had to be kept closea; and it looked very mucn now tuac they would have to sufer again in the same way it under the same license giveu the fhirty-iourth Street establishment the work of rendering. was to be carried on there us weil as having an abattoir on Fifty-ninth street. He alluded to the jact that the Fathers were to build ou Fulty-ninth street # seminary, and that it Would oe exceedingly aangerous to the beultn of the studenis if there was an abattorr in the vi- timity. Besides, tuey bad a bunday attendance of 6,000 persons at the cnurcn, 1,500 of whom were children, ond when the new church would be feauy he believed the attenaance would ve Juliy 10,000. He read 4 protest of the pewbolders of St. Paul's and property uoluers iving 10 the ne! D0FoOOd against the establishment of the a toir, and 11 Which it Was stated that the buildings that were to be erected by the Fathers Would cost about $60,000, and that tne property owned was worth about $250,000, He called attention to the great loss that would be entailed by tue property hold- ders, looking at tne matter purely in a pecuniary point of view, if the abattoir was allowed. He Said that avout 5,000 persons had aiready, judging irom the b.anks dulivered jor signature, petitioned the Board of Heaith against the graucing of a per- Mit for (ne abattoir, froessor Cuaudier, of the Board of Health, Sta@ied that Be did not appear by authority of the Hewith board, but asa simple s,ectator. He said that there were now Sity-three siauguter-houses in the city, He contended that the con- centrating Of tne sistguter business the two or three abattoirs would enavie the Bealth inspectors to make an examination of the animais before they were slaugotered, which was au \inpossibility uader tue present sys. tem. It was quite easy, he said, to decide when &u animal was alive whether it was wealthy or Dot; when it was killed aud the meat cut up it Was not always possivie to tell whether the animal had been healthy before being killed. Tne jaesiion for ihe Heaith Board to decide was hether the pubite health would ve endangered by the establishment of the abattoir in Pity. binth street. It was not @ question as to whether parties who had speculated m lots in Fiity-ninth street or elsewhere were to ve losers by the establishment of un avatior to she neighborhood. Ili toe rich would not live aear an abattoir the poor would, and their in- terests would bave to ve looked alter by the Board as Well as the interests of tne rico. Es 8 Opinion as to Woether an avattoir could lt go as uO. to be & nuisance, as that was: tue ques.ion tue Health Board were now con- sidering. Protessor Jon W. Draper, Jr., who is connected | With the Thirty-iourth strees Abuttoir Company, explained at some length the proposed worxings Of the abattoir in Thirty-fourth street, for which & permit bas already been granted, and argued to Show that it would be in DO manner @ nuisance. The committee will meet again to-day at three CHARITIES AND CORRECTION, STAMPEDE FROM THE WORKHOUSE—BETTER CARE OF LUNATICS.
