EFFORTS TO EXTINGUISH THE INDIAN TITLE TO THE BLACK HILLS—COMMISSIONERS TO BE APPOINTED BY THE PRESIDENT—DANGER OF 4 SIOUX REBELLION. Senator Ingalls, of Kansas, who 1s familiar witn | Indian affairs, stares that the ratification of the ‘upon by the United States Senate on February 16, It Was made April 29, 1868, and proclaimed toe United States on Feoruary 2, 1869.
