FINANCIAL AND COMMERCIAL ————- ‘The Currency Question Awaiting the Next Congress. [EVENTS OF THE WEEK. Review of the Commercial Situation. (MONEY, GOLD AND BONDS. soxpiy, Oo wrt } There can be no good reason given why, at ite next session, Congress should not promptly act pon the financial question. Its members will ave iresh in their minds the legsons of the past ear, and, probably, have already learned how de- wirable it ts that trade shali no longer be com- elled to speculate upon tueir probable action. je people want this question determined once ad forever. The only way to reach a final settie- ent ia by returning to tue strict construction of he constitution. If this question is to remain ine of expediency there 1s not @ merchant, manu- facvurer or farmer who can form an idea what the ‘olumeé of money may be three months hence, The it act of Congress should be the repeal of so ach Of the act of last June as pretended to legal- Ze the illegal issue of $26,000,000 of legal tenaers ind provide for their immediate funding. We id pretended to legalize, because it ts still con- ded that Congress has not the power, under he constitution, to create legal tenders in time { peace, Next, it snouid, by resolution, renounce he power claimed in the act of June, and assert, in positive terms, that neither that nor any suc- eding Congress had or has the constitutional ower to Make anything but GOLD AND SILVER A LEGAL TENDER. ‘This Would be a setitement and would relieve }the country from all fear of an inundation of irre- jeemante paper and from the furtner agitation of branch of the subject, The step is a necessity, for if this question as to the power of Congress is awe incranonee one the people never can teel jassured that some ensuing legislation will not pat all that has been done toward contraction, just as the last Congress more than nalf destroyed | hat had been accomplished by Mr. McCulloch and yuhe Congress of 1866, It appears as if this propo- jaition ig one of those self-evident facts that re- quire no argument; but when it is seen that mem- ere of Congress continue to speak in the same oreath of increasing the volume of legal tenders sand of @ settlement of the question tne impor- tance of repeating and enforcing the truth is ap- jparent.) Bat for | THE AC? OF MR. BOUTWELL Xn issuing some $5,000,000 in October, 1872, Just foefore the State elections of that month, this ques- yon would never have come up to curse the ad- Oninstration and the people. Up to that time no one believed that the power existed anywhere to add one dollar to the remaining unpaid $356,000,000 legal tenders, and Mr. Sherman, ‘Chairman of the Finance Committee, so reported ‘to the Senate after his committee had inves- ‘tigated this issue. But, as in the cage of Louls- Jana, one wrong necessitated the second, 80 when ‘whe panic-stricken merchants and bankers appealed to the President in September, 1873, for welief, he was forced to give orders for the pur- chase of bonds, which depleted the Treasury of its Dalance of some $16,000,000, therefore, having mothing left with which to meet its current la- ‘Dilities, recourse was then had to Mr. Boutwell’s ‘discovered “reserve,” and the $20,000,000 were jasued WHAT GOOD HAS IT DoNE Is there a single merchant or banker who at- tended the meeting at the Fifth Avenue Hotel who does not to-day wish the $26,000,000 ‘were where the public belleve Mr. McCulloch lett them—in ashes? Has it stimulated manufactures or trade ? Has it aided the debtor to discharge his debts? Has it given the tarmer @ better price Jor his crops? Has it, on the other hand, not stimulated an unhealthy speculation in stocks, ‘which to-day 1s causing all the legitimate inter- ests of the country to tremble in fear of some shock that may reach them? Will our legislators, wherefore, take note of the times and do what is in thelr power for tne relief of the people—turn their faces once more towards an honest currency? THR EVENTS OF THE WEEK do not indicate any material change in the finan- Ctal situation. The market was disturbed by many rafmors of failure and made feverish by several suspensions in various departments of trade, showing that the process of liquidation is stili going on and that merchants are not yet out of the woods. Speculation in stocks was chiefly con fined to four or five, the virtual leaders of the same being Lake Shore and Western Union. Con- siderable mystery has ‘attached to the manipula. tion of these, and it is by no means certain that it will not continue for several days hence. The close of the market yesterday was strong and by many parties is regarded as foreshadowing to some ex- tent the purposes of those who seem to be en- deavoring to maintain control, In domestic prod- uce the prices of nearly all the chief staples have shown @ declining tendency. The volume of trade has likewige been small, The foreign markets Ihave also been dull. The decline in both exports and imports, compared with the same time last year, is notable. In wheat, flour, corn and other breadstuils prices are reported irregular and drooping, with business inactive. In dry goods a slight improvement is noted, and both the whole- sale and retail dealings indicate an increased de- mand, THE RANGE OF STOCKS. ‘The following table shows the extreme fluctua- * tions for the week in the leading shares:— Highest. THE MONEY MARKERS, Money has ruled at remarkably easy rates during the week, being 2% @ 8 per cent ongall loans secured by government collaterals and 50 good stock borrowers. There was an exceptionat advance to 4a 6 percent, due to various causes, such ag an anticipated advance in the rate of the Bank of England and a consequent stiffening of exchange, Dut at the close the old condition was Sgain established. Such a state of things at this season of the year is almost without parallel. First class commercial paper, sixty and ninety days, ruled at 5 a 64; percent; on three and four months the quotation is 6 a 7 per cent. As a@ large part of the interest is due abroad it is said that the Syndicate have probably bought up a good many of the coupons to tura into the Treas- ury in payment for the new fives, THE BANK STATEMENT continues to show a decrease in the excess above the legal reserves, the subtraction during the lass two weeks amounting to more than five millions of dollars, A neaithy flow of capital to the interior ig reported to assist im moving the crops, but Much has also found its way into the Treasury at Washington. The banks now have $15,839,800 more reserve in lawful money than the law re- quires, which is $2,334,325 less than so held last ‘week, BONDS. Good railroad mortgages have been in good de- mand at steady prices. Southern State bonds were comparatively neglected, bat improvement in this line is hoped for when the meeting takes place in Novemver detween the State authorities and the bondholders. Prices declined with almost every stie- ceeding day, but without indacing a proportion- ate increase of business. Indeed, the lower prices fell the less the demand appeared to be. Dry goods were duil during all the week, though of the leading firms reported an increase in their sales, as compared with the pre- vious week, The boot and shoe trade was slug- gish, a8 was also the hardware business. On ‘Change, in some departments, the markets were unusually dull and heavy. Flour was dull and heavy asa rule, and prices sustained only by the firmness of shipping extras, which were in demand for export to the West Indies and South American ports nearly all the week. Wheat was dall, heavy and declining, and price: at the close of the week showed a marked depression ag compared with those currenta week earlier, while the demand was light and the movement slow. Corn was anil, lower and nominal, with almost every suc- ceeding day, showing a large decline for the week.
