THE BOARD OF APPORTIONMENT. eo Paying the City’s Legal Advisers and Advocates—The Annual Estimates To Be Revised on Monday. ‘the Board of Apportionment met yesterday at one o’olock. Comptroller GREEN moved to take up the annual estimates for the coming year. Mr. VaNce moved to print them first, in conve- mient slips, for the use of the members. Mr. Geugnx querulously deciared that they had been printed suiticiently and had appeared in al) the Public journa!s. Altera little grumbling on both | sides Mr. VANCE said lie had no objection to take up the estimates if they were only printed, and a compromise was effected by adopting both mo- tons, Mr. GREEN moved to pags the resolution appro- priating $55:000 for the new Third District Court. house. Adopted, Mr, GREEN moved to transfer to the appropria- tion for imterest on city aebt the following ac- counts, consisting of unexpended appropria- tuons:—From salaries, Department of Finance, for 1874, $15,000; salaries, uxecutive Department, for 1872, $20,000; salaries, Judiciary, 1871, $30,000, and duplicating maps and records, $25,000, Mr. WHEELER moved to lay the matter over. Mr. Gren said, velementiy, that it was a matter which was of too muci importance to be laid over, ag itattected che credit of the city. The motion was then adopted, Messrs. Green, Havemeyer and Vance voting aye. Mr. GREEN moved resolution authorizing him to isgue assessment bonds to the amount of $20,000 tor the Department of Works. He ex- pressed lis regret that the bill pending during the last session of the Legislature, Mmiting the issue of these bonds, bad not been passed, and sneered at the frequency with which these calls for assessment bonds recurred. THE LAWYER'S GOLD MINE, Mr. GREEN moved to appropriate an additional amount o1 $11,500 ior the Corporation Connset, The amount required by him was $35,000, but he could pot find any junds trom which more could be drawn for this purpose. Mr. DELAFIELD SmitH, the Corporation Counsel, explained that he had from 2,000 to 3,000 cases on his hands, and.gave a lengthy review of ali that ‘would have tobe done In the Ring suits. He had employed Mr. James U. Carter for the | largest suits now on hand—those against the Kmg, and his charge was heavy, $8,000; but he ‘was engaged by Charles O’Uonor to assist nim in | the Jumei case, and Mr. Smtih knew him to bean | able lawyer. So it was with the otner lawyers whom he had employed, Mr. Barlow, Mr. Peckham. and Mr, James M. Smith, who had won thirty suits outol filty, something unprecedented in the bistury of the office of the Counsel for the Corporation. There were now before iim viaims for $25,000 for counsel fees, Mr. Smith, at the close of nis long explanation, alluded to the resolution passed by the. Board requiring that the Mayor should conc in the engagements of counsel for city gts saying that % embarrassed him greatly. As to the motion of the Comptroller, he declared that $11,500 would be insuficient to pay the amounts already due for counsel lees. Mr. VANCE said that the Board had transferred $90,000 to the appropriation for interest on the city dept, which was $40,000 more than the Comp- troller had asked for in his budget. BOARD OF ALDERMEN, A regular session of this Board took place yester- day afternoon, President Vance 1a the chair. Aldermen Mornis presented a petition irom C, B. Galy de Cantamet, asking permission trom the Common Council to erect urinal pavilions in the streets of the city and keep them in repair at his own expense, conditioned that he is to retain con- trol thereof—on the plans of those used in Paris and other European cities. The petition was re- ferred to the Committee on Public Works, Alderman KEHR called up General Order No, 58, which 1s a preamble and resolution relating to the Excise Commissioners, as follows:— Whereas thereisa vacancy in the Board of Excise mm: existing: and whereas it is the de- sire of A large nggpber of citizens that an adop zen of German iigbionality should be appointed to iil the same ; theretore be it Regolved, That we, the Board of Aldermen, as the representatives of the Pediat) most respectrally re- quest His Honor the Mayor to appoint an adopted citi- gen of German nationality to fil the vacancy bow exist ing in the Board of Excise Commissioners, Alderman BILLINGS amended to strike out ‘‘Ger- man nationality” and substitute “an American | citizen of apy nationality,” in which shape it was adopted. Bar- ber has been in thie city tor several days past to | make arrangements for printing the new stamps | for the prepaymeut of newspaper postage in bulk. The plan adopted by the department origt- mated with General Barber, and consists of a sys- tem of multiples, by which combinations are formed, and postage above two cents may be paid with stamps in no case amounting to more than | fivein number. Jn order to give publishers every facility possible the mail matter is weighed in | bulk, computed as to weight and charges, and on ‘payment Of the postage a receipt is given.
