10 quiinaiiice THE POLICE CAPTAINS. Whe Long Expected Reorganization of the Police Force Come at Last. A change of captains throaghout the entire police force was made yesterday afternoon by ‘an order of the Board of Police. The Committee en Rules and Discipline, who had this matter in charge, reported yesterday to the Board, and the result Was @ resolution making every captain ehange place with somebody else. When the present Board of Police went into power a state of things existed which they saw must be suddenly and soon swept out of sight. The Commissioners eet themselves to work to study the matter upon which they were called to govern, and before they could do anything in the way of putting the force upon a better /ooting they felt that the old foundations ought to be cleared away. Looking into the matter did not improve tts aspect to the inquiring sight, and a radical change was resolved upon. What this change should be was a question Jong discussed, and each member of the Board set Bimself to work endeavoring to ascertain the the surest and most effective means of answering the problem. It was notso much that they had to ‘deal with fagrant abuses in the several precincts, that offered a cover for crime—the profits of which might be participated in by the authorities—as it was a general loosening of all disciplinary tlesand a sort of belief that had gained credence with the oMcers that their places were created for their personal benedt, This was, of course, the resuit of a long SYSTEM OF CORRUPTION at the very head of tie department in the Board | itself and the method of promotion in use with the various Boards that succeeded each other. Tbe news of the action of the Board spread through the a good quicky, and made # sen- sation among the men anapproached for excite- ment since the estaolishment oi the force. Noth- ang else was taiked of last night. The boldness and suddeaness of the move seemed to have Biruck amazement into them, and they began seriously to think matters had an ugly aspect. | Something hus been for a long time expected, and something important, too, vut what it would be when it came no one could even surmise. In his particular case friends were nomerous and strong and he could not be Improved, but the voicano has rumbled and rumbied, and cast its vomit forth im the shape of an order that sends one hurrying down the hill in the same order of rapidity. It is needless to say the captains were not Pleased. No, not one of them liked the change. The uniform abomination, as they called ft, was taken up the other day and they con- sidered themselves free breathing men again, but here comes an avalanche that totally takes the wind out of them. THE BILLIARD TOURNAMENT, ‘The billiard tournament was resumed yesterday aiterncon at two o’clock with a game between Budoilphe and Daniels.
