FINANCIAL AND COMERCIAL The Stock Market Again Ir- regular. GOLD STEADY AT 1258 A 128 12, Money Easy on Call Loans at 21-2 a 3 Per Cent. GOVERNMENT AND RAILROAD BONDS FIRM WALL STREET, } Wepnespay, Jan. 13—6 P. M. No new features were presented in the course of speculation to-day, andthe market was ap- Parently under the influence of only natural con- ditions, There was an exhibition of some strength @t the opening, but many fluctuations followed, and the feeling at the close was despondent, One or two stocks, as will be seen hereafter, indicated exceptional improvement, yet even these were not sustained to that degree which invites outside support. From the experience of the past few ‘weeks it 1s easy to see that the great ’Change of America is in the hands of a few individuals; thet they can do with its business what they will; ‘that the hard lines of poverty are inscribed over many of even the most prominent business honses; that the outside public have little or no surplus with which to piay their usual game of “WALL STREET FAKO;"? that the “January rise” which was expected has been eclipsed by a January fall; that business in commercial circies is still expectant; that a large amount of capital, instead of seeking inveatment in stocks, even at the present low figures, is con- tent with 2X or 3 per cent increase on eall loans 98 a@surer method of investment; in short, that there is a slow, progressive process of contraction going on, obediet as well to foreign as to home influences, and likewise suvservient to natural causes, Which “lie who runs may read.” There are those, on the vther band, who base their judg- ment on another view, and it ts got impossible that in the long run they wiil be correct, They are of that party—tew in number, yet strong in faith— ‘who, watching every low condition of the market, buy, buy, buy, store their purchases and awatt the inevitable, the ‘‘ups” as well as the “downs” of speculation, and see ‘in the distant future re- ward for their ventures. It 1s this latter class who are taking many of the stocks now offered at ‘What seems to be their minimum, and who give to the market much O/ its sustaining power. The impression generally prevails that the Bank of Englana will to-morrow again reduce its rate of discount; hence the deciine above noted, It is a curious fact that our business men so quietly ig- nore the loss of specie in our own country and so much base their calculations upon the gains of the Bank of England, the relations of whitch are chiefly Continental in their influence, The specie engagements ior to-morrow amount to $900,000 gold coin, and $150,000 in goid bars and silver. ‘The carrying rates were 2, 1), 3, 234 and 4 per cont. The street furnisved very littie sensational news yesterday that calis for comment outside of the stock list. The sudden transformation scene in telegrapnic circles, whereby the General Superin- tendent of the Western Union Teiegraph Com- pany was changed inwo @ President (so report says) of the Atlantic and Pacific Telegraph Com- pany, only exciting discussion, It is apparently useless to seek iniormation upon these points irom the fountain-head, as is THE PURPOSE OF ALL TRUE JOURNALISM. Mr. Orton, President of the Western Union fele- graph Company, assured the writer, upon direct inquiry, On Tuesday, that the correspondence ve- tween himself and Mr, Eckert was in the hands of Uhe Associated Press, and would be given out by that body to the several papers proprietary and subscribers connected with that tustitution, No copy ol that correspondence has yet reached the HeRaLp office, and while Mr. Orton and Mr. Eckert are only units in 4 population of over twenty millious of people, it is worth while to inquire why, if it nad been sent in, as Mr. Orton positively stated it had, supplementing this statement with a further one that he did not retain a copy of tt, did not the Associated Press give tout, The information on the street upon this head was to tue effect that lacer in the cay, alter the writer had received the pledge of the President (Orton) that the cor- respondence was in the hands of the Associated Press, and would certainly be given out, which Statement the writer accepted upon the bonor of @ genUewan in Mr. Orton's position, and beiteving himseli wWereby retieved from further responsi- bility in hunting up, retired, it was withdrawn. Now the question is, 1s the Associated Press a bu- reau of the Western Union Telegraph Company ? Here is an opportunity for Mr. J. W. Simonton, PACIPIC MATL furnished pothing uew