THE “LOCK-0UTS.” ——--- The *’Longshoremen To Be Ousted Tos Morrow—They Will Refuse to Work Below the Uni Prices—Lots of Money in the Treasury—Continuation of the Coopers’ Trouble—Bo: an@ Men All Still Resolute. The threatened reduction of the ‘longshore men’s wages is certain to be put in effect to-mor row. A strong determination to accomplish their purpose characterizes the movements of the agents of the companies whose signatures have been given to the resolution in Javor of tne pro- posed change of rates. These gentlemen ate pretty concise In their explanation as to the rea sons which have induced them to come to their present decision, and are well united in saying tnat they cannot afford to — pay. They also persist in explaining thet the idea is not new to them, as they have been for some few years of opinion that they were paying the majority of the men more than the business done by the companies war. ranted, Ifthe times were bad, they say, or likely to become worse, the burden would fall and con- tinue to fallon them as well as.on others, so that self protection compelled them to cover their ex- penses. They allege that they have held fo formal meetings, in public or in secret, and the resolu. tion to reduce the wages wi simply a conse- quence of tne acknowledged inability to continue tu pay as they were doing. It is proposed to in- form the men to-morrow morning, through the stevedores, of the rates to be patd in futuré, and then act in accordance with their settled plan of employing any man who works for their prices, ‘The Companies which have not yet signified their intention of jolning the movement against the men are presumed to be independent abont the “lock-out” either On account of their not doing any business just now, or because they are walt ing to seo how things will turn out. WHAT THE MBN SAY. In conversation with several of the prominent members of the unions yesterday a HERALD re- porter was informed that beyond all doubt the men would not work below the old prices—forty cents an hour for day work, and eighty cents an hour for night Work. it was all very well to eay tiat the wages seemed big for laborers: but labor- ers bad to live and work bard for a living, and wheb you were sure not to have work six days in the week some allowance should be made tor the days a man was idie and could not get any other employment. The bosses said that they could not pay expenses, and alleged this as @ reason for tue proposed reduction; but the truth was that they tage of the rumors that were circulated among the working classes aud bust ness men that the coming winter would be a very hard one and that thousands of men would be idle. They calculated that with so many men ont of work vney could Ce ali the hands they wanted, and, there- fore, they would begin to crush even belore the winter became very severe. The unions had among tiem over $60,000, and other organizations Would also help in case of need, so that tne men were uot altogether unprotected; but still it was hard on the men to Nave to spend these savings while standing on the sidewalk. The bosses thought, pernaps, that it required no experience to be a longsnoreman; bul the truth was that, exeept in a Very limited part of the Jabor, it wus a trade in itsell, lor which some men only were es pecially fitted. Tnose who knew the labor and the skill 16 required Knew that the bosses would lose more than they gained by the ‘ocking out” of the men, and the companies would soon find that fact out. The union men proposed to go out quietly and to act afterward peaceably, nor would they iuteriere with any mab, Lo matter who he was or where he came frum, whom the companies would employ. In answer to some questions as to how the men stood in regard to negotiations for an amicable settlement tuey stated that uo to the present hour they had received no intimation at ail either from the companies or the stevedores in regard to the threatened reduction, it had been stated that one stevedere had made @ contract with an agent and that his men were going to work, but no cer- tain information on the matter nad come to the Knowledge of whe society men. In fact, except what imiormation they got trom the newspape: they had heard of nothing, Bus tf the threatene reduction took place on Monday morning then the societies would lorm into regular working order ana adopt ail advantages that they might trom the practices of “strikers.” The meeting on Friday evening was lor the purpose of getting the men together so that tbe action of the busses should not come with surprise upon any member, ‘THE COOPERS. The coopers in the down-town district are still holding out against the bosses, They are thor- oughly united in thetr action and are confident ot gaining their pot. ‘ihe bosses continue their weekly meetings, and aiso state that they are bound to win. inthis strike the question is not one so siriculy ol wages, the bosses say, as Ove of not being arbitrarily dealt wita by ruies of Coop. $24 week toeach man, and the men would be | willing to take that amount if tt were guaranteed that it would come every week. But the hitch ia tat the majority ol the men only get a few days’ work @ week and, thereiore, they say, that when there is a break in the week they must get $450 a day. The men further say that they have been well treated in regard to funds, and the “jock-out,” except to about twenty men, who had haa steady work, does nor amount to so much as the bosses would try to make it appear it does, REDUCTION ON A RAILROAD, Orders have been given by the Pennsylvania Railroad Company to discharge all hands engaged | on new constructions, to reduce the track gangs, to reduce the men on bridge repairs, to ont down the hours from ten to nine and the wages trom fourteen to swelse, abe an ssaaristee} DEFRAUDING THE REVENUE.
