Mayor Vance bas cotmmenced a sweep through the vepartwents, Yesterday he removed the Com. missioners of Charities aud Correction—Messra, Bowen and Stern—and accepted the resignation of Mr. Laimbeer, This action has been expected for some time. Charities and Correction. When Mayor Vance entered upon his oficial duties a copy of the Governor's letter was transuitted to the Commissiouers, together with a communtca- tion asking for a full explanation of the charges. Then the Mayor proceeded to take testimony at his private office in relation to the matter, and this investigation has been in progress for pearly two weeks. When the matter was com- | pleted Mr. Wendell, chief clerk to the Mayor, was Gespatchea to Albany on Tuesday night, with | @irections to lay all the documents before Gov- ernor Dix, On examining the papers the Gov- ernor immediately gave his approval to the find- ing# of Mayor Vance, and Mr, Weéndell returned ‘wo the city on Wednesday night. Yesterday morning Mayor Vance appointed the following gentlemen to take the vacant posi- tions:—Messrs. Edward L. Donnelly, Isaac H. Bauiey and Townsend Cox. He takes these walks alone or in compan: ‘with a keeper. He is permitted to receive all visitors he desires, No visitors are permitted to see him whom he does not wish to see. ite receives visitors daily. *He has & private secretary who has free access to him at all hours of the day, and with whom be passes covsiderabie time. In short, Tweea is not treated as a prisoner, but as a guest, necessitated through force of circumstances to | some time on the Island, the officials of which are determined to make his stay among them as pleasant agreeable as possible, The Commissioner prineipa responsible for this erminal violation ot duty is Mr. Myer stern. It was on bis instructions weed was allowed to put aside the prison dress and to wear ordinary clothin; id all the indulgences enjoyed by Tweed bave been allowed with the sanction ot Mr. Stern. I do not consider it necessary to determine whether these induigences have chased by tweed, or whether they have been extende; to him for other considerations. 1 am, however, of | opinion, on a review of (he evidence, that Tweed pays tor the privileges he is allowed. Whatever the arrangements were which secured to Tweed these privileges, Mr. Stern was a party thereto, Mr. Bowen informed we th: he has not seen ng Since the latter was semt to Blackwell's Isiand. This, L have no doubt, is correct; but I cannot see how Mr. Bowen is thereby ae trom the responsipilites which rest upon him. In this matter ot Tweed. the omission by Mr. Bowen to act was a criminal violation of hts duty. He sustains by his vote and action Mr. Stern and I cannot thereiore relieve him {rom responsibility. I conrwer the acts of both Commissioners were a crimi- na} violation of duty on their part, for which they ought to be removed from office. wd—In the adininistration of the affairs of the De- tinent of Public Charities and Correcuon there have en repeated violations of the provisions of law in pur- chasing the supplies required by the department, the particulars of which are set forth in a report made by ‘the Commissioners of Accounts on the 27th. day of August last, now on file in this office. The restrictions of law as to purchasing supplies were disregarded and the books of ‘the department altered ior the purpose of deception.