yesterday to contempo- raneous history. Russell Sage, it is said, sull with- holds bis acceptance Of & seat In the reconstructed direction, and it is hinted that his reticence in this regard has reterence to a purpose that Rutus Hatch suould first reure. Certainly, even the best friends of Pacific Mail eannot take much saiisiaction out of its present atuitude veiore the people. TOLEDO AND WABASH. A meeting of this company was held yesterday, at which some proposition was made, and, we learn, acted upon, in regard to a bew loan. The company will probably advertise such action, which 18 wholly personal. ANOTHER BANK FAILURE. THE UNION BANE OF JERSEY CITY SUSPENDS OPERATIONS. No little excitement was caused in Jersey City yesterday forenoon when depositors in the Union Bank, situated in Montgomery street, found the doors closed against them and the following notice posted up:—‘‘This bank is closed for business till further notice. By order of the Directors.” Am investigation of the cause of tne failure showed that the concern has been running down hill for several months, It has been in existence only about four years. The first President, Mr, George W. Cassidy, retired from the post six months ago and Mr, Sandiora was appointed in his place, The change did not improve the prospects of the bank, and a suspension was at last inevitable. The difficulty has arisen from the accumulation of a large amount of sugpended paper, which was originally taken under the former management of the bank, Some of this paper is of doubtiul char- acter, some 18 probably valueless, but the amount O1 it was too heavy for the institution to success- fully carry, and the judgment of the officers and directors 18 that to suspend now was the wisest course to adopt in the interest of the depositors. At @ meeting Neld on Tuesday night a tender of assistance was profiered by otber banks of the city, but the directors concluded to decine it, it ig urged that the assets are sufficient to mect the claims of the depositors and that the losses will fall on the stocknolders oniy. Duncan, an experienced commander of American ships, was appointed Commissioner for this port under the act of 1872, makmg it obligatory jor ali sailors to be shipped 1m presence of the Commissioner, to protect them against fraud and violence. The shipping charges inallfor each man are $2 50, and the number shipped in New York during 1874 was 21,262, It ts admitted at the Commissioner's office that a strike for higher wages took place a few months since. Tis is attributed to the great depression in the shipping interests of the country, which threw a large number of mariners out of employment. Wages lor seamen were consequently much re- duced, and according to Captain Duncan such reduced wages have been gladly accepted, “bat While those seamen who have been Jortunate enough to find employment have gone to sea weil satisfied, the large numver oi the unemployed leit On shore have been easily led by their ey and other designing men to believe the shipping law responsibie for ali their misfortunes, and have willingly joined in meetings, processions ana me- mortals denouncing it.” ‘The Shipping Commis- sioner deciares that neither he nor mis office haw anything to do whatever with the regulating of wages. That matter rests between the captains and the sailors, and he pursues a strictly impar- tial course in the matter, not leaning to the one side or the other. Since the strike commenced business nas, progressed at tue office, tt is stated, in the usual way, aad plenty of men are lorthcom- tug when required, ‘the sailors and ing-house keepers tell a very different stoi ving ont personal allusions, ‘are offered guly $14 or $15 per 0 they state that mouth; that ma#iy are ovliged accept these '# Only care is to rates, and thas the Commissioner's secure his ‘The seamen consider that they are juily able 90 take care of themselves and can do so without #0e assistance of so-called ald societies or shipping Commissioners, who they think in} me of benevolence, On the public and on Congress, AS to the boarding-house keepers, a portion of whom are arrayed in hostility against he Commissioner, the sailors say that wishoat them they woulda be left homeless and aestitute alter arriving in port, and that, moreover, Sate are indebted to boarding masters for being able get wages of any consequence whatever some of the wen declare that they have been treatea harshis at and driven away trom the Commiasion- er’s office because they claimed that th: w: offered were unreasonably low.
