12 “THE BEEBLE’S BARDY” |= Jacob Cohen in Mass Meeting Assembled. A Plot of the Strikers to Nominate Mr. Havemeyer and “Bleed” the Old Gentleman. + One Thousand Dollars Offered to Get an Article in the Herald by Jacob Cohen. Jacob Cohen het a barty. Vere ish dat barty now t Immediately previous to every muntctpal elec- fon beld tn this city it 18 moticeable that a number | of organizations to be used for the sole purpose of | getting money from candidates hold meetings, make speeches, appoint committees, bleed the | candidates and then dissolve into empty air until | the succeeding election. This has become as much of a business 4s selling groceries, pork, tobacco or cheese. ‘1his year the strikers are not in as great force as usual, simply because the money ts scarce, Last evening a meeting was held of The People’s, or “Hans Breitman’s Barty,” at No. 211 Fourth avenue, a few doors south ef the Clarendon Hotel. Mar. Jacob Cohen, who once held the office of Supervisor in this city, and who organizes a politi- cal party every year, which melts like the snow tn Jaly forty-eight hours after the ballots nave been counted, presided at the meeeting and met with @ most enthusiastic reception. Mr. Cohen, or *Yaweob,” as be is called by his friends, has the appearance of a burgomaster from Amsterdam, and is of burly proportions, with a large, round Jace and a fringe of whiskers from earto ear and under his chin. Jacob also wears a large diamoud pin of the first water, anc bas plenty of money, it is said, but, in the words of a striker, “be isn’t spending apy just now.” HOW TO STRIKR A CANDIDATE. The building in which the meeting was hela ts eccupied partly as a dwelling, and has a weil fitted up drinking saloon in the basement. Tne third floor, which has & rear apartment with folding giass doors, was well filled last evening by the | strikers, a bard looking crowd, and some few de- cent men, Who sat in iront, and were there solely | from a desire to get their names in the HERALD. | ‘The hali was a narrow one, and the delegates sat | closely packed, In front was a tabie, on which | were a @ lot of joviscap paper, to be used by the secre- | taries, At the back of the hail, with some empty seats intervening, were a lot of hard-headed | ung felows, woo were paid so much apiece to | alioo Whea any name was proposed for nomina- | tion, and to cheer the eloquenve of Jacob Cohen whenever be spoke. As Mr. Cohen pays for the hali, in hopes of speedy reimbursement, he natu- rally decided question’ and motions with more discipiine than ever was known in Tammany Hail im its duys of severest discipline, A few moments betore the meeting began Mr. Cohen was closeted behind whe glass folding doors with the leading | spirits of the “ Beeble’s Barty.” The proceedings begun by the calling of the names of delegates from the different Assembly districts. Some ew | answered 10 this cail with @ laugh as a young man with a strong Hebrew profile, a good jooking face | and biack curly hair called the districts. In sev- erat districts there was not any representative, ut Mt Was ail the same to Jacob Vohen, He came there to nojinate a solid man and he did not much =mind whether there were delegates present or not. The reportr was offered a seat at the table by Mr. Marcus Hanion, v1 the Fliteenth ward, who joined the movement merely trom @ desire for iun, a8 ‘Well as nis triend Peter McGuire, 01 the Eigateenth ward, another delegate, who is a well known pre tical joker. As Jacob Cohen emerged from the | ding doors bis diamond pin gilstened on his bosom like the sheen of a spear head on blue Galt Jee. As he came in he saw the HERALD man, and | before the eyes of all the honest delegates he {| beckoned to bim in a mysterious eyed to come benind the tangs doors, earn, 9s be RASH “Mishder Reborder, come dis vay @ leeale five | minads, bleese.”” The reportet followed Mr. Cohen behind the ding —, and presently the two men stood jaeé to face in a narrow passage secure irom all ebservation, Then Mr. Cohen expiained himself as tollows — “Look-a-here now, Misnhder Reborder, give us a | big splilendid repordin de HERALD to-morrow, and you can have a8 mudge monish as you vants. You come and ze me afder ae repord is in de | HgRaLp and I vix you shure.” “But What do you want me to do ?” the reporter asked, seeing all his mysterious movements, “Ve vants do nominade Havemeyer snure; what you dink,en? Den be gtves us de money ‘of der Sominashun and I give you biendy of money when | it gomes in.” { ‘How much money do you expect to get from Havemeyer?”’ “Vell, ldon’t know, but if he gives me a thousend thawiors I gives you all of tt. Irhe only gives me vive hundert thawiors I gives you all ol dot mon- | isn, You dink dats tair, hah? if he don’t give the mMonish we nominade some von else. I pud you on the gommittee, and den you go and see Have- =a r yoursell, han?!” is Was rather amusing to the Herp reporter, to whom Mr. Cohen had offered $100 to have an ar- ticle inserted in tae HERALD about a week previous, one evening at the Hofman House. Being wale | to humor Mr. Cohen, the reporter listened to al ropositions, and no doubt Mr. Cohen fancied | that he had secured the support of the LD for his “Beebies Bardy.” “You dink I better abboint a gommittee to vait upon Mishder Havemeyer, hah? If ne don’t give the monish we nominace Dr. John ©, | , for Mayor. He isan Irixnmans and din ve geds an Inshimans for Regisder and dat gets de vodes, han?” HE WANTS A SHOW. | The reporter informea Mr. Couen that he would make @ true account of the meeting, and Mr. Cohen shook lls hand warmly and said, “Dad’s ail | | Ivants. You give me a chow in de HERALD and I gives you de monish, shure.” The previous offer | of $100 to buy the influence of tie HERALD had | been made on the evening of October 20, at about seven o'clock im the evening, tm the saloon of the Hoffman House, m Twenty-lourth street. Then Mr. Coben did not know whether Havemeyer was ‘good for | anycings”’ or not. The interview having been coucinaed the reporter and Mr. Jacob Cohen made ‘heir appearance at the meeting, where the audience bad been warching with suspicion all of the proceedings behind the giass doors. As voth | came out Mr. Cohen observed, “You make a Jull Febord of my speech, Mr. Reborder, and it’s ail | 3? BRIBERY, | A suspicious looking delegate, as both re- | porter and ¢ Jhairmian entered the meeting, whis- Pered anuivly, “fe’s ail rigut—ne's been siakea | dead sa. COHEN'S GREAT SPEECH, i Then arough, who was laughing heartily, pro- | posed three cheera ior our wortny Chairman, Mr. Cohen, which were given by the stiikers with a | @ will, Mr, Couen applaading himself witt his feet on the floor, | Mr. Cohen then stood up and spoke in the fol- lowing manner :— “I yos de Supervisor of Ni-Yorick, defeaded I belive, by de beebies; maybe by de boli- dishians, and nod py de veebies who Vork for the | Sra aliveat of der brows. The Bedy of » Man Found Floating in the Nerth River with Unmistakable Signs of Violence On It—No Clew to the Murderer. At about half-past six o’clock last night Charles E. Rich, boatewain of the steam frigate Roanoke, noticed a large, shadowy object floating in the North fiver pear pier No. 1. At first he sup- posed that it was a log, but as it @pproached nearer he discovered the out- lime of & man, and calling for assistance, at once proceeded to bring it ashore, Landed on the dock it was found to be the dead body of a man apparently about sixty-five years of age, of strong, robust frame and statue, exceeding six feet by about an inon, and weighing, it was Judged, between 185 and 195 pounds. Hus hair was of an iron gray color, and on his face were mod- erately large chin whiskers of the same descri ston. His clowning consisted of a sack cout, Ciagonal | doubie breasted vest, Scotch tweed pepper and salt pantaljoons, elastic gaiters, a woite bosom nirt and muslin drawers. The entire appear nce of the man indicated that be wes respect- ably connected. His clothing was of the best material, and comparatively new. After @ casual and Lasty examination oj the body @ conveyance Was summoned, and the corpse carried to the dead house attached to Bellevue Hospital. As the body was being moved irom the venicle to its place of deposit it was noticed that biood towed mi the head. No particular attention, however, ‘Was paid to it, those perceiving it presuming the sanguinary liquid resulted trom some slight abra- sion occasioned by the handling of the corpse in getting itirom the water. Later inthe evening the circumstance of the finding of the body was men- tioned toa HERALD reporter, who, expressing a de- sire to investigate the flow of biood, was shown by the authorities to the aead house, Where the body jay in arude pine coffin, surrounded on ail sides by its silent neighbors, When the light was brought to bear on the face of the uniortunate man those present were horror stricken at the gha-tly sight presented. From a deep gash in the | Tight temple the blood was oozing taal, the har, face and beard being cuvered by it. The wound | on examination proved to be a deep and ugly on and peared as though it had been inficte by some biunt instrument. Farther investigation disclosed another horrible cut in the back o: the head, apparently made by a knife, and extending | & diavonaliy down irom withm au inch of the ieit | ear toward the neck a distance of three or tour inches. From this also tie blood was flowing in streams, The wounds do not, in the sligutest de- gree, suggest self-infiiction; neither is it | Possible that they were caused by accident, | #8 the temple wound is deep and bears unmistakabie evidence that a knife or some other instrument was driven ito it with force. large Water pitcher, two glasses and | Man’s pantaloons were turned inside out, acir- | cumstance highly suspicious in itsel!, On bis per- son nothing but acambric handkerchiel, Dearing | no name or clew to identification, was lound. The body presented an appearance of quite recent | death. The Coroner was notified and a post-mor- | tem examination will be held to-day. OBITUAXY. Right Rev. Bishop Payne, D. D. The Kight Rev. IMPORTANT RAILWAY DECISION, | & Question of Rental Determined by Arbitration. CHicaGo, Iil., Oct. 26, 1874 The controversy of several years standing be- tween the Chicago and Alton Railroad Company and the Louisiana and Missouri River Railroad Company relative to the amount of rent to be paid by the former to the latter for the use of tts road has been settled by arbitration. It appears that the Louisiana aod Missouri Ratlroad Company 1n its enort to periorm its part of the work 01 complet- ing a railway from Louisiana, Mo., to Kansas City, as per contract with the Chicago and Alton Rail- road Company, not only failea to complete its hne west of the junction with the St. Louis, Kansas City and Northern Railway at Mexico, Mo., but that it has incurred a large fvating debt. The most important question decided by the arbitration at Louisiana last Saturday was as to the amount of rent to be paid for such part of the roaa as has been completed, Upon this point the award provides that the stipulation in the original contract guaranteeing a minimom rental, which was based upon the agrecment for an independent line between the points already mentioned, shall be abrogated, and that tne Chicago and Aiton Company snall pay the per cenrage of gross earnings stipulated in Tine orig- inal lease. This relieves the Chicago and Alion Company of an obligation hereto.ore existing, | under which, with the present light traffic, they would be required to pay tor the use of the road more than it fairly earns, MAILS FOR EUROPE.
